Approval of Minutes from May meeting
Jock motioned to approve the minutes as submitted with a second from Charla. Unanimously
approved by all.

Brief Announcements
Jenny announced that she accepted a position with Deschutes County Community Justice and is
working lots of overtime due to being understaffed. She is presently launching a new Eat Well/Play
Well program with exhibits donated by OMSI, which she hopes to have up and running by
September. In order to accomplish this goal, she needs to recruit at least 5 sponsors by August
1st. The exhibits will be on display for 7 months and will be made available for rent. Jenny
expressed that she would prefer that businesses rent the exhibits as opposed to making monetary
contributions to her cause. Another part of this goal is to open an OMSI satellite office in Redmond
that will offer field trips to school aged children. Jenny asked the Board to spread the word about
the exhibit. Ronda suggested there may be grant money available.
Tom informed the Board that SB 132 passed requiring parents to attend an educational class
before opting out of immunizing their children. The bill is now in the process of heading to
Governor Kitzhaber’s office for signature. Kim brought up the fact that Jason Conger is against SB
132 and suggested that PHAB write him a letter endorsing the bill. Tim Knopp also expressed his
opinion that this bill violates religious beliefs. Kate Moore also asked if we should write a letter to
the editor of the Bulletin. Heather Kaisner attended the legislative session and testified in support
of SB 132.
Tom also noted there was an EHR recognition luncheon for the Public Health staff involved in
initiating this new recordkeeping system last week to celebrate the one year anniversary. DHCS is
now starting to see the benefit of this program.
Mike mentioned the Oral Health Summit is fast approaching and slated for September 12th at 5:30
p.m., while Grand Rounds commence on September 13th at 7:00 a.m. Sharity Ludwig, Advantage
Dental QI Manager, is keeping track of the RSVP’s.

Public Health Accreditation Updates
Laura informed the Board that July 25th is the last day for submitting all documents for
accreditation, so there is a big push to get everything uploaded into Sharepoint. So far, progress is
going smoothly and in the end, roughly 300 documents will be ready for review by the Public
Health Accreditation Board when they perform a site visit in March 2014. DCHS is one of 16
county health departments in the nation applying for accreditation. The Accreditation Board will
review applications in batches rather than individually in order to streamline the process. Laura
has color-coded all the standards and measures to signify what has been completed and what is
still pending. She also indicated that the Board may require additional information or clarification
during the review, and if unsuccessful in our application process, a work plan to become approved
will be implemented. Accreditation is only valid for 5 years and DCHS will be required to submit
annual updates to remain so. In the meantime, Deschutes County is working in a tri-county effort
with Jefferson and Crook on the Strategic Plan and Community Health Assessment as part of the
process.

Deschutes County Wellness Program
Ronda Connor, Deschutes County Benefits Coordinator, is currently taking over the role as Interim
Wellness Coordinator until a replacement is hired. Approximately 60 candidates have applied for
the position. Therese Madrigal, former Wellness Coordinator, resigned as of April 30th due to lack
of time. Ronda informed the Board that Deschutes County employs over 1020 personnel with close
to 3000 dependents. Over 2800 are on the County health plan. The Well Connect program is an
integral part of MedCor, the new contracted health provider operating the employee DOC clinic.
MedCor provides employees and their families with health and wellness related services including
nutrition information, tobacco cessation, and exercise classes, etc. The County has allocated a 17
million dollar health budget for this fiscal year. Ronda collaborates with other department staff in
exploring ways to contain health care costs as part of a newly formed Wellness Task Force. One
cost saving incentive offered to employees is a one month waived premium in August for those
who participated in the Health Risk Assessment earlier in the year. This tool helps in defining areas
needing improvement in services and employee health conditions. In order to be eligible for the
waived premium, employees were required to follow-up with clinic staff to review their results.

ASC Tool Follow-up
Rebeckah Berry, DCHS Health Educator, reported that she has now collected enough feedback to
send to NAACHO on her pilot program. Her work on this project serves a dual purpose not only by
securing grant approval, but also satisfying an accreditation measure. There were 6 capacity areas
of discussion with 3 subtopics. Scoring took place amongst the participating group using a very
subjective rating scale from 1 to 100. All scores were tallied in each category, and then averaged.
Rebeckah pointed out that there are 10 initiatives within DCHS that are completely dedicated to 10
to 24 years. Rebeckah handed out a draft partnership matrix chart and remarked about gaps in
services that need to be filled, particularly in drug and alcohol abuse programs. Binge drinking
rates for 18 to 24 year olds are higher in Central Oregon than anywhere else statewide, and
treatment facilities are limited for this age group. Most patients are sent to other areas for
treatment. Rebeckah reported that overall the assessment tool was not very successful in its
objective.

By-Laws Review
Tom asked the Board to look over the bylaws and be ready to discuss any changes at the next
meeting. The Board decided against electing a new secretary as Tom and Lisa have been fulfilling
this role. Some of the Board members questioned if PHAB will be merging with BHAB to form one
advisory board. Tom will investigate this. BH is required to have an advisory board; however, PH
is not. Tom also reminded the Board about choosing another member to proxy their vote in case
of their absence so as to reach a quorum. Tom mentioned that Jane will be resigning her position
in August and new recruitments will be necessary. Perhaps maybe a member of the Latino
community would care to serve on the Board.

PHAB housekeeping items
Following a Survey Monkey distributed to the Board about meeting locations outside of Bend, it
was decided that the next meeting will take place in September in La Pine. Tom and Charla will
work on identifying a location. One topic of discussion suggested was non-urgent fire response as
local residents unnecessarily misuse these services. Kim will provide a van for those who need
transportation to the meeting. Tom suggested inviting Todd Cleveland to join us for an update on
the south county ground water issue.
