Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; David Doyle, County Counsel; Sheriff Larry Blanton, Capt.
Shane Nelson and other Sheriff’s Office staff; Chris Doty and Tom Shamberger,
Road Department; Wayne Lowry, Finance; and four other citizens.
Chair DeBone opened the meeting at 10:00 a.m.

3. Before the Board was Consideration of Board Signature of Document No.
2015-048, an Intent to Award Contract Letter for the Supply and Hauling
of Crushed, Pre-Coated Rock for Chip Seal, 2015.

Chris Doty explained that they are chip sealing 150 miles, with 130 in the
County and the rest in the cities. Crook County uses the same chip seal process.
This is a joint procurement with Crook County to drive down the price, and
Deschutes County will be reimbursed through a current agreement.
Commissioner Baney appreciates it being under estimate, and for working with
Crook County. She asked if there are any opportunities to work with ODOT on
this kind of thing. Mr. Doty said they are in constant contact with other
agencies, but ODOT does not use the same chip seal process. They can work
with them on the purchase of other material, though.

Before the Board was Consideration of Approval of the Consent Agenda.
Item #5 was called out for special consideration. Commissioner Baney wanted
to highlight the Sheriff transition, which is bittersweet.
Sheriff Larry Blanton and Captain Shane Nelson reiterated the strong
relationship within the County and the Sheriff’s Office. The Board indicated
they are pleased with the thought that has gone into this so the transition will be
a smooth one. The Sheriff has done a great job in setting up a team
environment at the Department.

DISTRICT
13. Before the Board was a Public Hearing and Consideration of Board
Signature of Resolution No. 2015-013, Submitting to the Voters in the
Black Butte Ranch County Service District an Election on Renewal of a
Five-year Local Option Levy to Fund Law Enforcement Services.

Chair DeBone opened the public hearing. Chief Denney Kelley gave an
overview of the item. Curtis Abbott, Chair of the Black Butte Ranch County
Service District said that they are finishing a five year levy and wish to continue
the levy at the same rate.
David Doyle said there are several documents requiring Board signature. All
documents have been vetted by the various departments and entities.
Being no further testimony, Chair DeBone closed the hearing.
Commissioner Baney noted that the expert budgeting and leadership at Black
Butte Ranch has allowed them to keep the levy the same. Commissioner Unger
added that he appreciates the relationship between the County and Black Butte
Ranch Service District.

Mr. Anderson said that construction of the b ridge over Fall Creek is part of the
voucher payments. Also, Cell 6 construction at Knott Landfill is moving
forward earlier due to the warmer weather.

Commissioners Appoint Shane Nelson as Sheriff
Effective July 1
This morning during their weekly business meeting, the Deschutes
County Commissioners voted unanimously to appoint Captain Shane
Nelson as Deschutes County Sheriff, effective July 1, 2015.
Captain Nelson will serve the remaining term of office for retiring Sheriff
Larry Blanton, whose term expires January 2017. The four-year term of
Deschutes County Sheriff opens for re-election in 2016.
Captain Nelson has been in law enforcement in Oregon for more than 20 years. Most recently, he
served as the Operations Division Commander. He was born and raised in Bend and graduated from
Mountain View High School in 1988. After graduating from Oregon State University in 1993 he
moved back to Bend.
"The Sheriff's office provides search and rescue, rural patrol, jail operations and investigation services
to residents of the County. Shane has a deep knowledge of each of these aspects of the office and
we are confident in his leadership . He will help to continue the positive and healthy public safety
culture that exists in our County," said Deschutes County Board of Commissioners Chair Tony
DeBone.
Captain Nelson's career history at Deschutes County is as follows: 1993 Reserve Deputy, 1994
Patrol Deputy Sheriff, 1999 Corporal, 2001 Criminal Detective, 2003 Patrol Sergeant, 2006 Patrol
Lieutenant, 2010 Administrative Lieutenant, 2012 Operations Division Commander, 2013 Corrections
Division Commander.
"I am humbled by the opportunity to serve the residents of Deschutes County as their ninth
Sheriff. Together with the excellent men and women that serve at the Sheriff's Office, I look forward
to continuing Sheriff Blanton's legacy of providing proactive services and delivering the quality public
safety our citizens expect and deserve," said Captain Shane Nelson.
"I'm very proud of the command staff (Captain Nelson, Captain Beard and Captain Utter) for helping
me provide public safety and quality of life to the residents we serve at the Sheriff's Office. I would
like to thank the County Commissioners and Administration for their assistance. Captain Nelson will
make a great Sheriff because he has the knowledge, the experience, and the support of the
employees at the Sheriff's Office. It has truly been an honor for me to have the opportunity to serve
as Deschutes County Sheriff," said retiring Sheriff Larry Blanton. ##
