UPPER DESCHUTES RIVER COALITION - SUMMARY

Organization
The Upper Deschutes River Coalition (UDRC) is a grassroots non profit organization created in 2004 to
enable 21 neighborhoods within the Upper Deschutes River watershed to act collectively on natural
resource challenges. The neighborhoods and 6,000 lot owners are located near and along the Wild and
Scenic Deschutes River, in the thick of a ponderosa pine and lodgepole forest from Sunriver south to
Haner Park near Wickiup Reservoir in the southern part of Deschutes County, Oregon.
Mission
To protect the Upper Deschutes River communities by restoring and sustaining fire resistant forests, pure
and abundant river flows and wildlife habitat.
The UDRC achieves its mission by utilizing its extensive volunteer base and partners to accomplish many
environmental benefit projects including public & private forest fuel reduction projects and Community
Fire Protection Planning; watershed health; and compliance with the Oregon Forestland — Urban Interface
Fire Protection Act (Senate Bill 360).
Through the Coalition's 2007 strategic planning process, we identified significant restoration and
educational needs in the Upper Deschutes River area, which this grant request will address.

The UDRC members include 21 neighborhood associations plus our partners, including:

With other organizations, we focus on watershed issues including:
o Balanced water flow on the Upper Deschutes
o Fisheries expansion
o River cleanup between the La Pine State Park and Harper Bridge
o Partnering with the USFS for their Tumbull fish habitat project on the Upper Deschutes River
north of Sunriver.
• Private Land Fire Reduction Program
Through collaborating with other agencies, volunteers and funding sources, the Coalition has
reduced fuel loads on 302 acres allowing landowners to comply with Oregon Senate Bill 360,
which requires owners to certify their properties are fire safe.
• Environmental Education Program
To educate and motivate our neighbors and visitors to become better stewards of our public and
private lands in the Upper Deschutes River region.
DESCHUTES COUNTY GRANT — PROJECT SUMMARY
Summary Statement -The goal of the project is to:
To enhance and expand our environmental education program and to improve fund raising.
The Deschutes County grant of $2,900 will allow:
1. UDRC educational brochure— $2,300 for a Bend communications firm to update the
UDRC's educational brochure and related direct mail material which is used in
mailings to 6,000 residents from south of Sunriver to Haner Park near Wickiup.
The communications firm has been used by Project Wildfire and is familiar with the
UDRC's mission of reducing the threat of wildfire and improving the Upper
Deschutes River. The UDRC will seek funding for an additional $900 to cover the full
project cost.
2. UDRC educational display boards - $600 for the design and purchase of educational
display boards. One board for educating property owners on defensible space to
reduce the threat of wildfires. One board for watershed issues on the Upper Deschutes
River including water flows, bank erosion, bank protection and restoration. One for
habitat including fish and wildlife. One board costs about $600. The UDRC will seek
funding for the other two boards.
UDRC matching funds: In-kind contributions consist of 50 hours at $30 per hour or $1,500
provided by board member Gerald Hubbard. Mr. Hubbard has been involved in developing a
fund raising plan for the Coalition.
Schedule: proceed upon receipt of the grant and would be complete by March 1, 2010.
Economic health:
The Coalition, through its 2007 strategic planning process identified driving forces that
influence the environment in the Coalition neighborhoods and surrounding watershed region:
• Conservation of water as a necessary and acceptable idea;
• Wildlife management;
• Water availability and quality;
• Recreational activity impact;
• Rapid growth;
• High risk of catastrophic fire;
• The lack of availability of resources.
The Deschutes County grant will assist the Coalition in providing effective educational
services to the communities. If one wild fire can be prevented by educating property owners,
the economic value to all neighborhoods will be substantial.
The Coalition members agreed that in order to address even some of these issues, education of
its residents would be a critically necessary component in every action. Their goal became
clear and is now to increase the awareness and involvement of individuals, schools,
organizations and neighborhoods to provide for the long-term stewardship and responsibility
for our environment.

Enclosed is a map showing the 21 neighborhoods served by the Coalition.
The Coalition encompasses a variety of land ownerships including:

As a result, these landowners and managers became our first partners in reducing hazardous
fuels in our area that threaten the health of our forests and the properties here. To date, we
have successfully collaborated with the US Forest Service, Bureau of Land Management,
Oregon Department of Forestry and Deschutes County to reduce hazardous fuels on both
public and private lands.
