staffed by a paid chief and deputy chief, as well as volunteers.
Project Name: Thermal Imaging Camera
Project Description: This grant will be used to purchase a used Thermal Imaging
Camera (TIC). This tool is used to locate occupants trapped in a burning building, as well
as trapped or downed fire fighters. This tool can also be used to locate fires hidden in
walls, attics or crawl spaces or allows fire fighters to see in dark or smoke-filled rooms.
This camera will allow fires to be found and extinguished more effectively with minimal
damage to buildings.

Re; Discretionary Grant Program Application for Thermal Imaging Camera
Dear Commissioners,
The Cloverdale Rural Fire Protection District is staffed by a paid chief and a deputy chief/ training
officer. The remainder of the officers and firefighters are unpaid volunteers. These volunteers donate
literally thousands of hours of their time to drills and emergency responses in order to provide the
community with an outstanding level of service. The Cloverdale Volunteer Firefighters Association
(CVFA) is comprised of these volunteers.
Through donations and fundraisers, the CVFA has been able to purchase and maintain its life saving AED
(Automated External Defibrillator) program, which has allowed us to place these units in our first
response vehicles and have already resulted in lives saved,
This year we are trying to raise money to purchase a used Thermal Imaging Camera (TIC). This unit is a
very valuable tool for assisting firefighters in locating occupants (especially children since they tend to
hide) trapped in burning buildings, as well as rescuing trapped or downed firefighters. So far we have
been lucky. But, I believe it is only a matter of time before the availability of one of these cameras will
make the difference between whether we can get to someone in time to save their life.
These cameras also assist in locating fires that may be hidden in walls, attics or crawl spaces. The
resolution allows firefighters to see in dark or smoke -tilled rooms. On numerous occasions, we have had
to tear apart walls and ceilings to determine how far a fire has spread. The use of one of these cameras
would have minimized that damage simply by being able to see the heat signature behind the walls. This
camera will allow us to find and extinguish fires faster, thus minimizing our constituents' fire related
property damage
New Thermal Imaging Cameras generally cost over $1 1,000. We have been able to locate a used MSA
demo camera that is one year old and includes a two year warranty for $5,150. It is our belief that our
district is the only one in Central Oregon that currently does not have such a unit. We would appreciate
your consideration in assisting us with the purchase of this Thermal Imaging Camera.

If you are not required to file, simply attach the label provided, check the
box in the heading to indicate that your annual gross receipts are normally

subject to the tax -on unrelated business income under section 511 of the Code.

990-T, E .empt Organization Business Income Tax Return. In this letter we are
not determining whether any of your present or proposed activities are unre-
lated trade or business as defined in section 513 of the Code.
You need an employer identification number even if you have no employees.
If an employer identification number was not entered on your application,
a number will be assigned to you and you will be advised of it. Please use
that number on all returns you file and in all correspondence with the Internal
Revenue Service.
Contribution deductions are allowable to donors only to the extent that
their contributions are gifts, with no consideration received. Ticket pur-
chases and similar payments in conjunction with fundraising events may not
necessarily qualify. as deductible contributions, depending on the circum-
stances. See Revenue Ruling 67-246, published in Cumulative Bulletin. 1967-2,
on page 104, which sets forth guidelines regarding the deductibility, as chari-
ibie contributions, of payments made by taxpayers for admission to or other
'participation in :• u.ndraising activities for charity.
contributions or gifts to nonprofit volunteer fire companies for exclu-
sively public purposes are deductible under section 170(c) (1) of the Code.
If we Have indicated in the heading of this letter that an addendum
applies, the enclosed addendum is an integral part of this letter.
Because this letter could help resolve any questions about your exempt
status, you should. keep it in your permanent records.
