Also present were Erik Kropp, Deputy County Administrator; David Givans, Internal Auditor; and for a portion of the meeting, Chris Doty and Randy McCulley, Road Department; Anthony Raguine and Eric Mone, Community Development; Dave Doyle, County Counsel; and five other citizens including Rita Hansen, Matt Smith and Robert Elgin (for agenda item #2), and media representative Ted Shorack of The Bulletin. Chair DeBone opened the meeting at 1:30 p.m. ___________________________ 1. NeighborImpact Update: Homeless Point in Time Count, and Emergency Solutions Grant Funds. Janet Merrell of Neighbor Impact spoke about emergency solutions grant funds, which are federal funds through Oregon Community Housing and Community Services. The funds are provided to various shelters and other groups that address the needs of the homeless. (A copy of her memo is attached for reference.) Chair DeBone asked which groups are eligible for funding for shelter purposes when the weather is severe. Ms. Merrell said there are the usual shelters but also some churches that are willing to provide shelter during those times. M ost is in Deschutes County. They offer rental assistance as well to help keep people in their homes. Minutes of Board of Commissioners’ Work Session Wednesday, May 29, 2015 Page 2 of 6 Pages ___________________________ Ms. Merrell applied for funding for the Point in Time Homeless Count and got some from Deschutes County. The Board had asked if other counties provide funding. She said that Jefferson County granted $250 and there were some donations from individuals. They have tried to get more funding from the local counties with little response. They have developed, through HUD, a homeless intake process to help families in particular. (She provided a chart showing the process and the gaps in service.) 2. Discussion of Road Department Partnership with On-Board Dynamics and OSU Cascades to Test Compressed Natural Gas Fueling in a Public Fleet Model. Randy McCulley said that with the encouragement of Chair DeBone, he visited COCC to find out more about using natural gas for vehicles. After over a year of working together, they came up with an agreement to convert a Road vehicle to dual purpose, using natural gas. Additional equipment is being provided to Road at no cost to the County. Rita Hansen said that Onboard Dynamics is the company developing this process, with the startup happening in conjunction with OSU-Cascades. They utilize the existing natural gas infrastructure in the country and developed a way to refuel vehicles. Ms. Hansen provided an overview of the process to date. For a fleet of vehicles, there could be a cost savings of 50-75%. It is also a cleaner-burning fuel, and it is easier to predict fuel expenses than it would be with regular gasoline. The range is about 75 miles for the natural gas feature. Fleet vehicles could be replaced on a normal schedule with these vehicles. Robert Elgin said that the company paid for the changes in the County vehicle, to be part of a test of the user interface. (He explained how the fuel is utilized in the vehicle.) They will track number of miles, fuel used, how often it needs to be refueled, etc. In the end, they will show the economic benefit. Mr. McCulley stated that the compressor station costs up to $1.5 million. This is the biggest barrier to having more users. Building this into the vehicle eliminates that need. The regular gasoline system in the truck is intact, an d it will kick in as needed. The same engine has become dual -mode and can be fueled at the County facility. With the help of the County, the company can start answering the qu estions. Commissioner Baney she is glad the Road team is open to new things. She asked if it changes the horsepower of the vehicle’s engine. Mr. Elgin stated that it seems to be about the same. Ms. Hansen stated that the Road team will help document this. Commissioner Baney asked if there are concerns regarding inclement weather, such as very cold or very hot temperatures. Mr. Elgin said it does not affect it. Commissioner Baney asked how long it takes to refuel. Mr. Elgin replied that it takes eight hours for an empty tank. Ms. Hansen said that they are investigation how to speed this up and she thinks it can be reduced significantly. Ms. Hansen stated that she attended the leadership conference earlier in the year, and is very proud of this happening here. They are now able to hire engineers and there has been a lot of interest generated. Mr. McCulley said the Ford dealership is sponsoring part of the work, so will honor the warranty if necessary. Commissioner Unger likes this idea and sees future opportunities for other users. Mr. Elgin said that it could eventually be used across all vehicle platforms. Ms. Hansen said that it is a challenge in this country, when others have receptacles for natural gas powered appliances. The U.S. is very far behind other countries in the use of natural gas vehicles. Mr. Elgin added that there is a state of the art compressor available for home use. Chair DeBone noted that there are no refineries in Oregon even though the state has major highways. It is easier to anticipate the cost of natural gas, and gives the County options. 