HomeMy WebLinkAboutDLCD Rail Prop Work PlanPROPOSED WORK PLAN 4-1-2008 A Study of Rail Accessible Land Supply in Central Oregon Examination of rail accessible land supply, current and potential rail freight users and possible rail freight terminal sites along Oregon Truck RR Corridor between La Pine and Madras, OR and the City of Prineville Railroad Line. GOAL: Provide City of Redmond, COACT Rail Group and other participating local governments an economic opportunity analysis on the availability of industrial land for current and potential rail freight use and for the siting of a rail freight terminal to serve Cental Oregon communities. OBJECTIVE: Determine quantity and quality of available rail accessible industrial land along the the City of Prineville Railroad Line and Oregon Trunk * rail line between LaPine and Madras, OR. Identify the current and potential rail freight market for Central Oregon and the subsequent needed land supply for the next 50 years. Provide substance to meet requirements of Goal 14. Evaluate land use strategies to protect access to the rail corridor for rail dependent industies. These industries must have access to the rail lines. In addition to supplying data to stimulate future industrial development in Central Oregon, the analysis results will become part of the foundation to determine feasibility of relocating the current Oregon Trunk line outside the cities of Bend and Redmond, OR. The purpose of this project is consistent with Goal 9, Economy of the State. (Oregon Administrative Rules 660-015-0000(9)). Land Conservation and Development Department Rules specify procedures for economic opportunities analysis, creation of industrial development policies, and designation of lands for industrial uses. (Division 9, Industrial and Commercial Development 660-009-0015, 0020, 0025) BACKGROUND: The COACT Rail Group was convened to develop a regional plan which improves rail freight mobility and addresses the various problems associated with at-grade railroad crossings. Finding a solution to the regional issues associated with rail and highway conflicts will require a comprehensive analysis of alternatives both in the cities and in the surrounding area. In addition, the plan will include some preliminary feasibility and cost-benefit analysis associated with the potential relocation of the BNSF to a new corridor east of the Bend and Redmond urban areas. Finally, the plan will analyze and provide recommendations for enhancing freight mobility, including the possibility of establishing a regional railroad hub. The results of this rail accessible land supply in Central Oregon study are critical in evaluating the future of rail freight applicability in Central Oregon and its economic impact on the counties and communities. It will guide decisions on rail line locations and zoning of rail accessible industrial lands in the tri county area. * The Oregon Trunk Line is operated by the Burlington Northern Santa Fe Railroad Company and connecting short line railroad is owned and operated by the City of Prineville Railroad. TASK I: Consistent with OAR 660-009-0015, Conduct an Economic Opportunities Analysis. (1) Using national, state, and local economic trends for long haul and short haul line railroads, identify major categories of rail dependent industrial uses that could reasonably be expected to locate or expand along the City of Prineville Railroad Line and the Oregon Trunk Line between La Pine and Madras, OR. A use or category of use could reasonably be expected to locate along the rail corridor if the area possesses the appropriate location factors for the use or category of use. Additionally it is important to evaluate the potential for extisting Central Oregon businesses to expand operations with improved access to rail. (2) The economic opportunities analysis shall identify the types of sites that are likely to be needed by rail dependent industrial uses that might expand or locate along the City of Prineville Railroad Line and the Oregon Trunk Line between La Pine and Madras, OR. Types of sites shall be indentified based on the site requirements of expected uses. Existing businesses along the rail lines will be surveyed to identify the types of sites that may be needed for expansion. (3) An inventory of rail dependent industrial lands will be completed within the urban growth boundaries of La Pine, Bend, Redmond, Prineville and Madras as well as industrial zoned property in the three county areas along the rail lines. The inventory shall include an inventory of vacant and significantly underutilized lands along the line which are designated for industrial use: This inventory will be consistent with OAR 660-009-0015(3)(a) and (b) (4) The economic opportunities analysis shall estimate the types and amounts of industrial development likely to occur along the City of Prineville Railroad Line and the Oregon Trunk Line between La Pine and Madras, OR. (5) Analyze economic benefits to businesses and rail operator(s) with improved rail services to Central Oregon. TASK II: Consistent with OAR 660-009-0020, review existing industrial development policies, and as appropriate develop new policies. (1) Review the economic development policies for Deschutes County, Bend, La Pine, Madras, Prineville and Redmond. (comprehensive plan policies) (2) As appropriate, develop policies for the three counties and the four involved cities to support development along the rail corridor. (a) Any such policies developed shall support the overall objectives for economic development along the City of Prineville Railroad Line and the Oregon Trunk Line rail corridors and identify potential rail dependent industrial uses desired by the counties and communities. (b) Consistent with policies adopted to meet subsection (a) of this section, the final work product shall include policies encouraging the cities and the three county areas to designate an adequate number of industrial sites of suitable sizes, types and locations, specific code language which respective jurisdictions can implement to protect rail access to industrial lands and ensure necessary public facilities through the public facilities plan for the City of Prineville Railroad Line and the Oregon Trunk Line rail corridors. TASK III: Consistent with OAR 660-009-0025, and based on the outcome of Tasks I and II, designate lands for rail dependent industrial uses in Central Oregon. (1) Short-term measures adequate to support implementation of policies developed pursuant to OAR 660-009-0020 shall be proposed. This includes amendments to plan and zone map designations and land use regulations. (2) The final work product shall identify the approximate number and acreage of sites needed to accommodate the need for rail dependent industrial land for the immediate 20-year planning period and with less specificity the 50-year planning horizon. (3) The final work product shall designate land suitable to site a rail terminal for freight transfer, container transfer or mainline railroad freight car interchange with a short line railroad for local distribution. (4) The final work product shall designate land suitable to meet the site needs identified in Task III, section (1). The total acreage of land appropriate for designation as rail dependent industrial land shall equal the projected needs for the immediate 20-year and the long range 50-year planning period. (5) The final work product shall include assessment of public facility capacity of identified sites. (6) The final work product shall provide justification for compliance with the requirements of Goal 14 (OAR 660-015-0000(14)). TASK IV: The City of Redmond in coordination with the Department of Land Conservation and Development shall contract with a rail consultant who specializes rail centered transportation. TASK V: The COACT Rail Group shall act as a Technical Assistance Team for this grant. ASSIGNMENTS TO PARTICIPATING JURISDICTIONS (Cities, Counties, State Agencies and the Contractor) (1) The Contractor will provide any maps needed beyond those provided by the County and participating cities showing land use designations and zoning along each rail corridor. (2) The Contractor will provide mapping support and other documentation for final draft report. (3) The Contractor will prepare a general overview of the area’s rail system and description of typical rail-served industrial uses that can be reasonably expected in Deschutes County. (4) The Contractor will prepare an assessment of all potentially rail-served sites. The Contractor will evaluate accessibility and identify potential obstacles, including needed special conditions and limitations for lands within or determined to be needed in a UGB expansion. The Contractor will not prepare cost estimates for spur development, rate negotiations or other related inquiries. (5) The Contractor will review economic development plans and policies for the County and the participating cities and recommend any rail-related amendments or adjustments. (6) The Contractor will review adopted county and city Transportation System Plans for adequacy of rail policies, including review of potential crossing issues. (7) The Contractor, with participation from the County, cities and DLCD, will analyze whether there is adequate acreage available in each city to sustain the rail line, and also assess the adequacy of land available for industries that would likely use rail over a 20 year timeline.
