Re: St Vincent de Paul Discretionary Grant Application
11/15/2011
Dear Commissioners,
My name is Glenn M. Kotara and I have the privilege of being one of the St Vincent de Paul
board members. In my board position I am responsible for any land use or building projects
undertaken by the organization .It is in that capacity that I am applying for a $7500 grant for two
projects the organization has undertaken.
The first project is the division of our parcel of land on Huntington Rd. I have included a plat
map for your review. The county application fees will be $3000 and the survey fees will be
another $2000. We need to partition this property in order to correct mistakes in prior platting.
We also need to partition this property in hopes of selling this parcel to a commercial end user.
The sale will allow us to pay down the loan and use those proceeds to further help feed, cloth,
and continue to provide the medical and electrical assistance provide by St Vincent de Paul .The
partition and potential sale will also provide for the possibility for a new business to locate on the
property thereby providing jobs and services to the community of La Pine.
The second project we request $1500. These funds will allow for electrical three phase service to
our new cold storage. We were fortunate to receive a grant to purchase walk in coolers and
freezers in order to store larger amounts of food for our clients. These larger units will also allow
us to store food for other organizations who feed the poor like the Soup Kitchen of La Pine.
Commissioners with your approval of this grant application St. Vincent de Paul will be better
equipped to not only to help those needy in the La Pine area but all citizens in need in our 10,000
mile service area. These economic times have weighed specifically hard on the under privileged.
All of us at St. Vincent de Paul realize that economic conditions will continue to deteriorate. It is
with that knowledge that we ask for your consideration .Please help us help those who cannot
help themselves.
Lastly I have included information on our organization and what it accomplishes for the
community. If you have any questions or need any clarification please call me at 541-480-7752.
Thank you for your consideration,

ST. VINCENT de PAUL RETAIL THRIFT STORE:
A STORE THAT MAKES A DIFFERENCE!
The LaPine St. Vincent de Paul Retail Thrift Store depends solely on the generosity of the community for
donations of clothing, household items, hardware, furniture, appliances, miscellaneous and vehicles. We
are now stationing our pickup truck for attended drop off donations on Mondays (loam - 3pm) at the St.
Francis Catholic Center on 2450 NE 27th in Bend and at Holy Trinity Catholic Church on Thursdays (loam -
2pm) at 18143 Cottonwood Road in Sunriver. Donations can also be picked up with our truck by calling 541-
536-1956. These donations are sorted, evaluated, priced and placed in our retail thrift store for sale. This
merchandising process provides a low cost shopping alternative for low income individuals and families.
Those who cannot afford items for sale in the retail thrift store are provided items without cost through our
Social Services Agency.
Surplus funds generated from the operation of the retail thrift store are channeled into our social service
and food bank programs for the benefit of needy families and individuals regardless of race, creed or

color. These funds provide food and emergency services for utilities, medical, dental, prescriptions,
transportation, shelter or other miscellaneous needs necessary to maintain a basic quality of life.
An average client profile shows that 70% of our clients are women, with an average age of 46 and have two
children. Their average monthly income ranges from $1,000 to $1,500 and they receive a food box each
month. Although the newly incorporated City of LaPine has a population of 1,500, we serve the greater
area of southern Deschutes, Northern Klamath and Lake counties with a population base of over 16,000
residents.
LaPine St. Vincent de Paul Conference celebrated their new retail thrift store on August 21, 2010 by having
Holy Redeemer Parish's Pastor, Father Jose Mudakodiyil, bless the facility. Over 300 people (volunteers,
customers, BOD, Lion's Club and Knights of Columbus members) celebrated this customer appreciation day
in and around the new 8,000 square foot complex located near the LaPine post office on Huntington Road.
In 2010 the LaPine Conference provided 2,300 households in South Deschutes County with 2,100 food
boxes, $3,300 in store merchandise, $34,400 in electrical utility costs and $5,300 in medical and dental
assistance. Employing 15 full and part-time employees, SVDP has a payroll of over $140,000 annually.
These funds are recycled throughout the LaPine community where the unemployment rate exceeds 15%.
For donations or volunteer support call 541-536-6135 in LaPine. Store hours are gam to 4pm, Monday
through Saturday.
Thank you to all the donors (business and private) and the many volunteers who have made our social
services a success. The needs in the LaPine area continue to increase with the increasing unemployment
rates.

Our New Retail Thrift Store Is A Reality.
We did it in record time!! In less than 3 months after closing on 2.6 acres of property on Huntington, your
new SVDP Retail Thrift Store (next door to the U.S. Post Office on Huntington) is open for business.
Thanks to Jerry Moore, subcontractors, volunteers and outside capital sources, we managed to open the
doors on May 27, 2010.
The specific benefits for the Retail Thrift Store relocation include:
• Easy customer access and significant off-street parking spaces
• Wider display of merchandise with 40% more floor space.
• Future sale of bar coded merchandise to satisfy better recordkeeping.
• Credit card use in purchasing merchandise.
• Convenient off-street drop site for donations
• Double our donation receiving and goods processing space
• Able to increase sale space for furniture, appliances and sports equipment.
• Increase store hours from 9 am to 4 pm, Monday through Saturday.

11/15/ Our Long Range Plan
A special thank you should be made to: Wilderness Recycling, Vic Russell Construction, Ken
Russell, SVDP board members (especially Jerry Moore), Ed Croker, JNROTC students from LaPine
H.S., our neighbors from LaPine to Sunriver who have donated their resources and time on this
value -making community service project.
Our Expanded Social Services Program on Morson
Our intent is to retain the Morson property to house an expanded Social Services operation. Our
immediate needs would be to acquire a walk-in cooler and freezer for food storage allowing us to
reduce our utility bills. This project fulfills the long-term vision of the SVDP Board to expand our
services for our neighbors in need throughout our 10,000 square mile service area. Our intent is to
report regularly to our neighbors regarding our progress.
Questions?? Please contact anyone of the board members regarding your thoughts to improve our
services. We intend to expand our services with added volunteer support. We also intend to
cooperate fully with other South County social services organizations, particularly LaPine Community
Kitchen, Sunriver Care/Share and the Cascade Faith Network of local LaPine Churches.
