MEMORANDUM
TO: Deschutes County Board of County Commissioners
FROM Terri Hansen Payne, Senior Planner
DATE: February 16, 2010
MEETING DATE: February 24, 2010
SUBJECT: Comprehensive Plan Update
______________________________________________________________________
BACKGROUND
The purpose of this memorandum is to provide an update to the Board of County
Commissioners on the progress of the Planning Commission review of the draft
Comprehensive Plan.
PLANNING COMMISSION MEETING February 11
The Planning Commission tentatively approved a rough schedule showing informal
Commission review of the draft Comprehensive Plan at the second meeting of each
month, through August 26. A revised draft would then be completed and in October, the
Planning Commission would initiate public hearings. The goal would be to provide a
recommendation to the Board of County Commissioners on the draft Plan by the end of
the year.
Following the schedule discussion, the Planning Commission reviewed and revised the
goals, policies and actions in Chapter 1, Comprehensive Planning. Chapter 4 Urban
Growth Management was also on the agenda, but was postponed until February 25.
PLANNING COMMISSION MEETING February 25
Besides discussing Chapter 4, on February 25 the Planning Commission will discuss a
more detailed schedule for reviewing the sections of the draft Plan. Once a detailed
schedule is agreed on, it will be posted to the website at www.deschutes.org/cdd under
comprehensive plan update. Also on the agenda for this meeting is a discussion on the
draft Plan format.

COMPREHENSIVE PLAN REVIEW PROCESS
To ensure accurate capture of the direction provided by the Planning Commission, each
Comprehensive Plan meeting will include review of the revised sections from the
previous month and a list of the chapters/sections for review that evening.
At the first meeting of each month, when the Comprehensive Plan will not be discussed,
an agenda item will be added to permit the Planning Commissioners to add new items
to the record that they would like to see addressed by the Plan.
