If Deschutes and Crook County is fortunate to receive the Pre -Disaster Mitigation Grant
to treat hazardous wildland fuels the issue of maintenance will be addressed as follows:
• For Deschutes County there are 175,600 acres of privateland which is protected
by the Oregon Department of Forestry and legislation (Senate Bill 360) which
requires home owners to provide and maintain defensible space around their
homes. The penalties for failure to comply is monetary fines up to $100,000 to
cover fire suppression charges if a wildland fire originates on that private
property.
• For Crook County, the Oregon Department of Forestry protects 321,414 acres of
private lands and is in the process of implementing SB 360 which provides the
same requirements for homeowners to both provide and maintain defensible
space around residences.
• In Deschutes County there is 175,400 acres of "unprotected lands" for which the
County has developed a defensible space/vacant lot ordinance which will have
the same defensible space requirements as Senate Bill 360, except those
standards will apply on private lands which are unprotected. The penalties for
non-compliance will be a Class B misdemeanor, punishable by a maximum fine
of $600. The Deschutes County ordinance will be implemented in 2006.
The strategy for maintenance is first through to provide education and information to the
homeowner, if voluntary compliance is not successful we believe between Senate Bill
360 and the County Ordinance will provide the necessary incentive for maintenance of
defensible space.

Subject: 2010 Central Oregon Wildfire Mitigation Project Sub -Application to the FEMA Pre -
Disaster Mitigation Grant Program
This letter serves to verify that the Deschutes County Board of Commissioners supports the 2010
Central Oregon Wildfire Mitigation Project sub -application to the Federal Emergency
Management Agency's (FEMA) Pre -Disaster Mitigation (PDM) grant program.
If awarded a PDM grant, Deschutes County, the official applicant and potential fiscal agent for
grant funds received, will be responsible for the required local match of 25%. The County's sul: -
application outlines the matching contribution which relies on mandatory property owner
contributions in a percentage of approximately 33% cash, labor, and/or materials and equipment
toward 77% in grant funds used to reduce wildfire fuels on private lands. In cases where the
property owner is not financially or physically able to contribute the matching share, an
equivalent in-kind value of labor, supplies, and equipment will be provided by other groups, such
as neighboring Rangeland Fire Protection Associations (RFPAs). The value of these
contributions will be fully documented and monitored throughout project implementation using
established forms, tracking systems, and accounting methodologies.

forward to continuing our work with the Oregon Emergency Management Division and FEMA
to implement this important project in the future.
