Project Name: World War II Veterans Historic Highway Project Description: U.S. Highway 97 in Oregon, Washington and California, as well as a segment of SR 126, has been designated the "World War II Veterans Historic Highway" by the Oregon Legislature and the Governor. The Bend Heroes Foundation (BHF) is a non-profit entity consisting of veterans and community members with a mission to honor local area individuals and groups who perform honorably and heroically under critical conditions. BHF is managed by a 3 member Board of Directors and 4 officers, all of whom serve without compensation. They are identified at the end of this application. The Foundation's area of interest encompasses all of Deschutes County. BHF members have honored local and regional veterans and first responders over the last several years: Bend Parade of Flags: Foundation members advocated and managed the display of 200+ American flags on 8 patriotic occasions each year in downtown Bend. Bend Heroes Memorial: Foundation members managed local approvals and construction of the Bend Heroes Memorial which was dedicated on Veterans Day, 2009. The memorial honors Bend's veterans and first responders. World War II Veterans Historic Highway: Foundation members requested Oregon legislation designating US Highway 97 and SR 126 as the WORLD WAR II VETERANS HISTORIC HIGHWAY. The legislature adopted the proposal in SB 449. Deschutes Board of County Commissioners supported the Foundation members' request for legislation.. 2. Describe the proposed project or activity. Based on Foundation members' proposal, US Highway 97 in its entirety in Oregon from Washington to California and a segment of SR 126 between Redmond and Prineville have been designated the "WORLD WAR II VETERANS HISTORIC HIGHWAY" by the Oregon legislature and Governor. As such the highways honor Oregon's WWII veterans and educate the public about the 8 WWII training sites made possible by the highways connecting the sites. Three of the eight sites are in Deschutes County where over 200,000 troops were trained: Camp Abbot, Redmond Army Airfield, and Bend (Civilian Pilot Training) The honors will be accomplished by installing and dedicating 19 signs along the highways and near the 8 WWII sites (16 signs) and ends of the highways (3 signs). Two signs will be dedicated for each site (opposite sides of the highways). Seven signs will be installed in Deschutes County: 2 near Sunriver (Camp Abbot), 2 near Bend (Civilian Pilot Training), and 3 near Redmond (Army Airfield and highway junction). See the attached map of the sign locations and 4 typical signs. Seven (7) of the 19 signs will be located in Deschutes County. The Foundation will be implementing the new Oregon law (SB 449). See attached law and Governor Kulongoski's press release. 7 We see the WORLD WAR H VETERANS HISTORIC HIGHWAY project as a continuation of past contributions by our members and described above. This project honoring WWII veterans and highlighting the importance of rural highways is a first in Oregon if not the nation. 3. Provide a timeline for completing the proposed project or activity: The seven signs in Deschutes County along with 12 others located in five other counties along US 97 and SR 126 will be fabricated by a local sign company in early May and installed later that month. They will be unveiled on Sunday June 6, 2010 (the 66th anniversary of D -Day) by elected officials and WWII veterans. Because of its support for legislation, the Commission will be invited to participate with County WWII veterans unveiling and dedicating the honorific signs on the 66th anniversary of D -Day. 4. Explain how the proposed project or activity will impact the community's economic health. The signs will capture the attention of travelers and local residents resulting in visits to the three museums in Deschutes County (Sunriver, Redmond, and Bend) displaying WWII activities. Each visit generates entry fees and possible sales of books and other media. Some travelers and local residents will also want to visit local WWII historic sites generating overnight accommodations, meal sales, and guide services. A travel guide is being prepared by the Foundation that will be made available to Chambers of Commerce, Visitors Associations, and others attracting visitors to our area. The Foundation President has formally requested the Deschutes County Historical Landmarks Commission to place plaques and signs on or near WWII facilities enabling the public to find them. He has also contacted ODOT, USFS, State Parks about advertising the 8 WWII sites at rest stops and visitor centers. Deschutes County has more WWII training sites than any other County served by US Highway 97. Deschutes and five other counties were involved in the Oregon Maneuver where 100,000 combat troops trained in the high desert before being deployed overseas. More than 90,000 Combat Engineers were likewise trained at Camp Abbot. As this is the only highway in Oregon honoring Oregon's WWII veterans, the honorific signs will be of significant interest to the media attracting those interested in WWII history and not otherwise familiar with WWII history in Deschutes County. For example, the "World War II in Central Oregon" symposium planned for October 9, 2010 at the Deschutes County Museum will include discussion of local WWII history and the newly dedicated signs. The former WW II display at the Deschutes Historical Museum created by members of the Foundation was the most popular display there. It will be on display again by June 6. Foundation members are involved with the symposium. 