Organization Description: The Early Childhood Action Team develop strategies to
address issues affecting children ages 0 to 8 years old and their families. The main goal
of this organization is to develop and promote an affordable, high quality system of early
childhood programs and to support each child in their early learning opportunities.
Project Name: Week of the Young Child 2010
Project Description: The Week of the Young Child is a nationally recognized week
sponsored by the National Association for the Education of Young Children that
celebrates the more than 35 million children ages 0 to 8 years old, as well as the parents,
teachers and caregivers who support and educate them. It is intended to raise community
awareness and to educate the community about the importance of a child's early years
and the value of investing in programs targeted for them.
Project Period: April 11, 2010 to April 17, 2010
Amount of Request: $3,000 (Total Budget = $10,000, currently raised $4,500)

This grant application was submitted in January by the Early Childhood Action Team of the Deschutes
County Commission on Children and Families. Commissioner Baney granted us $500.00 at that time. She
let us know that more money is available for grants and suggested we re -submit and ask that
Commissioners Luke and Unger match her amount for the grant. Yesterday 2/18/10, Commissioner
Unger gave a verbal commitment to match the $500.00; however, Commissioner Luke wanted to review
the grant again. Please forward this information to him.

The Early Childhood Action Team (ECAT) of the Deschutes County Commission on Children
and Families is assigned to strategize solutions for issues affecting children 0-8 years of age, and
their families. The main goals of the ECAT are to develop and promote an affordable, high
quality system of early childhood programs and to support and nurture every child in their early
learning opportunities.
The Week of the Young Child is a nationally recognized and celebrated week sponsored by the
National Association for the Education of Young Children that celebrates the more than 35
million children between the ages of 0-8 and the parents, teachers, and caregivers that support
and educate them. Our goal is to create a week that will raise community awareness and to
educate the community about the importance of a child's early years and why it is important to
invest in these early childhood programs. This week long event supports our mission to bring
organizations together to advocate for and educate the community about early childhood
issues and to prepare children and their families for success within their family unit and in
school. We got involved last year as a response to an identified community need: two
community forums on the Early Childhood system, Partnerships for Young Children and our
Professional Advisory Council all identified the need to raise community awareness about
young children's issues and programs, a priority. This year we hope to grow the week and its
importance by emphasizing a targeted Early Childhood Education message each day of the
week. These messages include: Parent -Child Interaction and Education, Early Literacy, Health
and Safety, and will include a Kick -Off celebration and conclude with a Family Barn Party. This
week long event serves as a Kick-off for establishing the year round importance of its message:
Early Years are Learning Years.
The Week of the Young Child is April 11-17, 2010. Currently we have a lead person from the
ECAT working on activities for each day. They are working with community organizations to
build collaborations and to bring activities to children and families to participate in throughout
Deschutes County. Please see the attached Activity Planning Sheet for activities we are
currently working on.
Keeping children safe, receiving quality, early educational experiences and preparing them for
success in school has tremendous economic benefits for the community. Investments in high-
quality early learning programs have significant long-term benefits not only for the children, but
for the entire community which include: higher levels of academic achievement and graduation
rates, lower crime rates, better health outcomes, less welfare dependency, and higher
employment and earning potential. Helping our children succeed in school prepares them for
better productivity and economic successes later in life and will help them compete in today's
global economy. In the report "Fight Crime: Invest in Kids Oregon" the cost benefit ratios have
found the that for every $1.00 invested in early childhood developmental programs, the
financial gain may be as high as $10.00. These children enter school ready for kindergarten,
which is critical in Deschutes County given that our county's school readiness rankings in some
of our school districts are among the lowest in the state. One of our goals is to assist, support
and recognize businesses that advocate for children and offer child -friendly business policies,
and to help businesses recognize the needs of families so that companies adopt family friendly
policies.
Specific groups that will benefit from The Week of the Young Child will not only include
children (0-8) and their families throughout Deschutes County. We are collaborating with many
service organizations, volunteers, schools and businesses throughout Central Oregon to
highlight their incredible programs ( i.e. Healthy Beginnings, Public Libraries, Neighborimpact,
Healthy Families of the High Desert, and the Safe -Kids Coalition to name a few).
Anticipated Budget: $10,000.00 for advertising (Radio, T.V. and print ads, and advertising
agency), printing of community posters and flyers to go to the schools, venues (Tower Theatre
and Hollinshead Barn), food, website (fee and developer), activity supplies, speaker fees and
miscellaneous costs. The Early Childhood Action Team of the Deschutes County Commission on
Children and Families has donated $3000.00 of its annual discretionary fund for this event. We
have obtained one title sponsor: True North Parenting Magazine, and have a second one in the
works. We are seeking 4 additional title sponsors of $1500.00 each. We have many partner
organizations who have pledged in-kind donations with the event by staffing venues and
providing activities. We have been endorsed by the Partnerships for Young Children and will ask
them for financial support as well. In addition to the title sponsors, we are seeking the support
and sponsorship for the event from each of the county commissioners.
With greater exposure through advertising, spreading events throughout Deschutes County
and collaborating with partners, we hope to build our sponsorship donations in the coming
years, and seek increased in-kind donations.