3. Discussion of Inspection Fee Waivers for Benevolent Groups. Eric Mone explained that Environmental Health attempts to be fee-supported, but they also waive fees for benevolent organizations. This makes it harder to make ends meet. The benevolent group inspections are different from those of normal businesses, as they are allowed to accept food from various sources. The groups are supposed to get a food license now to avoid some of this risk. The groups are cooperative and want to do the best job possible. Mr. Kropp said in the past this has been handled by a general fund transfer. Mr. Mone added that the entire amount is not needed every year. Chair DeBone said he appreciates knowing how much is waived to help these groups. This shows that the County is supportive. Commissioner Baney noted that Solid Waste also waives some disposal fees for groups, and the County is supportive in other ways. Commissioner Unger asked if there is a request for action. Mr. Kropp said that this expense is not in the current Environmental Health budget. They wanted to be sure that the Board wants to provide this funding for these groups in this fashion. UNGER: Move Board support of this transfer of funds from the general fund. BANEY: Second. VOTE: UNGER: Yes. BANEY: Yes. DEBONE: Chair votes yes. 4. Discussion of a Notice of Intent to Appeal to LUBA regarding the Pilot Butte Canal Historic Designation. David Doyle explained the item and they wanted to know if the appeal could be delayed while they await a decision on a similar appeal at the Supreme Court. The Commissioners are supportive of this course of action and of Mr. Doyle signing the stipulation. 5. Other Items. Commissioner Baney said she would like to commit some funds to the Tower Theater Foundation. The lottery fund balance is zero, but there may be more funds coming in than anticipated for the last quarter. DEBONE: Chair votes yes. ___________________________ Commissioner Baney stated the County has been asked to support support the Trade Promotion Authority, to send delegates from the business community in Portland to Washington, D.C. to push international trade. It is also supported by Business Oregon. The focus will be on lumber, ranching an d agriculture. They would like a letter of support for Senator Wyden to quickly deal with this. Commissioners DeBone and Unger said they are not familiar with the particulars. ___________________________ Commissioner Baney said that an employee of the recycling company asked about a poster in the hallway that features a group that he and his wife have been following for years. This was likely a gift to former Commissioner DeWolf from the Sisters Art Festival. The Commissioners felt the value is minimal and it was appropriate to give it to this person. It is unlikely they will get another request like this in the future. Commissioner Unger asked about rotating what is displayed on the walls. He was advised that the County does not receive many wall hangings to replace those that are there. ___________________________ Mr. Kropp said that an Audit Committee meeting was held on Friday. It was generally felt that the County received a sloppy outside audit, and they discussed whether to ask for improvement or terminate the five-year contract. The Audit Committee seemed to be a three-to-two vote to give the company another chance. There was also a letter to the County from the State Audits Division asking for corrections. The company will be sent a strongly worded letter allowing a year to make improvements. They are nationally recognized company, but the work did not flow well and the Audit Committee felt like the company had sent the B team. ___________________________ Regarding AOC dues, Mr. Kropp said the Board questioned why there was an increase in the public lands fund, and also whether the dues were funding a lobbyist. The amount for public lands went from $5,700 to $9,000. He was told that there is a base amount and then part is based on the funding each county gets for Secure Rural Schools, the size of the county and PILT. PILT had increased for Deschutes County. In regard to the lobbyist, dues do cover part of the salary for the policy director for AOC. There is no outside agent. Commissioner Unger is thankful for the PIL T and SRS funding. Commissioner Baney said the more money the County brings in, the more AOC wants, rather than asking for the actual cost of service. Mr. Kropp stated that other counties might have gotten less PILT funding and their dues might have gone down because of it. The Commissioners support the dues with this explanation, although they do not want to be blindsided by a big increase. The total cost last year was $38,000 plus the veterans' fund. This year the bill is $45,000. The Board had said to take the previous bill and add 5%. The Commissioners supported the current bill amount, but will continue to ask for clarification on any increases. April 29, 2015 MEMO TO: Deschutes County Commissioners FROM: Janet Merrell, Deputy Director Community Services RE: Emergency Solutions Grant (ESG) Funds The Emergency Solutions Grant is federal funding that comes to NeighborImpact through Oregon Housing and Community Services (OHCS), and may be used to support shelter operations, homeless outreach, homeless prevention, rapid re-housing, case management and homeless management information systems (HMIS) for tracking service outcomes. NeighborImpact uses, or has used ESG funds for all of these purposes. In the current fiscal year, ESG funds support shelter operations for the following sub recipients: Bethlehem Inn $20,000 Grandma's House 10,000 Cascade Youth and Family 12,500 Saving Grace 15,000 Redemption House 12,500 TOTAL to sub recipients: $70,000 Rental Assistance 51,000 Case Management 9,000 HMIS 10,500 ESG requires 100% match . State law requires local jurisdictions to charge a reduced fee for foodservice licenses for 80's. The practice in Deschutes County has been to waive the fee entirely for 80's (see attached list) and charge half­ fees for GE's (also shown on attachment). Issue: Deschutes County Environmental Health licenses and inspects these foodservice organizations charging no fees or half fees to assist them in the great work they do in our communities. 8y waiving the fees to 80's and charging half fees to GE's it is difficult to balance the EH budget. Requested Action: Decide whether to transfer $12,850 in FY 2014-15 to subsidize our 2 inspections per year for 80's and GE's for foodservice licensure and inspections.
