COUNTY CLERK
WHEREAS, Ordinance No. 80-224 amended the Sisters Urban
Growth Boundary, deleting certain property from the Sisters Urban
Growth Boundary; and
WHEREAS, it is necessary to designate said property on
the Deschutes County Year 2000 Comprehensive Plan Map; and
WHEREAS, notice of hearing was given in accordance with
law; and
WHEREAS, the Deschutes County Planning Department Staff
recommended the designation of the said property as forest lands;
now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDAINS as follows:
Section 1. To amend Ordinance No. PL -20, Deschutes County
Year 2000 Compre ensive Plan, to designate certain property as
forest lands, for the property described as:
Tax Lots 900 and 1000, Section 5, Township
15 South, Range 10 East of the Willamette
Meridian, Deschutes County, Oregon,
consisting of 80 acres;
and depicted on the map marked Exhibit "A," attached hereto and by
this reference incorporated herein.
Section 2. To adopt as the Board of County Commissioners'
findings and conclusions, the findings and conclusions of the
Deschutes County Planning Department Staff Report, dated June 18,
1981, marked Exhibit "B," attached hereto and by this reference
incorporated herein.
Section 3. This Ordinance being necessary for the
immediate preservation of public peace, health and safety, an
emergency is declared to exist, and this Ordinance takes effect
on its passage.

DESCHUTES COUNTY PLANNING DEPARTMENT
STAFF REPORT
SUBJECT: Legislative plan amendment to the Deschutes County Year
2000 Comprehensive Plan immediately west of the Sisters
Urban Growth Boundary.
APPLICANT: Deschutes County
LOCATION: The subject property is located approximately 1
mile northwest of the intersection of Highway 126 and
Highway 20 immediately west of the Sisters Urban
Growth Boundary.
STAFF FINDINGS
I. Legal Findings
A. The subject property was previously zoned UAR-10, (Urban Area
Reserve) and Forest Reserve on the Sisters Urban Area Com-
prehensive Plan and Zoning Map.
B. The subject property was subsequently removed from the
Sisters Urban Growth Boundary in February 1981 by County
Ordinance 80-224.
C. The subject property now lies within the County Comprehensive
Plan but remains un -designated.
D. The Deschutes County Year 2000 Comprehensive Plan has been
acknowledged, however, the Sisters Urban Area Comprehensive
Plan is on a 120 day continuance order.
II. Basic Findings
A. The subject property is eighty (80) acres in size.
B. The subject property is presently vacant.
C. The subject property is in two 40 acre parcels, the northerly
parcel is owned by Brooks Resources and the southerly parcel
is owned by the U.S. Forest Service.
D. The subject property is bordered on the north and west by F-2
(Forest Use); on the south by EFU-20 (Exclusive Farm Use) and
the east by UAR-10 (Urban Area Reserve).
E. The site exhibits the following timber qualities according
to the Deschutes National Forest Soil Resource Inventory:
--The approximately 60 acres on the north portion of the
subject property is classified as Mapping Unit 37,
Productivity Class 5 and 6 with a Site Index of 60 to
85 for Ponderosa Pine. This is commercially productive
forest land.
--The approximately 20 acres not within the 5 and 6 class
is within Mapping Unit 36 and is a non-productive soil
type.

F. The Deschutes County Natural Resources Inventory indicates
that this property is primarily described by the following:
PONDEROSA PINE - WESTERN JUNIPER, 1 STORY STANDS, 10-40%
CROWN CLOSURE
OVERSTORY: Species composition includes ponderosa pine
and western juniper; with a crown closure of
10-40%, size range of 5-20" DBH, and height
range of less than to greater than 40'.
BRUSH LAYER: Bitterbrush-sagebrush; less than 10% to 40%
ground cover.
DBH is defined as follows:
a) 5"-9" DBH - pre -commercial
b) 9"-20" DBH - small saw timber (commercial)
CROWN CLOSURE is defined as follows:
a) 10-39% crown closure - sparse to poorly stocked
In order to generalize the stocking levels of timber stands for
commercial determination, sites with less than 40% crown closure
will be considered having poor stocking, and sites with greater
than or equal to 40% crown closure considered having good stocking.
III. Conformance with the Deschutes County Comprehensive Plan
FORESTRY
The Deschutes County Comprehensive Plan defines the F-2 zone as
follows (p. 150)
F-2--- commercial Forest Land - lands composed of existing
and potential forest lands which are suitable for
commercial forest use.
FOREST LANDS - Policy 2 of the Forestry Element is as follows:
(p.150):
Restricted forest land (F-1) and Commercial Forest Land
(F-2) shall be protected for forest use.
In addition, the Resource Element of the Plan sets the following
priorities:
The priority for protection of forest land from -conversion to other
uses is as follows:

a. Priority 1: F-1, Restricted Forest Lands, should not be
converted to other uses, since protection of these unique
forest lands is a prime land use planning objective.
b. Priority 2: F-2, Commercial Forest Lands may be converted
to F-1, Restricted Forest Lands. The land should not be
converted to other uses, since the production of timber
is an essential land use planning objective.
c. Priority 3: F-3, Other Forest Lands (such as juniper lands),
may be converted to F-1 or F-2. The land should not be
converted to other non -forest uses, unless a higher and
better use can be adequately demonstrated.
The above policies indicate a necessity to maintain all lands
zoned F-2 so as to preserve timber as a resource. Since the
subject property does have commercial timber site capability
(See Basic Finding E) this land does qualify as commercially
productive timber land.
Further, the Deschutes County Exceptions Statement states repeatedly
that the County's plan is to restrict future division of resource
lands outside of the Urban Growth Boundaries.
IV. Conclusion and Recommendation
Based on the above facts and policy statements, the staff
recommends approval of this application.
