ORDINANCE NO. 89-003
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDAINS as follows:
Section 1. That the section of Ordinance No. PL -20, the
Deschutes County Year 2000 Comprehensive Plan, entitled "Housing
Policies", is hereby amended to read as set forth in Exhibit "A",
attached hereto and by this reference incorporated herein.
Section 2. This Ordinance being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this Ordinance takes effect on its
passage.

HOUSING POLICIES

Housing is one of the most important issues with which a compre-
hensive plan deals. Many of the other chapters (i.e., rural
development, urbanization, energy, public facilities) also
directly or indirectly affect housing.
The preparation of the policies in this chapter was generally
accepted throughout the planning process. Throughout the plan
formulation and the update of this section, mobile/manufactured
home placement continued to be an issue.
The issue concerning manufactured housing is now focused on
design criteria. Today, construction standards for manufactured
housing meet or exceed site -built housing.
The policies are as follows:
1. Manufactured housing and double -wide mobile homes that are
at least seven hundred (700) square feet or larger in area
shall be allowed on individual lots outside urban growth
boundaries, except in the Conventional Housing (CH) overlay
areas of the County.
2. Single -wide mobile homes may be allowed in designated areas
of the County if they meet siting criteria in the zoning
ordinance.
3. Manufactured housing shall have roof pitches and siding
comparable to site -built homes.
4. In order to keep housing costs as low as possible, the
application process in the Planning, Environmental Health,
and Building Divisions shall be reviewed and streamlined as
much as possible.
5. To enable and encourage later in -filling of large lot
subdivision in urbanizing areas, any subdivision should be
pre -planned for later division into smaller lots at the time
of the original platting.
6. In order that the most efficient housing pattern may be
obtained, the County shall encourage the in -filling of
existing subdivisions before additional land division
occurs.
7. Subdivision approval shall be dependent upon adequate
provision of public facilities and services, which may

require phased construction of the development. To further
reduce costs and provide amenities, such as open space, the
clustering of housing is to be encouraged.
8. To reduce costs and to encourage variety in design, County
standards shall consider a variety of housing styles and
setbacks.
9. In order to reduce costs for initial construction, as well
as for maintenance, new construction of low-income housing
may be located in urban areas and/or rural service centers.
10. The regional housing authority should be responsible for
coordinating and implementing housing assistance programs in
Deschutes County.
11. There is a high need for housing rehabilitation in Deschutes
County. The County shall work in conjunction with other
local governments to study programs to assist in housing
rehabilitation.
