This organization works to break the cycle of poverty by removing barriers that prevent people from achieving economic self-sufficiency. Project Name: Food Bank Expansion Project Description: These funds will be used to complete the expansion of their food distribution and storage facility. This will allow an increase in food donations from 450,000 pounds per year to 800,000 pounds per year within two years. The expansion will include 2,300 square feet of dry storage, new 576 sq. ft. freezer, 900 sq. ft repacking area, and area for cleaning and storing bins used to pick up products at 11 stores that donate more than 60,000 pounds of food per month. As of January 15, 2010, the design/engineering and bidding have been completed, permits secured and excavation/infrastructure work begun. The projected date of completion is June 30, 2010 with the local capital campaign to conclude in December, 2010. Construction will be finished prior to the funding campaign's completion. Neighborlmpact will provide an internal loan of unrestricted service funds to bridge this interim gap. 4) How the proposed project with impact the community's economic health: Neighborlmpact has been the Food Bank for Central Oregon since 1985. It distributes food to 40 agencies including Emergency Food Box Sites, Congregate Meal Sites, Brown Bags and Shelters. Central Oregon currently ranks among the highest regions in the state for unemployment. This factor, more than any other has created the increased demand for food assistance. With the repacking center, Neighborlmpact will be able to accept more bulk produce and fresh foods from local donors and the Oregon Food Bank, increasing the availability of fresh produce, dairy and protein foods. In addition, the 900 square foot repacking center will create volunteer opportunities for businesses and community members. Approximately, 750,000 pounds of food will annually be diverted from the Deschutes County landfill. The food bank's expansion includes the addition of 1.5 new or retained positions. 5) Specific Communities that will benefit: Neighborhnpact has 40 agency partners throughout Deschutes County including Sisters, Redmond, LaPine and Bend. During fiscal year 2008-2009 approximately 9,600 people accessed emergency food boxes each month compared to 8,460 the previous year. On average, 14,000 people (75% residents of Deschutes County) per month are accessing local food agencies, including meal sites and brown bag locations. Residents of Deschutes County represent 75% of recipients. 6) Itemized Expenditures, Describe how Grant funds will be used and include source & amounts of matching funds or in-kind contributions, if any. Total Project Cost: 8234,262 Detailed Expenses are as follows, with a (10%) Engineering and Permitting Costs: Major Equipment Costs: Construction management: Warehouse Building Materials & Labor Costs: Excavation, concrete, paving costs: Cost over run: cost overrun allowance. $24,900 $68,007 $18,733.05 $62,354 $ 43,600 $16,627.95 To -Date: Secured funds include the original DEQ award total of $133, 000 and $25,000 from Oregon Food Bank, leaving $76,262 to be generated. Neighborlmpact's strategy for the balance of the fiends needed is 65% from foundation requests and 35% from local donations. A letter of inquiry has been submitted to Meyer Memorial Trust for $50,000. Several other foundations have also been identified for applications which will be generated during the remainder of this month and next. A local campaign to secure the remaining $26,262 will include using local media and major gift requests targeted to previous and current supporters of Neighborlmpact. Typically, local donations would be a higher percentage of the capital budget. However, Central Oregon's economy is severely affected by the national economic downturn. Capital funds will be raised while ensuring that donations for operations are not diminished. Despite the economic downturn, community support for food bank operations this year include the value of donated dry and fresh foods of $990,000, $60,000 from individual donors, community events and businesses and recently $25,000 from the Oregon Community Foundation. Based on this support, Neighborlmpact is confident that the remaining capital funds will be secured. 2 Neighborlmpact Proposal Deschutes County Economic Development Fund Discretionary Grant Program Application January 20, 2010 1) Describe the Organization, purpose, leadership structure and activities Neighborlmpact was established in 1985 to serve the economically disadvantaged citizens of Central Oregon. Neighborlmpact's Board of Directors tripartite structure consists of regional representatives including elected officials, community and low- income citizens. Since its inception, Neighborlmpact has been instrumental in developing innovative and collaborative projects to serve the community and facilitate solutions for Central Oregon's economically disadvantaged. Neighborhnpact is one of the region's largest non -profits. Critical services focus on early care, education, housing and emergency services: 1 Self-sufficiency/family development programs 1 Rental and utility assistance ✓ Food bank programs ✓ Emergency shelter, transitional housing ✓ Housing rehabilitation ✓ Home ownership and foreclosure counseling and education ✓ Lending programs for low-income home buyers ✓ Weatherization and energy education ✓ Financial literacy and Individual Development Accounts ✓ Head Start ✓ Child Care Resource and Referral services 2) The Project: Neighborhnpact is requesting a $2,500 from the Deschutes County Economic Development Fund. These funds will be matched by additional community fund raising efforts to complete the expansion of its food distribution and storage facility. Upgrading and expanding the capacity of Neighborlmpact's food bank warehouse to receive, safely store and repackage food to respond to the increasing community demand had been discussed for many years. With no apparent resources available, the project was tabled until early in July 2008, when Neighborlmpact was approached by an attorney representing a company facing a large Oregon Department of Environmental Quality (DEQ) fine. The company had the option to fund a Supplemental Environmental Project, which Neighborlmpact had a history of implementing. Due to this successful history, a project plan was proposed and funded to increase the capacity of Neighborlmpact and its food pantries to secure, store, transport and distribute fresh foods. The concurrent goal of the warehouse expansion project is to increase food donations from 450,000 pounds per year to 800,000 within two years. As such, a portion of the DEQ award went to purchasing a refrigerated truck with the balance of the funds allocated to expanding the food warehouse. The Deschutes County project funding request is for the expanded food storage area which includes 2,300 square feet of dry storage (more than double the existing space), a new 576 sq ft walk in freezer (replacing an 18 year old unit half the size), and a 900 sq ft repacking area, as well as, a area for cleaning and storing bins used to pick up products at the 11 stores that currently donate over 60,000 pounds of food each month to Neighborlmpact. The work needed to complete the warehouse remodel is demolition of an existing office area and non - ADA compliant rest rooms, building of new staff office space and one ADA rest room, installing bin washing facilities in the re -pack area, installing a concrete slab, new freezer, electrical, plumbing and phone/data installation as needed, installing pallet racking in the new dry storage area, re -roof and other exterior building repairs. The new freezer will have forklift access, which will allow employees to safely and easily move product around as needed. The current food storage area is very limited in size and the current freezer unit does not allow forklift use.
