RE: Modification of Gang Intervention Services Agreement (Agreement Number: 11110)
Purpose: SB 5552 Funding Reduction
Dear Commissioner Baney:
This letter serves as notice that the Oregon Youth Authority is modifying funding to Deschutes County
under the referenced intergovernmental agreement.
Exhibit A, Section 3.7, of the above captioned agreement between the State of Oregon acting by and
through its Oregon Youth Authority ("OYA") and Deschutes County ("County") dated June 16, 2008 (as
amended from time to time the "Agreement") states, in relevant part, that "the not -to -exceed amount
provided under subsection 2.1 of this Exhibit A and in Section 3 of the Agreement document may be
reduced by the Agency as a result of Legislative action," and that "the Agency shall provide the County
with written notice of any such change."
The OYA is hereby notifying the County that effective June 1, 2009, the adjusted not -to -exceed amount
of the Agreement is $51,476.00. Except as so modified, all other terms and conditions of the Agreement
remain in full force and effect.

RE: Unilateral Modification of Juvenile Crime Prevention Basic Services and Diversion
Intergovernmental Agreement (Agreement Number: 10773)
Purpose: SB 5552 Funding Reduction
Dear Commissioner Baney:
This letter serves as notice that the Oregon Youth Authority is modifying funding to Deschutes
County under the referenced intergovernmental agreement.
Exhibit B, Section 11 of the above captioned agreement between the State of Oregon acting by
and through its Oregon Youth Authority ("OYA") and Deschutes County ("County") dated July
1, 2007 (as amended from time to time the "Agreement") states, in relevant part, that "If the
Oregon Legislative Assembly, Legislative Emergency Board or Oregon Department of
Administrative Services increases or decreases the amount of money appropriated or allotted for
implementation of the Service Plan and all similar plans of other counties financially assisted by
OYA through similar agreements with the other counties, OYA may, by written notice to County,
unilaterally increase or decrease the amount of the funding in this Agreement, in proportion to the
increase or decrease in the appropriation or allotment, provided that OYA increases or decreases,
in the same proportion, the funds awarded to all other counties under similar agreements."
The OYA is hereby notifying the County that effective June 1, 2009, the Agreement is modified
by replacing the current Exhibit D of the Agreement with the attached new Exhibit D. Except as
so modified, all other terms and conditions of the Agreement remain in full force and effect.

The amounts indicated as the Grand Total above represents the maximum amount that OYA may pay to
County under this Agreement. This amount is not a firm, fixed amount unconditionally guaranteed to be
provided to County, but is a not -to -exceed amount expected to be available for allowable payments to
County for performing the Services set forth in the Service Plan and other provisions of this Agreement.
The specific amounts allocated for Diversion Services and JCP Basic Services above are not firm, fixed
amounts, but are subject to change as provided in Sections 11 and 20 of Exhibit B and Section 1.b. of
Exhibit C. Changes to the amounts allocated for Diversion Services and JCP Basic Services made
pursuant to Section 1.b of Exhibit C shall not alter the not -to -exceed amount of the Grand Total listed
above.
