Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Erik Kropp, Deputy County Administrator; David Doyle, County
Counsel; Nathan Garibay, Emergency Services Manager, Tracy Scott, Personnel;
and seven other citizens. No representatives of the media were present.
Chair DeBone opened the meeting at 11:30 a.m.

The Board recognized and thanked Tracy Scott for her twenty-five years of
service to the County. Erik Kropp spoke about the changes that have occu rred
at the County during those years, and Ms. Scott’s other interests such as fishing
and being a master gardener.

3. Before the Board was Consideration of Board Signature of Resolution No.
2015-038, Declaring a Localized State of Emergency, and Requesting a
State Declaration of Drought Emergency for the Three Sisters Irrigation
District.
Nathan Garibay, Emergency Services Director, Pattie Apregan of the Irrigation
District and Jeremy Giffin, Deschutes Basin Watermaster, came before the
Board. Mr. Garibay explained that most of the County is fairly resilient
regarding water availability, but the Three Sisters Irrigation District does not
have storage capacity and there has been very low snowpack in the area. This
could have a significant negative impact on the areas this District serves.
Mr. Garibay said that it is up to the State as to whether to declare this local
drought emergency, and they could even declare the entire County as such.
This has happened with three adjacent counties already.
Mr. Giffin stated that when a County is declared, the irrigation district can make
adjustments on how to handle the flow to try to mitigate the effects of the
drought.
Ms. Apregan said they have several supplemental wells that could benefit some
areas. They have not had to use the wells since 2006.
Commissioners Unger asked about CFS requirements. Mr. Giffin stated that
the lion’s share of rights are 1895 priority. They will be delivered 40% on the
1895 water rights to start. Agriculture will receive the biggest negative hit.
Ms. Apregan stated that they have spent years piping the district and going
through other water saving measures. In the past, half of the water was lost
through the ditch systems. This will result in a great savings overall. When
they have to pump water, there will be an additional expense to the users,
probably about $200,000. They are starting with 40% and are being told they
will be down to 10% by early July.
Farmers will get one cutting rather than two or three. This is going to affect the
farmers and the consumers of their crops. Those who had planned to put in
new crops were told not to do so this year, and others will have to just try to
keep their established crops alive.

Commissioner Baney asked if the Board should try to engage the Governor’s
Office regarding this crisis. Mr. Garibay thinks it might be beneficial to explain
the situation in depth. He would like to see some flexibility. In case the entire
County is declared, the Cities have been contacted as well as other agencies.
Mr. Giffin stated that a big concern is having to curtail in other irrigation
districts. The upper reservoirs were at capacity, but they are already starting to
see how fast these reservoirs are being drained.

Commissioner Unger asked if they should talk about consent agenda items
more often. Mr. Kropp said that the items are usually routine, and any could be
taken off for further discussion if desired. Someone could bring this up during
citizen input as well.
