HomeMy WebLinkAboutComp Plan UpdateCommunity Development Department Planning Division Building Safety Division Environmental Health Division DATE: TO: FROM SUBJECT 117 NW Lafayette Avenue Bend Oregon 9770t-1925 (541)388-6575 FAX (541)385-1764 http://www.co.deschutes.or.os/cdd/ MEMORANDUM January 14, 2010 Deschutes County Board of Commissioners Peter Gutowsky, Principal Planner Comprehensive Plan Update / Planning Commission's Initial Evaluation / Next Steps MEETING DATE January 20, 2010 Background The purpose of the January 20 work session is to provide the Board of Commissioners (Board) with a summary of the Deschutes County Planning Commission's recent evaluation of the draft Comprehensive Plan Update (Plan) and discuss the public process over the next several months. Last September, staff officially released the draft Plan to the Board and members of the planning commission. Developed entirely by the planning division based on citizen input and recent studies, the release set in motion a ninety (90) day public review period. Since its release, the planning commission and staff hosted ten (10) work sessions and seven (7) open houses respectively, to invite community participation. In November, staff distributed a goals, policies, and action item "scorecard" (matrix) to each planning commissioner to assist in their evaluation of the draft Plan. Specifically, the scorecards allowed planning commissioners to identify whether a draft goal, policy, or action item should be kept, modified or deleted. It also provided space for writing comments. Planning Commission Scorecard The planning commission's assessment of the draft Plan's four chapters, Chapter 1 - Comprehensive Plan, Chapter 2 - Resource Management, Chapter 3 - Rural Growth Management, and Chapter 4 - Urban Growth Management reveals the following trends: • General support of draft goals and policies • New or modified policies emphasizing private property rights and economic development • No consensus for action items, with numerous rejections Next Steps The Deschutes County Planning Commission will hold a work session on January 28, 2010 to dm 5CUSS the scorecard results and chart a course for modifying the draft Plan. Staff will coordinate with tP e planning commission to identify future work session dates, define new tasks, and announce opportunities for citizen involvement. Quality Services Performed with Pride
