ORDINANCE NO. 91-001
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDAINS as follows:
Section 1. Section 19.04.040, Dwelling (A), is amended to
read as follows:
"A. Dwelling, Single -Family. A building designed or
used for residence purposes by not more than one family
and containing one dwelling unit only, including Class
A manufactured homes as described in Chapter 19.88.280;
excluding such temporary structures such as tents,
teepees, travel trailers and other similar uses.
Section 2. Section 19.12.020(F), UAR-10 Zone, Permitted
Uses, is hereby repealed.
Section 3. Section 19.12.030(M), UAR-10 Zone, Conditional
Uses, is hereby repealed.
Section 4. Section 19.20.020(E), SR 2 1/2 Zone, Permitted
Uses, is hereby repealed.
Section 5. Section 19.20.030(H), SR 2 1/2 Zone, Conditional
Uses, is hereby repealed.
Section 6. Section 19.88.280(B)(a), Manufactured Homes, is
amended to read as follows:
"B. Manufactured Home Classes. For purposes of these
regulations, manufactured homes are divided into the
following types:
a. A Class A manufactured home shall:
1. Have more than one thousand (1,000) square feet of
occupied space in a double section or larger multi -
section unit;
2. The manufactured home shall be placed on an ex-
cavated and back-filled foundation and enclosed at the

perimeter such that the manufactured home is located
not more than 12 inches above grade;
3. Have wheels, axles and hitch mechanisms removed;
4. Have utilities connected in accordance with the
requirements of the Building Codes Agency and the
manufacturer's specifications;
5. Bear an insignia of compliance with the Manufac-
tured Housing Construction and Safety Standards Code;
6. Have composition, shake, shingle or tile roofing
materials. The roof pitch shall be a minimum of 3/12;
7. Siding materials and trim shall be similar in
appearance or complementary to other homes in the area,
including the type, color and horizontal or vertical
placement of materials;
8. A garage or carport shall be constructed in con-
junction with the placement of the manufactured home.
It shall be of like materials and color to the dwell-
ing;
9. The manufactured home shall be certified by the
manufacturer to have an exterior thermal envelope
meeting performance standards equivalent to those
required for single-family dwellings under the state
building code as defined in ORS 455.010;
Section 7. Section 19.88.280(B)(b)(9), Manufactured Homes,
is hereby repealed.
Section 8. Section 19.88.280(C)(a)(1), Manufactured Homes,
is amended to read as follows:
"1. Class A - Permitted in the UAR-10, SR 2 1/2, RS,
RL, RM and RH zones, in manufactured home parks and as
replacement to existing nonconforming manufactured
homes."
Section 9. Section 19.88.280(C)(b), Manufactured Homes, is
amended to read as follows:
"b. Foundations/Skirting Support Systems.
1. All load-bearing foundations, supports and enclo-
sures shall be installed in conformance with the regu-
lations of the Building Codes Agency and with the manu-
facturer's installation specifications (reference OAR
Chapter 814, Division 23).

2. All Class A and Class B manufactured homes outside
of manufactured home parks shall be placed on an
excavated and back-filled foundation and enclosed at
the perimeter such that the manufactured home is
located not more than 12 inches above grade. The
underfloor area shall contain a 24" X 30" exterior
access for maintenance of utilities.
3. Class A and B manufactured homes located in manu-
factured home parks and Class C and D manufactured
homes must have enclosed perimeters as specified above
or be installed with an approved foundation siding/
skirting enclosing the entire perimeter of the home.
Foundation siding/skirting and backup framing shall be
weather -resistant, non-combustible or self -extinguish-
ing materials which blend with the exterior siding of
the home. Materials below grade level and for a mini-
mum distance of six inches above finish grade shall be
resistant to decay or oxidation. The siding shall be
installed in accordance with manufacturer's recommenda-
tion or approved equal standards."
Section 10. Section 19.88.280(D)(a), Manufactured Homes, is
amended hereby repealed, and Sections (D)(b), (c) and (d) are
hereby renumbered (a), (b) and (c), respectively.
Section 11. This Ordinance being necessary for the imme-
diate preservation of the public peace, health and safety, an
emergency is declared to exist, and this Ordinance takes effect
on its passage.
