MEETING OF THE DESCHUTES COUNTY
PUBLIC HEALTH - BEHAVIORAL HEALTH COMBINED ADVISORY BOARD

Call to Order and Introductions
Marianne and Kim called the meeting to order at 2:00 p.m., and those present
introduced themselves. Special guests include Tom Anderson, Deschutes County
Administrator; Erik Kropp, Deputy County Administrator; and Commissioner Alan Unger.
Review and Approval of Minutes
Jock moved the Public Health minutes be adopted and Katrina seconded the
motion. The motion carried unanimously.
Kathy moved the Behavioral Health minutes be adopted and Roger seconded the
motion. The motion carried unanimously.
Advisory Board work with Commissioners and State Legislators
The discussion was continued from last month where the Public Health Advisory
Board had written a letter about immunizations that the members submitted to the
Commissioners for approval. The board wanted clarity on what the process was for
advisory board activities when working with County Commissioners and Legislators.
Commissioner Unger asked that the board coordinate activities that can help
commissioners be informed and educated around significant issues. This will help the
cause as they will be connected to the commissioner’s networks as well. There is the
ability to work though County staff who can bring items forward to commissioners.

The door is open for any community members to Commissioners
This is a time of continuous education and information and they invite
concerned citizens and board members to participate.
Central Oregon Coordinated Care Organization – CCO PacificSource
Kate Wells presented on the CCO Transformation Fund which is 1.65 million
dollars for the tri-county region. Strategic initiative process opened up community
request for proposal (RFP). The first round of submission RFP is November 1 and the
second round is November 29 and final review is January 9, 2014. The review panel
may ask for more clarification on promising practices. There are 8 strategic domains
including:
1. Prevention and Population Health
2. Health System Integration
3. Care Coordination for patients with complex care
4. Information Technology for healthcare
5. Workforce Development
6. Member Engagement and Activation
7. Alternative Payment Systems
8. Research and Evaluation
The reviewers will be using a Likert scale and will rate each proposal on how it
aligns to each of the initiative strategic domains. Other factors that will be reviewed
include meeting triple aim, cost vs. return on investment, community health and
prevention.
Health Director Search
The planning for Health Director recruitment has begun to do an over hire so
that Scott will have some time to help train the new person as he plans to retire next
year. There has been a computer survey used for health services staff and the advisory
board input. Common themes were noted in the compiled surveys including
knowledge, working effectively with community stakeholders, and leadership skills. The
interview process will include staff and board members and interviews may be as soon
as January or February. Erik is currently working on the recruitment brochure and is
looking for any input on what the listed ideal characteristics should be. Recruitment will
be national but focused primarily in the Northwest.
Lorelei wanted to know how Scott was recruited to his position. He explained he
came to Deschutes County for employment in 1994 and began the Commission on
Children and Families. He accepted the Mental Health Director position in 2004 and
then merged health and behavioral health in 2009 to become similar to other counties

of the same size. If there are any ideas for recruitment please share them with Tom
Kuhn.
LAUNCH Regional Report
Maggi and Stephanie shared the four year report on the Linking Actions for
Unmet Needs in Child Health (LAUNCH) five year grant demonstration project. The goal
is to develop family strengthening within the existing infrastructure and programs. This
led to placing multidisciplinary teams to provide health screenings in schools at Lynch
Elementary in Redmond, Ensworth Elementary in Bend and in La Pine. These sites link
integration with primary care and mental health. There was a clinician working with
child care providers but she resigned and was not replaced. The LAUNCH workers
conduct screening and assessment for families with children exhibiting risky behaviors.
Prenatal to age 8 is the target age. Maggi explained that the child may not have
problems yet but early intervention is the key to meeting unmet early childhood
educational and social needs by parent interaction. Bonding was an area identified as a
need met by Nurse Family Partnership. Attention Deficit Hyperactivity Disorder may not
be diagnosed but symptoms maybe present. Family therapy may be used for up to a
year.
Family Resource Council has been chosen to help with parenting education.
They offer courses in Nurturing ABCs, Incredible Years, Make Parenting a Pleasure, and
Parenting Pride and have taught over 173 educators to continue to maintain the
courses tri-county in Spanish and English.
Parent Child Interactive Therapy (PCIT) is nurturing and relationship coaching by
a therapist for 20 weeks. The process to increase providers included training the
trainer, a certified therapist to train other clinicians. Families appreciate the rapid
change in behaviors by this process of “bug in the ear” where family is in one room and
clinician observing through a two way mirror in adjacent room.
The Public Service Announcement has had excellent reception and is creating
education on early childhood development and maternal depression screening. There is
a project in Deschutes County where the LAUNCH grant is paying for a clinician and
intern in Behavioral Health having office directly in WIC and mothers who may have
depression can get immediate access to treatment.
The Oregon State University has helped with the research and survey for areas
of LAUNCH. They have focused on evaluation throughout the process. The
sustainability of this project has been natural because the project requires working
within the existing infrastructure in Deschutes County. Activities that are currently
operating under LAUNCH will be taken over by Early Learning Hub and Maternal Child
Health. They will address oral health in the next public service announcement and
Advantage Dental is covering the cost.
The funding was through Substance Abuse Mental Health Services Administration
(SAMHSA) demonstration grant and has integrated care and created efficient sys tems.
Maggi is particularly proud of the workforce development and the outreach which has
pulled together community partners and creating branding with the logo.

Director's Report
Scott shared State RFP opportunities in PCIT, EASA, Peer Services for Youth,
Family Peer Support, mental health at school sites, WRAP services, Trauma services,
Training for adolescent depression screening, and Juvenile Psychiatric Security Review
Board.
Managers are currently reviewing the three year DCHS strategic plan and are
working on the 2014 fiscal year budget to be completed by May.
Cover Oregon, the State program for the Affordable Care Act is under way. The
website is not working for applications but there is a lot of information on the website
and through public service announcements so that people are aware of the plan.
Deschutes County Health Services is working with partner agencies including:
Volunteers in Medicine, the Child Center, and St. Charles Health Care and have trained
six staff who are Cover Oregon Assistants that can process paper applications to help
people get on the Oregon Health Plan or other insurance plan. This is for continuity of
care and to offset the loss of indigent funding that Behavioral Health currently receives
which will begin in January 2014.

Jock wanted to thank Lisa for the excellent synopsis of the La Pine meeting in
last month’s minutes.
