Project Name: Redmond Child Care Network Project Description: NeighborImpact Child Care resources has been partnering with the Redmond Child Care Alliance (RCCA) since it was formed in 2008 in an effort to address long-term child care needs in Redmond. This organization is seeking a grant to use as start up funding to expand the professional network of child care providers based on the Child Care Network of Bend. The purpose of the project is to enhance the knowledge and skills of registered family, certified family care programs and centers in Redmond and improve the sustainability and profitability of these small businesses. Child care is an industry in itself, contributing to the economy by generating tax dollars and pumping money into the local economy through the purchase of goods and services, and in many cases taxable investment and payroll taxes. Child care benefits all industries by enabling parents to work productively outside the home and/or to attend higher education programs to update their skills. Furthermore, a quality child care system in Redmond is important in attracting new enterprises and retaining those that are already here by providing comparable experiences to that of larger more urban or even metropolitan areas. Quality child care provides many long-term benefits, including helping build the future workforce by giving children the early education and support they need to prepare for school and later become successful employees. Neighborlmpact Child Care Resources has been partnering with the Redmond Child Care Alliance (RCCA) that was formed in 2008 to address the long term child care needs in Redmond. The Redmond Child Care Alliance has identified a need for improved access to quality child care and education for children especially during the early childhood years. The availability of quality child care helps employers attract and retain employees, increases productivity, reduces absenteeism and reduces the turnover of employees who are parents. To help support and grow child care in Redmond, the RCCA has proposed that a professional network of providers be developed based on the successful network in Bend, OR. Neighborlmpact Child Care Resources is currently seeking funding of $2,000 from Deschutes County Discretionary Grant Program for start up funding to expand this program to Redmond. The purpose of this project is to enhance the knowledge and skills of registered family, certified family child care programs and centers in Redmond, Oregon and to improve the sustainability and profitability of these small businesses. Research has shown that family child care networks that employ a designated staff person and deliver direct support services to providers improve the quality of care young children receive. The Redmond Child Care Network will be modeled after the Child Care Network of Bend which is a community based network of family child care providers currently in its third year. The Child Care Network of Bend has twelve providers who serve over one hundred twenty five children. The program is designed to increase the quality of child care through providers participating in regular monthly training and meetings, creating professional development goals and business improvement strategies. Neighborlmpact Child Care Resources staff conducts regular on site business consultations and completes yearly assessments with participating child care providers using the Family Child Care Rating Scale to assess each programs child care environment and practices. Parents using the Network also complete customer satisfaction surveys. To date, all child care providers participating in the project have increased their knowledge and skills in early child education through attending Neighborlmpact Child Care Resources sponsored training and have moved up the steps on the Oregon Registry (A professional development registry through the Oregon Center for Career Development in Childhood Care and Education at PSU). This program will benefit low and moderate -income families. All of the Providers in the Redmond Child Care Network will be required to accept DHS Employment Related Day Care Subsidy. The subsidy helps working parents that are at or below 185% of Federal Poverty Level pay for child care. Child care providers are often low income, 72% of the providers participating in the Child Care Network of Bend are themselves living below 60% of median family income. 40% of the families using the Child Care Network of Bend have incomes 60% below the median family income, 15% are between 60% to 79% of MFI, 15% are between 80%-90% of MFI and 22% are 100% and over MFI. The requested funds from Deschutes County will allow Child Care Resources to work with the Redmond Child Care Alliance to facilitate the development of a Child Care Network in Redmond Oregon. RCCA is committed to continue seeking financial support for the Redmond Child Care Network and is in the process of applying for several grants and will participate in the Redmond Economic Development Round Table in January 2011 to seek further support from local businesses. The formation of a network in Redmond is supported by the business community with T -Mobile committing $1000.00. Funding from Deschutes County will help continue to improve economic development and quality child care in Deschutes County.