5. Identify the specific communities or groups that will benefit. Unlike veterans of subsequent wars, Oregon's WWII veterans (147,000 served, 3,700 perished during WWII, and 36,000 survive today) do not now have a statewide memorial honoring their service and sacrifice. In a bill signing ceremony attended by all County Commissioners on July 15, 2009 at Deschutes County Court House. Governor Kulongoski stated the highway signs honor the States WWII veterans and educate the public about the importance of the contributions of communities along the highways and the highway itself. They and the 1,500 WWII veterans living in Deschutes County are also beneficiaries. All WWII veterans will be invited to the signs dedication ceremony on June 6. The WORLD WAR II VETERANS HISTORIC HIGHWAY signage is a means of bestowing a long overdue honor to the "Greatest Generation". Younger veterans and the community at large benefit also knowing the highly respected "Greatest Generation" at long last is finally being honored with conspicuous signs near WWII training sites. The public has always had high regard for WWII veterans who are passing away at a rate of 1,000 daily in our nation — almost one every day in Deschutes County. Due to heightened awareness raised by the signs, historians and museums also benefit as travelers, local citizens, and students will now have better sources of information on what happened in Deschutes County during WWII. Much of local WWII history is unknown to the public. 6. Itemize anticipated expenditures. Describe how grant funds will be used and include the source and amounts of matching funds or in-kind contributions, if any. It the grant will support an ongoing activity, explain how it will be funded in the future. The requested $4,600 will be used to purchase 7 WORLD WAR II VETERANS HISTORIC HIGHWAY signs plus one spare sign from Carlson Sign Co. See attached images of the signs supported by 2 posts. The signs comply with ODOT standards. Those signs will be installed along US Highway 97 near 3 WWII training sites in Deschutes County: Redmond Army Airfield, Bend Airport, Camp Abbot (Sunriver), and one sign near the junction of US 97 and SR 126 in Redmond. The signs will be fabricated and sold to the Foundation at cost by Bend's Carlson Sign Company. The cost to honor the Deschutes County's living WWII veterans is minimal at about $3 per living WWII veteran ($4,600/1,500 veterans). Matching funds donated by the public, veterans, and businesses in Deschutes County will exceed the grant request. Through an agreement with ODOT, the Foundation is responsible for maintaining the signs in the future. Funding will be provided entirely by veterans, local governments, historical groups, and the public. The Bend based WORLD WAR 11 VETERANS HISTORIC HIGHWAY COMMITTEE requested the legislation. The objectives of the new sign program are to honor WWII veterans and inform the traveling public about vital WWII training sites served by two major highways east of the Cascades: US 97 from the Columbia River to the Oregon/California border and State Route 126 from Redmond to Prineville. US 97 is known as The Dalles-California Highway. It is also designated a Blue Star Memorial Highway. Those names are not changed by the new "honorary" designation. Quoting from Governor Kulongoski's press release - "It (the highway) will be a living symbol of our state and our values and honor the service, sacrifice and dedication of Oregon World War 11 veterans This designation honors the Band of Brothers - the trainers, the troops, and all the men and women involved in helping our nation prepare for battle during World War 11,... And it honors the vital role of central Oregon and communities along U.S. 97 where during WW 11 military training sites were established, ensuring our soldiers were adequately prepared." We plan to dedicate 19 signs on Sunday, June 6, 2010 the 66th anniversary of D -Day. We estimate 3,000 of the 30,100 veterans now residing in the six (6) counties served by US 97 and SR 126 are WWII veterans. The signs will be unveiled by WWII veterans and public officials from each area. Details of the dedications will be announced in late April. Following the dedications, we will host a reception at Sunriver Resort's Great Hall to honor WWII veterans and thank project participants and contributors. Section 2 of this 2009 Act is added to and made a part of ORS chapter 366. SECTION 2. (1)(a) The portion of U.S. Highway 97, known as the Dalles-California High- way, crossing the State of Oregon, beginning at the California state line and ending at the Washington state line, shall also be known as the World War 1I Veterans Historic Highway. (b) The portion of State Highway No. 126 from U.S. 97 to Prineville -Crook County Airport shall be known as the World War Il Veterans Historic Highway. (2) The Department of Transportation shall place and maintain suitable markers along the highways described in this section indicating the designation of each highway as the World War II Veterans Historic Highway and indicating proximity to local World War II military sites. "We are here to celebrate the dedication of a highway that served as a vital link for the men and women of World War II," said Governor Ted Kulongoski. "It will be a living symbol of our state and our values and honor the service, sacrifice and dedication of Oregon World War II veterans." During World War II (WWII), U.S. Highway 97, which runs north -south from Biggs on the Columbia River to the Oregon -California line along the east side of the Cascade Mountains, was used by the U.S. military to strategically position eight military training sites. These sites included U.S. Army Camp Rufus, U.S. Army Air Field Madras, Prineville Civilian Pilot Training, U.S. Army Air Field Redmond, Bend Civilian Pilot Training, U.S. Army Camp Abbot, U.S. Marine Corps Barracks & Hospital Klamath Falls, and Naval Air Station Klamath Falls. The largest military training exercise in the Pacific Northwest during WWII, known as "Oregon Maneuver," involved more than 100,000 citizen -soldiers directly impacting six counties along U.S. 97. Approximately sixteen million Americans served in WWII, including 10,400 Oregonians from the six rural counties along the route. The measure prohibits the Oregon Department of Transportation (ODOT) from using public funds for the installation and maintenance of the markers; however, it allows ODOT to accept moneys and to enter into agreements with veterans and other groups to create, install and maintain the markers. The measure does not change the existing official name, maps, addresses or other designations of U.S. 97. Eleven other states have implemented similar legislation memorializing WWII and Pearl Harbor: California, Colorado, Georgia, Kansas, Michigan, Mississippi, New Jersey, Oklahoma, Texas, Virginia and Wisconsin.
