Dear Commissioner Luke
Central Oregon Veterans Outreach, Inc. (COVO) is applying for a City of Bend CDBG grar t for
a second Home of the Brave to serve physically disabled veterans whom are homeless
and/or low income. Secondly, we are applying for a smaller CDBG grant to help support our

We greatly appreciate your past support which in some cases included letters of support.
We would appreciate a letter of support from you for the above two grants. Please mail
your support letters to COVO, 354 NE Greenwood, Suite 113, Bend, OR 97701 no later than
December 31, 2008. Sorry for the short notice and we acknowledge how valuable your time
is.
Please find attached a copy of a previous support letter that you may find helpful.
Sincerely,
Dalles Patten — Executive Director Anne Philiben — President of the Board

On behalf of Central Oregon Veterans Outreach (COVO), I am pleased to extend this
letter of support for its application to the Department of Veterans Affairs for capital grant
and per diem funding.
Since its founding in 2005, COVO has had remarkable impact on the lives of homeless
veterans in Central Oregon through a solid array of programs and services. Its grant
application for capital and per diem funding, at this time, is key to empowering
significant steps towards a successful, sustainable model of operations for years to come.
I have been impressed with COVO's progress with its transitional housing and mobile
outreach programs. Already, the organization has established sound leadership and
secured important funding and community support - not only for such critical veterans
services, but also towards acquisition of its transitional housing facility - comprising
vital springboard resources for its capital and per diem request.
I strongly encourage the Homeless Veterans Programs' consideration and support for
COVO's application and initiative to complete acquisition of its facility, purchase a new
van and utilize per diem payments to provide reliable, quality services for homeless
veterans. Please do not hesitate to contact me at my Medford district office if I can
provide any other information that might aid your consideration. Thank you.
Sincerely,
GREG WALDEN
