Deschutes County Economic Development Fund
Discretionary Grant Program Proposal
from
Boys & Girls Clubs of Central Oregon
Organization Description
In 1994, twenty volunteers organized the Boys & Girls Clubs of Central Oregon (BGCCO).
There are currently four Clubs in Deschutes County: Bend -Downtown, East Bend -Ariel,
Redmond and Terrebonne.
Through comprehensive programming and caring staff, BGCCO seeks to enable all young
people, especially those who need us most, to reach their full potential as productive, caring,
responsible citizens. BGCCO strives to positively impact the lives of Club members, with special
emphasis on three essential youth outcomes:
• Academic success
• Good character and citizenship
• Healthy lifestyles
Volunteer Leadership
BGCCO is led by a volunteer leadership structure. The Board of Directors consists of 12
volunteers. In addition, the Board of Directors Executive Committee is made up of 6 members
of the Board of Directors holding the positions of Chair, Vice Chair, Treasurer, Secretary,
Resource Development and Board Development. All members of the BOD financially
contribute to the Clubs.
In addition to the BOD, BGCCO operates with the support from administrative staff. The
Administration Office is located within the Bend -Downtown location and consists of three
leadership positions: Executive Director, Development Director and Operations Director. The
Administration Office provides support and professional services to the Clubs.
Proposed Project
BGCCO is currently operating on an email server that is approximately eight years old. It is
running on Windows 2000 server and Microsoft Exchange 2000. The hardware is rapidly
approaching the end of its life -cycle, which in turn makes it increasingly difficult to find
replacement parts. The current operating system and Exchange software will soon be
unsupported by Microsoft and the mail software, Exchange, has more security features and
SPAM detection in the newer version. The existing setup at BGCCO is going to pose problems
in the near future of significant magnitude. Upgrading to newer hardware and software has been
strongly recommended by IT professionals.
Project Timeline
The project will begin in spring 2010. The installation time is approximately 12 hours. The new
server would benefit Boys & Girls Clubs of Central Oregon for several years.
Impact on Community's Economic Health
Currently, there are no youth development programs that are more affordable or effective than
Boys & Girls Clubs of Central Oregon in Deschutes County. The cost for a child to attend
BGCCO is $25 per year and $50 per month for program fees. BGCCO will scholarship families
who are unable to afford the monthly or annual cost. The Clubs are accessible daily after school
and during non -school days, including summer. The programs of Boys & Girls Clubs are
necessary to provide opportunities for youth to gain important life -enhancing skills to be
involved citizens and allow for greater workforce efficiency within the community.
BGCCO is a major resource to employers in the community. It allows parents to retain a full-
time position because their children have a safe and educational place to be. BGCCO employs
28 residents of Central Oregon. In 2010, the projected expense for salaries and wages is
$598,334. This program will enhance the Clubs' technology, efficiency, accountability and
reporting capacity.
Groups Who Will Benefit
Boys & Girls Clubs of Central Oregon allows parents to work during the time when their
children are out of school. With their kids at the Clubs during this time, parents have peace of
mind knowing their kids are safe and supervised by professional, caring role models. Central
Oregon businesses benefit through a larger pool of applicants because more parents are able to
work outside the home due to affordable after school care. The community's youth are safe and
supervised during out of school time, instead of roaming the streets or participating in
unproductive activities. The community as a whole will benefit from the structure provided to
youth. The Clubs keep youth off the streets and out of trouble during the time of day at highest
risk for juvenile delinquency problems to occur. The Clubs also honor each child as an
individual helping them build confidence and develop their skills and talents to be effective
community members.
Itemized Expenditures
BGCCO respectfully requests $2,514 from Deschutes County to support the funding required to
update the server with a PowerEdge 1900 system. The cost for the PowerEdge 1900 system is
51.614 and the labor hours (12) required to install is $900.

Updating the server will add tremendous value to the services that BGCCO provides to the
community. The support of Deschutes County through a discretionary grant from the lottery
funds would allow BGCCO to begin the process of creating a better, more efficient Boys & Girls
Clubs of Central Oregon.
The grant is in support of an ongoing need to enhance the organization's technology, efficiency,
accountability and reporting capacity. Project costs will be generated from the community
through fundraising programs. BGCCO continues to seek grant funding from federal and private
sources and will generate revenue through 2010 Partnership for Kids, the corporate giving
campaign.
