MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
THURSDAY, DECEMBER 22, 2011

Present were Commissioners Tammy Baney, Alan Unger and Tony DeBone. Also
present were Erik Kropp, Interim County Administrator; Susan Ross, Property &
Facilities; David Givans, Internal Auditor; Mark Pilliod, County Counsel; and
Debbie Legg, Personnel. Also present was citizen Randy Evers. No
representatives of the media were in attendance.
Vice Chair DeBone opened the meeting at 1:30 p.m.
1. Discussion regarding County Administrator Recruitment Process.
The Board will meet at 1:00 p.m. on Thursday, December 29 to review the
shortened list of applicants and to decide the schedule for the initial interviews.
Discussion took place on how the first round of interviews should take place.
Erik Kropp suggested that they set up a video conference call for each.
However, the applicants may have to facilitate this with a location in their areas.
The potential is there with today’s technology although sometimes video does
not always work as planned.
The group discussed potential members of the interview team, including Sheriff
Blanton, Marty Wynne, Nancy Blankenship, the Commissioners and Mr.
Kropp. Citizen Chris Doty may also be included. Whoever agrees to be on the
panel will need to attend every interview.
2. Other Items.
The Board went into Executive Session, called under ORS 192.66o(2)(a), to
consider the employment of a public officer, employee, staff member or
individual agent.

Mr. Kropp said the Board has a joint meeting with the City of La Pine Council
on Wednesday, January 25. He suggested the Board present them with a nice
wall clock for their new City Hall, acknowledging the establishment of the City.
Discussion occurred on where to purchase the clock, and attempts will be made
to have a local artist do this work.

Mr. Kropp said that the Board would be presenting Judge Tiktin some special
cowboy boots at the Judge’s retiremenet event on December 29.

Mr. Kropp informed the Board that two members of the Dog Control Board of
Supervisors have resigned. More members are needed to be able to have a
quorum. Commissioner Unger noted that it might be hard to keep a good group
together, given the challenges they face with their hearings.
A hearings officer might cost around $10,000 per year. A decision was made to
try to get additional members, and Chris Bell is designated to hear these if there
is no quorum.
Chair Baney feels that the hearings should take place in the Barnes/Sawyer
Rooms where it is more formal, and have a Deputy or other law enforcement in
place. Commissioner DeBone said that he is not sure that a change in location
would make a difference to the group. Chair Baney stated that there should be
a work session set up for the new County Counsel and the group to discuss the
criteria.
Mr. Kropp asked about the status of the proposed Ironman event. Chair Baney
replied that she does not have enough information yet. There is some
controversy and it is not yet on paper. Some routes may be in Crook County as
well. It is too hard to be able to champion this issue right now, and it may be
too big an event for this area. It is a private industry sponsored event, and they
need to carry the load.

Mr. Kropp reminded the Board that it is time for his annual review. Chair
Baney said that they have not done this before, but she does not feel it needs to
be an elaborate process. This will take place in January.
Being no further discussion or items addressed, the work session
f;ldjourned at 4:50 p.m.
