MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JULY 7, 2008

Present were Commissioners Dennis R. Luke, Michael M. Daly and Tammy
Melton. Also present were Dave Kanner, County Administrator; Erik Kropp,
Deputy County Administrator; Teresa Rozic and Susan Ross, Property and
Facilities; Dave Inbody, Assistant to the Administrator; Sheriff Larry Blanton and
Ruth Jenkin, Sheriff’s Office; David Givans, Auditor; and Scott Johnson, Mental
Health Department. No representatives of the media or other citizens were
present.
Chair Luke opened the meeting at 1:30 p.m.
1. Discussion of Upcoming Public Meeting on Public Safety Buildings & Jail
Expansion Project.
The Community meeting scheduled for this evening is to provide information to
the public regarding the proposed mental health facility and the public safety
complex as a whole.
There will likely be a 500-foot setback. Ms. Ross referred to an oversized map.
Commissioner Luke feels that the location of the proposed building would not
be appropriate
Sheriff Blanton said that he is not aware of all of the aspects of PSRB in this
arrangement, but they do guarantee two years for debt service. He is not sure
how security will be handled at this point. Ms. Ross stated that the Oregon
State Police, which will also have a building nearby, is well aware of the project
and are okay with it. Ms. Ross referred to preliminary drawings and placement.
Everything that may be available is being looked at.

2. Discussion of La Pine Affordable Housing Project Road Construction.
Susan Ross stated that questions have arisen regarding the roads. Because
construction is slow, the developer in the area is not proceeding with putting in
roads. The least expensive option is to go down Memorial Drive and then build
interior roads. Vic Russell is open to idea of sharing the cost since he is
responsible for part of it anyway. Commissioner Luke asked whether the
County would be reimbursed in the future. Ms. Ross replied that it is to the
County’s advantage to come to some agreement with Mr. Russell now.
Ms. Ross stated that overall cost is about $180,000 for putting in the roads.
There is over $400,000 in the building loans fund that could be utilized; the
original reason for the block grant for these funds was for low-income housing
and businesses trying to get established.
Commissioner Daly asked Ms. Ross to find out the cost of bringing in utilities.
Mr. Kanner said that he does not believe there is a legal mechanism that can
require Mr. Russell to contribute. Ms. Ross added that if Mr. Russell does not
participate, the County would need to build it anyway. She will talk with Legal
Counsel to see if there is a way to tie in improvements he will want to make in
the future; the cost of construction will be less now than later.
Mr. Kanner stated that if the project is not done right away, the City of La Pine
may impose different requirements.
3. Discussion regarding Legislative Priorities.
Funding for homeless shelter facilities in Central Oregon.
Tort liability limits is no longer being discussed; this is a big issue for self-
insured entities. If the legislature does not reimpose reasonable limits, the
cost of excess insurance could increase a lot.
Encourage State departments to fund video conference equipment so that it
is more practical to use it.
District Attorneys want changes to the salary structure; and funding for
Deputy District Attorneys.
Measures regarding holding prisoners; also an increase in witness fees from
the current $5 per day and 8 cents per mile.
Community Mental Health funding; transportation funding.
Precinct committee persons and how they are funded.

Confidentiality legislation, to protect identities. Commissioner Luke stated
that there is certain information that has to be on the public record.
Bringing back information from meetings with legislators to share.
Commissioner Luke suggested that one person from Administration work in
this regard.
Drug court – a need to make sure the funding is continued.
Veterans’ services.
4. Economic Development Grant Requests.
Family Access Network Foundation – Golf Tournament Fundraiser;
Commissioner Luke granted 3 holes at $275 per hole; Commissioners
Melton and Daly granted 1 each (at $275 each hole)
NeighborImpact – Head Start Dental Van Collaboration; the Commissioners
granted $1,000 each
La Pine Park & Recreation District – Election Expenses; Commissioner
Luke granted $1,357.10
5. Update of Commissioners’ Meetings and Schedules.
None were discussed.
6. Other Items.
Ms. Ross reviewed the hard bid figures for the jail control system, estimated at
between $700,000 and $900,000; the base bid came in around $550,000.
Sheriff Blanton said it has been about a year since the problem first arose. Ms.
Ross explained the alternates and recommended alternates one and two.
Ms. Ross and Sheriff Blanton recommend Justice Systems; they do not find the
other bidder responsive, as they did not provide unit prices as required. The
notice of intent to award contract letter will be on the Wednesday business
meeting agenda.

Regarding the La Pine hearing tonight, Commissioner Melton asked whether
the Board should take a vote at that time. Commissioner Luke stated that
adjustments have been made and it is likely there are no further changes to be
presented, so there is no reason to wait.
