Organization: Sisters Organization for Activities and Recreation (SOAR)
Organization Description: This organization is a park and recreation district in the
Sisters area that offers more than 300 different sports, recreation and child care programs
to more than 3,000 children annually.
Project Name: Scholarship for Youth Activities and Childcare
Project Description: This grant is intended to provide scholarship funding for the SOAR
Clubhouse program. This program provides child care services after school and all day
services during the summer to an average of 30 children each day. These funds will cover
the program fees associated with the program for families who can't afford it. Each year,
about $9,000 has been raised for the scholarship program. Due to current economic
conditions, it is expected that $15,000 in support will be requested.
Project Period: July 31, 2008 — June 30, 2009
Amount of Request: $2,000 (Total grant requests for program $17,000)

Dear Commissioner Melton,
We would like to thank you for the opportunity to submit this proposal for a grant from
the Deschutes County Economic Development Fund — Discretionary Grant Program. We
would like to request a grant in the amount of $2,000.00 for scholarships for youth
recreation, enrichment and childcare programs.
SOAR (Sisters Organization for Activities and Recreation) is the park and recreation
district in the Sisters area. Each year we offer over 300 different sports, recreation,
enrichment and child care programs, serving over 3000 children annually. The District is
governed by a board of five elected board members and managed by professional staff.
In addition to providing a wide variety of recreation and enrichment programs for youth
we also provide child care programs for children from 4 to 12 years old. The SOAR
Clubhouse program operates year round and provides full day child care from 8:00 am to
6:00 pm, Monday — Fridays. We provide after school care and all day care during the
summer and on no school days. Many families in our community are dependent on the
SOAR programs for their child care needs. The Clubhouse program serves an average of
30 children each day. Approximately 150 kids participate in a wide variety of SOAR
programs on a daily basis.
With the down turn in the economy many families are not able to pay the program fees to
assure that their children are safe and supervised while they are at work. This summer we
are seeing an increase in requests for scholarships from families who need assistance with
program fees. Many families in our community work in lower paying, service sector jobs
throughout the County. The SOAR programs are designed to meet the needs of children
and the schedules of parents who work. By providing families with safe programs for
their children, parents are able to work and be productive and not have to worry about
their children or patch together unreliable child care arrangements.
In past years we have raised about $9,000.00 annually to support our scholarship fund.
This year, because of the slow economic situation, we anticipate we will need to raise
$15,000.00 to support scholarship requests. Following is a list of grants that we are
seeking for the scholarship fund.

expiration of your advance ruling period.
Your exempt status under section 501(a) of the Internal Revenue Code as an
