HomeMy WebLinkAboutGrant Req - Partnership to End PovertyEconomic Development Fund Discretionary Grant Program Organization: Partnership to End Poverty Organization Description: Incorporated in 2001, this organization was created through a long-term grant from the Northwest Area Foundation, which serves the western states traveled through by the Great Northern Railroad. This organization is working on reducing poverty by addressing its root causes. Activities are focused on organizing and mobilizing community partners in Central Oregon in poverty reduction strategies using best practices models. All seed grant funds are required to be leveraged through local funding and resources. Project Name: 2010 Homeless Count Project Description: For the last four years, the Central Oregon Homeless Leadership Coalition (HLC) has conducted a census of the number of people in Central Oregon dealing with homelessness or housing insecurity. The HLC consists of more than 40 organizations in Deschutes, Crook and Jefferson County from public schools, shelter providers, emergency services, veterans outreach, mental health services, faith -based organizations and others. These grant funds will be used to purchase food and direct aid. Last year, 500 cans of soup, 600 cans of chili, 600 cans of peaches and 500 Power Bars were distributed. It is estimated this grant request will support the purchase of a similar amount of food for distribution. All food will be purchased through Neighborlmpact at a significant discount. The data collected through this effort will be tabulated and presented to the media and community leaders in mid-March. This data will also be available for incorporation into the planning and implementation of the 10 -year plan to end homelessness. I would like to fill you in on the details of that request. As you are aware, for the last four years the Central Oregon Homeless Leadership Coalition (HLC) (www.cohomeless.org/) has conducted a census of the number of people in Central Oregon dealing with homelessness or housing insecurity. The HLC consists of more than 40 organizations and individuals from Deschutes, Crook and Jefferson Counties. They include the faith community, shelter providers, public schools, public health, emergency services, veterans outreach, public safety, metal health, housing services, public services, private employers, workforce development organizations, and others. The data gathered through this effort (www.cohomeless.org/hoineless_count.html) is utilized in a number of ways. Many non -profits and public agencies use it to better align services that serve homeless populations. It is also used for strategic planning for several county -wide plans addressing poverty issues. It provides highly detailed data allowing community agencies to write proposals for outside funding and grants. This effort allows programs such as Neighborlmpact to qualify for federal funding from Housing and Urban Development (HUD) to better serve the homeless population. Lastly, the HLC releases the data to many media outlets to raises the profile and understanding of the impact of homelessness in Central Oregon. The vast majority of this work is conducted as an in-kind donation of staffing, facilities, and materials from organizations such as Deschutes County, Deschutes County Sheriff's Office, K-12 schools and Educational Service Districts, senior services, colleges, non- profits, emergency service providers, homeless shelter, and many more agencies and organizations. Last year we raised enough money to distribute 500 cans of soup, 600 cans of chili, 600 cans of peaches, and 500 Power Bars and granola bars to individuals and families who participated in the count. Most of this food was purchased through Neighborlmpact, allowing us to receive a significant discount on its cost. We estimate a similar purchase this year will cost approximately $1,500. Beyond the humanitarian aspects of this effort, providing food to a needy population allows us to develop a better and more open relationship with participants in the count, improving the quality of the data. More importantly, offering needed food increases our response rate by adding an incentive to participate; this was of critical importance at weekly motels and homeless camps. In these areas, participation is often difficult because people simply choose not to come to the door or make themselves available. Providing food motivates them to come out and be counted. Of critical importance in the count is volunteer safety. It is a much safer situation for volunteers to provide food in a common area and conduct the count rather than knocking on motel doors or walking unannounced into homeless camps. This year's count will occur on Thursday, January 28. The data collected will be tabulated and presented to the media and community leaders in mid March. This data will also be available to be incorporated into the planning and implementation of the 10 -year plan to end homelessness that the County Commissioners and County Administrator are very involved in. The HLC is asking the Deschutes County Commissioners to contribute $1,500 towards this effort. The money will be used toward food and direct aid similar to what is outlined in this letter. The Partnership to End Poverty is the fiscal agent for this project and will administer the donations at no administrative cost. The HLC will also be working with Central Oregon Veteran's Outreach for donations of blankets and camping gear, Seven Peaks and Trinity Schools for cans of chili and power bars to be included in the food bags.
