Goods and/or Services: Annually the county is awarded a federal block grant based
on a formula comprised of the juvenile population to serve youth with juveniles involved
with the justice system. The county is required to make application for funds, to the
state agency that administers the grant - Oregon Commission on Children and Families.
The application requires the signature of the Chair of the Board of County
Commissioners.
Background & History: This year the juvenile department is requesting funding to
continue providing Functional Family Therapy services to youth with chronic detention
placements in the months prior to the FFT referral. This is a similar level of services as
last year's JABG funding. These services fit squarely into the juvenile department and
juvenile crime prevention planning priorities generally, as required and evidenced by the
support letter from the local Commission on Children and Families attached to the
application.

Part One: Program Description
In the last several years, Deschutes County has seen a number of positive trends in the well-being of at -risk adolescents, their
families and the community. These include a 13% drop in referral rates and 11 % drop in the annual number of offenders since
2001 despite being one of the fastest growing counties in Oregon, and a six percent reduction in recidivism in the same time
period (Juvenile Justice Information System Annual Reports 2002-2008).
At the same time, the community has seen a troubling increase in overall adolescent use of alcohol, cigarettes and marijuana
since 2003 (Oregon Healthy Teen Survey 2005), in numbers of homeless and runaway youth (School District Survey ?006) and
teen suicide (Oregon Vital Statistics 2006). Deschutes County falls well below state benchmarks in the substance use ,ind suicide
indicators. The County has also consistently ranked last in arrest rates according to the most recent Oregon Progress Board data.
In 2007, the County saw an approximate 10% increase in juvenile criminal referrals, probation cases and detention ad:inissions
respectively (Juvenile Justice System Annual Reports 2007). More sophisticated evaluation efforts enable the department to
pinpoint individual risk factors that exacerbate certain youth and families' chances at success. Many times this includes family
functioning risk factors.
As these trends are analyzed, Deschutes County Juvenile Community Justice, in conjunction with other planning prow. sses since
2005, has noted the urgent need to work with the families of young people who enter the juvenile justice system. This s
particularly true for those whose behavior results in placement in the County detention facility, given its disruptive nat ire to any
existing family structure or system.
Starting in January 2007, Juvenile Community Justice began implementing Functional Family Therapy (FFT), through a start up
grant from the Criminal Justice Services Division of the State of Oregon and a Byrne / Justice Assistance Grant. Through other
grant funding sources, this program has made a successful start in its first two years, showing success with both juveni'e justice
involved and at -risk of becoming involved youth.
Youth in the program have multiple prior offenses, often have drug and alcohol dependence issues, and are at -risk of longer term
out of home placements such as residential treatment. The families of these youth have usually experienced long periods of
involvement with the justice and/or welfare systems, and have reached a crisis point in family stability. FFT has shown to work
with this population effectively, with a 72% successful completion rate overall.
This application requests use of JABG funds to support the targeted extension of FFT services to youth offenders with pore than
30 days of detention within six months prior to the time of referral. FFT services to these youth and families in an effort to
reduce the heightened risk of recidivism, continued substance use and poor family functioning.
Based on the expected award amount, we will serve three (3) aftercare youth with the JABG supported services, at
approximately $3,750 per youth. Grant funds will support .15 FTE for the Functional Family Therapist, and math fund;,
approximately 11 hours annually for program coordination (referrals, preparation, liaison between detention mental hey lth
specialist and FFT Program) and administration (grant reporting and evaluation). Match and award funds will support I )eschutes
County personnel.

Part Three: Review of Progress Made
Similar services were provided in 2008-09 with 2007 award funds. Those funds were targeted at youth with s Decific
court sanctions to participate in the county's "30 -Day" detention program. For unidentified reasons, there we 'e very
few youth ordered into the program over the course of the year, with even fewer eligible for FFT services. Fc r the
first two quarters, we served no youth with JABG funds for this reason. This year, we will broaden our servicE target
to include youth who spent at least 30 days in detention, though not necessarily as part of a 30 -Day sanction during
the six months prior to the FFT referral. We anticipate this will increase our potential pool of targeted service Louth.

