Approval of Minutes from December meeting
Charla made a motion to approve the minutes, with a second by Jock. Motion was carried and
unanimously approved.

Brief Announcements
Tom informed the Board about a Black Plague presentation scheduled at McMenamin’s on April 1st.
A handout with more information was provided. The Public Health Week Committee is working on
providing various handouts during Public Health Week.
Katrina announced that the CDC will be sending out an RFP to eligible area universities to partner
with them in conducting a Food Service Guideline evaluation of the BLSD Food Program. This
program will serve as a nationwide model of food service quality.
Holly stated the “Grin & Bear It” Run benefitting Healthy Beginnings is scheduled for March 9th.

Katrina also mentioned that the Heart Center is conducting free heart screenings for area students
this evening.
Tom reminded the Board about the upcoming combination meeting scheduled on May 27th from
noon to 2 p.m. in Stan Owen.

Health Heroes nominations and discussion
Tom announced the deadline for Health Hero nominations will be Friday, March 8th. He has only
received four nominations so far. After the deadline, Tom will send out a survey to collect votes
with the results to be presented at the combination meeting on March 27th. In the meantime,
plaques will be made to present to the winners during Public Health Week. Tom asked the Board
to email him with their nominations by the deadline.

LAUNCH PR Campaign & Maternal Mental Health Initiatives
LAUNCH is a program that is designed to work in conjunction with local partners in the
development of a health care system that addresses the physical, mental, emotional and cognitive
health needs of children from prenatal to age 8. Maggi noted that this program, now in its 4th
year, is funded by the SAMHSA through a 5-year grant. Key components of the program are
integrating primary care with behavioral health and conducting development screenings at the
SBHC’s, implementing the NFP home visiting program, parenting training classes, developing
maternal mental health screenings and creating public awareness through various media sources,
just to name a few. Maggi mentioned that not only is DCHS airing a public service announcement
on television, informational coloring books are being distributed in the tri-county area, and
partnering organizations are handing out materials and including LAUNCH information on their
websites. It is DCHS’s intent to assist in bridging any gaps between the CCO, ECW and ELC. As
part of the maternal mental health initiative, Maggi is generating some slide presentations on
peri/postnatal depression and anxiety. Roughly one in every four new and expecting mothers is
affected by this to some degree. A survey was conducted in April 2012 in order to collect data
relating to resources, barriers and needs of women experiencing these conditions. A steering
committee was formed in 2011 to meet on a monthly basis to discuss ways to address maternal
mental health issues, while recent service provider meetings took place in mid to late 2012. To
date, 29 of these providers tri-county wide are now trained and accepting referrals to handle such
cases.

ASC Tool (Adolescent System Capacity)
Rebeckah Berry, DCHS Reproductive Health Educator, is leading a pilot project evaluating services
furnished to adolescents (ages 10 to 24). NACCHO has awarded Deschutes County (one of three
health departments nationwide) with an assessment tool and a $10,000 grant to pilot six capacity
areas in a tri-county effort. Oregon was one of the first two states in the nation to pass a
comprehensive sex education law through HB 2509. Rebeckah will be facilitating 4 meetings each
in Deschutes, Jefferson and Crook Counties over the next few months. She has already conducted
three of these meetings and is planning a fourth in Jefferson County tomorrow. Feedback will be
provided to NACCHO and AMCHP for any revisions and to be used as a national model. Data will
be collected and results will be shared in early Spring with final recommendations in the Fall.

Gun Violence Topic
It was noted that even more nationwide shootings have occurred since the last discussion on this
topic. Susan stated that she will be presenting a logic model on gun restriction, specifically geared
towards suicide prevention. National data has confirmed that limiting access to firearms has
reduced the number of suicides. Deschutes County has been discussing the restriction of any and
all weapons (concealed or otherwise) on all County property. Charla noted that La Pine
Community Center has started a committee to question clients on use of guns/ownership during
each visit made to the Center. Charla found out that possessing a weapon while at a public facility
is considered breaking a trespassing law.

Oral Health Committee report out
Dr. Shirtcliff confirmed the oral health conference is set for September 12th and 13th at St. Charles
grand rounds. An open invitation to attend will be extended to partnering organizations.
Advantage Dental, with assistance from DCHS and Klamath County, has conducted a series of
preventive exams focusing on 2 year olds. A national study revealed that children who visit the
dentist at an early age experience an overall reduction in tooth decay by as much as 55%. Dr.
Shirtcliff is working on crafting more detailed literature to be provided to the community, during
Public Health Week and at the conference as part of the oral health care campaign. Kate Moore
added that the PHAB could provide a list of health provider contacts. Dr. Shirtcliff reiterated that
poor oral health is an infectious disease and we must spread this message to the community.

Legislative Update
Tom announced that the health reform changes are in full swing. He attended a CLHO meeting in
Salem last week and is tracking the house bills that will directly impact our operation. The Board
specifically discussed SB 132 relating to immunization exemptions. SB 132 proposes to require
certain documentation in order to opt out of immunizing one’s children. Tom also mentioned HB
3166, which is a proposal to authorize REHT’s to provide support and assistance to REHS’s. An
REHT can be state registered with minimal education requirements; whereas, an REHS is required
to obtain at least a 4-year college degree. The EH staff is concerned about the level of quality
service provided to the community should this HB go into effect. HB 5030 explains how tobacco
settlement dollars will be utilized as a source of public health funding. Tom also stated that not
enough information has been made available yet as to what the impact will be from the Federal
Sequester outcome; however, evidence points to a reduction in WIC and LAUNCH grants. Tom
asked the Board to email him with any questions about the proposed legislative bills.
