Through this organization, chaplains make personal contact with local emergency responders, provide comfort to families of crime victims, marriage and pre -marriage counseling, debrief traumatic incidents. The services provided reduces agency liability by insuring that emergency service workers are mentally healthy and emotionally strong in stressful situations. In the past year, the organization has been forced to cut an administrative assistant and one of three chaplains due to declining donations. General operating costs continue to outpace income. Tammy Baney: Amount: Signature: Dennis Luke: Amount: Signature: Alan Unger: Amount: Signature: Central Oregon Police Chaplaincy "Serving the Hearts & Minds of Central Oregon's First Responders" PO Box 1898 * Redmond, OR 97756 * (541) 322-2960 Central Oregon Police Chaplaincy Grant Request The Central Oregon Police Chaplaincy (COPC) is a 501c3 non-profit organization which provides Chaplain and Critical Incident Stress Management services to all Emergency Service Agencies and their employees, in the Tri -county area of Central Oregon. This includes all Sheriff's Offices, Police Departments, Fire Departments, Dispatch Centers, Search & Rescue Units, the Oregon State Police, and the Oregon National Guard, within Crook, Deschutes, and Jefferson Counties. Emergency responders encounter stress and trauma in their everyday duties that can have profound effects upon their mental, emotional, and physical health. COPC Chaplains are in contact daily with Emergency Responders, building relationships, counseling employees, and helping to insure that they are mentally and emotionally healthy. Our Chaplains accomplish this by making personal contacts at the agencies and dispatch centers, doing ride -a -longs with police officers and firefighters, visiting injured emergency responders in the hospital, and assisting officers with death notifications to family members. They provide aid and comfort to the families of crime victims, provide marriage and pre -marriage counseling to emergency responders, debrief traumatic incidents, and assist officers through divorce, death of a loved one, financial loss, and even suicidal ideation. They conduct marriages, funerals, and memorial services on a regular basis, and attend other events within the emergency responder community. Their presence at the scene of a death or fatal motor vehicle accident is always a welcome source of comfort to the police officers and firefighters who see too much death and tragedy as they go about their duties of serving the public. The services provided by COPC Chaplains reduces agency liability by insuring that our emergency service workers are mentally healthy and emotionally strong in stressful situations where the community needs them most. COPC has a 7 member Board of Directors who develop the budget, plan fund raising events and approve expenditures of COPC funds. COPC currently employs 2 full time paid Chaplains, Executive Chaplain Jim Crowley and Assistant Chaplain Mike Dismore, who oversee 17 additional Volunteer Chaplains who are assigned an on call schedule so that someone is always available to respond 24 hours a day, 7 days a week. The volunteer Chaplains are a mix of Church pastors, and retired police officers and firefighters. Executive Chaplain Jim Crowley is certified by the International Conference of Police Chaplains (ICPC) as an Instructor in Critical Incident and Stress Management, and is a member of the Central Oregon Critical Incident Stress Management Team. He is the Page 2 Regional Director of ICPC Region 2, which includes the states of Oregon, Washington, Idaho, and Montana. He is highly respected throughout the Northwest and has assisted in establishing Police Chaplaincy programs in Lakeview, Baker City, and Coos Bay. The Oregon National Guard has called upon him to assist in death notifications to families of National Guard personnel killed overseas, and the Oregon State Police recently asked him to be part of their Critical Incident Response Team for Central and Eastern Oregon. Following the bank bombing in Woodburn that killed 2 police officers, Chaplain Crowley conducted Critical Incident Stress debriefings for the Woodburn Police Department and the Oregon State Police Bomb Squad. COPC funding comes from the user agencies, through Central Oregon Law Enforcement Services (COLES), voluntary payroll deduction from Central Oregon Emergency Responders, and donations from private businesses and the public. We also hold an annual Auction as well as the Gary Bunger Memorial Golf Tournament. As I'm sure you know donations to charities and other non-profit organizations have seen a steady decline since the downturn in the economy, and COPC is no different. In the past we have employed an Administrative Assistant, who researched and applied for additional grant funding, and a 3`d Chaplain who was employed part time but worked full time. Last year COPC was forced to cut the Administrative Assistant position, and this past July we laid off the part time Chaplain due to declining donations. We continue to look for ways to reduce expenses and seek other sources of revenue. However our general operating costs continue to outpace our income. Because of our financial situation we have not identified any new programs or projects to fund, but simply need to maintain our operational funds. We do have other potential revenue streams that we are currently seeking in both the public and private sector, but those efforts have not yet come to fruition. A grant of $3000 would assist us in maintaining our operational expenses while we continue to seek other sources of revenue.