CERTIFICATIONS REGARDING LOBBYING;. DEBARMENT, SUSPENSION AND
OTHER RESPONSIBILITY MATTERS; AND DRUG-FREE WORKPLACE REQUIREMENTS
Applicants should refer to the regulations cited below to determine the certification to which they are required to attest. Applicant;;
should also review the instructions for certification included in the regulations before completing this form. Signature of this form
provides for compliance with certification requirements under 28 CFR Part 69, "New Restrictions on Lobbying" and 28 CFR Part 037,
"Government -wide Debarment and Suspension (Non procurement) and Government -wide Requirements for Drug -Free Workplace
(Grants)." The certifications shall be treated as a material representation of fact upon which reliance will be placed when the
Department of Justice determines to award the covered transaction, grant, or cooperative agreement.
1. LOBBYING
As required by Section 1352, Title 31 of the U.S. Code, and
implemented at 28 CFR Part 69, for persons entering into a
grantor cooperative agreement over $100,000, as defined at
28 CFR Part 69, the applicant certifies that:
(a) No Federal appropriated funds have been paid or will
be paid, by or on behalf of the undersigned, to any
person for influencing or attempting to influence an
officer or employee of any agency, a Member of
Congress, an officer or employee of Congress, or an
employee of a Member of Congress in connection with
the making of any Federal grant, the entering into of
any cooperative agreement, and the extension,
continuation, renewal, amendment, or modification of
any Federal grant or cooperative agreement;
(b) If any funds other than Federal appropriated funds have
been paid or will be paid to any person for influencing or
attempting to influence an officer or employee of any
agency, a Member of Congress, an officer or employee of
Congress, or an employee of a Member of Congress in
connection with this Federal grant or cooperative
agreement, the undersigned shall complete and submit
Standard Form — LLL, "Disclosure of Lobbying Activities,"
in accordance with its instructions;
(c) The undersigned shall require that the language of this
certification be included in the award documents for all
subawards at all tiers (including subgrants, contracts
under grants and cooperative agreements, and
subcontracts) and that all subrecipients shall certify
and disclose accordingly.
2. DEBARMENT, SUSPENSION AND OTHER
RESPONSIBILITY MATTERS
(DIRECT RECIPIENT)
As required by Executive Order 12549, Debarment and
Suspension, and implemented at 28 CFR Part 67, for
prospective participants in primary covered transactions, as
defined at 28 CFR Part 67, Section 67.510-
A. The applicant certifies that it and its principals:
(a) Are not presently debarred, suspended, proposed for
debarment, declared ineligible, sentenced to a denial
of Federal benefits by a State or Federal court, or
voluntarily excluded from transactions by any Federal
department or agency;
(b) Have not within a three-year period preceding this
application been convicted of or had a civil judgment
rendered against them for commission of fraud or a
criminal offense in connection with obtaining, attempting;; to
obtain, or performing a public (Federal, State, or local)
transaction or contract under a public transaction; violet on
of Federal or State antitrust statutes or commission of
embezzlement, theft, forgery, bribery, falsification or
destruction of records, making false statements, or
receiving stolen property;
(c) Are not presently indicted for or otherwise criminally or
civilly charged by a governmental entity (Federal, State, or
local) with commission of any of the offenses enumerated
in paragraph (1)(b) of this certification; and
(d) Have not within a three-year period preceding this
application had one or more public transactions (Federal,
State, or local) terminated for cause or default; and
B. Where the applicant is unable to certify to any of the
statements in this certification, he or she shall attach an
explanation to this application.
3. DRUG-FREE WORKPLACE
(GRANTEES OTHER THAN INDIVIDUALS)
As required by the Drug -Free Workplace Act of 1988, and
implemented at 28 CFR Part 67, Subpart F, for grantees, as
defined at 28 CFR Part 67 Sections 67.615 and 67.620-
A. The applicant certifies that it will or will continue to
provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawvul
manufacture, distribution, dispensing, possession, or use cf
a controlled substance is prohibited in the grantee's
workplace and specifying the actions that will be taken
against employees for violation of such prohibition;
(b) Establishing an on-going drug -free awareness prograrr
to inform employees about -
(1) The dangers of drug abuse in the workplace;
(2) The grantee's policy of maintaining a drug-free workplace;
(3)
Any available drug counseling, rehabilitation, and
employee assistance programs; and
(4) The penalties that may be imposed upon employees for
drug abuse violations occurring in the workplace;
(c) Making it a requirement that each employee to be
engaged in the performance of the grant be given a cop
of the statement required by paragraph (a);
(d) Notifying the employee in the statement required by
paragraph (a) that, as a condition of employment under
the grant, the employee will-

(1) Abide by the terms of this statement; and

conviction for a violation of a criminal drug
statute occurring in the workplace no later than
five calendar days after such convictiorr;
(e) Notifying the agency, in writing, within 10
calendar days after receiving notice under
subparagraph (d)(2) from an employee or
otherwise receiving actual notice of such
conviction. Employers of convicted employees
must provide notice, including position title, to:

Avenue, N.W., Washington, D.C. 20531. Notice
shall include the identification number(s) of each
affected grant;
Taking one of the following actions, within 30
calendar days of receiving notice under

employee who is so convicted -
(1) Taking appropriate personnel action against
such an employee, up to and including
termination, consistent with the requirements of
the Rehabilitation Act of 1973, as amended; or
(2) Requiring such employee to participate
satisfactorily in a drug abuse assistance or
rehabilitation program approved for such
purposes by a Federal, State or local health, law
enforcement, or other appropriate agency;
Making a good faith effort to continue to
maintain a drug-free workplace through
implementation of paragraphs (a), (b), (c), (d),
(e), and (f).
(B) The grantee may insert in the space provided

A. As a condition of the grant, I certify that I will not engar;e in
the unlawful manufacture, distribution, dispensing,
possession, or use of a controlled substance in condus ting
any activity with the grant; and
B. If convicted of a criminal drug offense resulting from a
violation occurring during the conduct of any grant activity, I
will report the conviction, in writing, within 10 calendar days

The Deschutes County Commission on Children and Families supports the submittal of
Deschutes County's 2008/09 Juvenile Accountability Block Grant application for enhanced
Functional Family Therapy services for youth upon reentry to the community from the
Deschutes County Juvenile Department 30 -Day secure program.
As the lead planning agency for Juvenile Crime Prevention, the CCF works very closely with
Juvenile Community Justice to ensure a continuum of services for youth in our county.
Functional Family Therapy services as outlined in the application clearly meet needs identified
in our most recent Juvenile Crime Prevention plan, in a recent prioritization process for use of
juvenile crime related funds, as well as our 10 -year Community Plan.
