Motion carried and the vote to approve as submitted was unanimous. 2 Brief Announcements: Tom announced that the new Health Director will start on May 7th. There will be several key community member meetings scheduled to introduce Jane in the first few weeks. On another note, Kate Moore is retiring on May 1st after 25 plus years of service. A retirement party will be held for her at noon on April 29th and all are welcome to attend. Scott mentioned that recruitment for her replacement is in the works and final candidates will interview with Jane once she is available to meet with them. Tom noted that the next meeting is scheduled for May 28th in Redmond. Mike is graciously providing us with a conference room at Advantage Dental. Charla mentioned her progress with the mentoring program in South County. Several community groups have been notified through email and flyers have been mailed to local churches and posted on bulletin boards around the area with pull tab contact phone numbers. Kali Sawyers from BBBS spoke at the latest Chamber breakfast and passed out a few business cards to interested parties, while Amanda Gow, also of BBBS, reported that 3 boys have been recently selected for mentoring. Jenny stated that Matt Owen, who presented at the March combination meeting, reached out and met with Jenny twice and apologized for not providing more personal background information to the Boards. Matt is Managing Director for Bend Treatment Center and is looking for a part-time director if anyone has any referrals they can send to Jenny. Deschutes County Health Services Public Health Advisory Board “To promote and protect the health and safety of our community.” 3 Health Heroes Awards Tom announced the individual and organization awards to Scott Johnson and Charla DeHate for La Pine Community Health Clinic. Plaques were presented to each, followed by nomination speeches given by Susan Keys and Tom Kuhn for Marianne Straumfjord. Both award winners also gave short speeches and pictures were taken by Anna Johnson, Deschutes County PIO. 4 Marijuana Update Tom gave a brief marijuana update in place of Jessica, who was unable to attend the meeting. He noted that Jessica reported on the dispensary issue to the Sisters City Council on March 27th, at which time the Council unanimously voted for a moratorium until further information can be provided. Medical marijuana dispensaries will be on the upcoming state ballot. Oregon is ranked 6th in the nation for past month marijuana use amongst 12-17 year olds, down from #1 in recent years. Jessica will be back to present an update to PHAB in May and would like to discuss the possibility of conducting a community meeting. Tom will ask Jessica to present both sides of this issue. 5 New Combined BH-PH meeting concept Jock asked the Board to consider having only the leaders of both advisory boards meet on a quarterly basis and report back to their respective members. If, at that time, a combined meeting of all members is deemed necessary, then one will be scheduled. Jock asked for comments from the Board. Several members were concerned about integrated services, while others like the new concept, but would still like to meet on a regular basis to discuss common agenda items. Tom mentioned the lack of communication, particularly at the last meeting in March. Jock mentioned that it is not his intention to disconnect from BHAB, but to have the leaders continue to meet more frequently to orchestrate interrelated services and meet as a whole only when necessary. Jenny offered to act as liaison between both boards. Tom mentioned that the October meeting is still scheduled as planned. Jock proposed to meet with the BHAB leaders prior to voting on how to proceed. 6 Taskforce on Future of Public Health update Tom spoke about HB 2348, which was developed to establish a task force to study regionalization and consolidation of health care services statewide. Once completed, the task force will make recommendations to the legislature regarding current and future public health services sometime in the fall. The original house bill calls for 8 state operated districts and has appointed 15 members, one being Commissioner Baney, who will be providing more information on this topic at the June meeting. The task force meets again May 12th at St. Charles at 9:00 a.m. and welcomes the general public to attend. Once Tom receives the agenda, he will email the Board. Heather mentioned that Idaho has launched a similar health district model that Oregon can mimic and that it works for them because of PH funding dollars and resources. Muriel from Crook County presented at the last meeting and stated that over $70 million of county contributions go towards public health. Muriel and Tom (from Jefferson County) will be invited to the June PHAB meeting to continue collaborating tri-county efforts. “To promote and protect the health and safety of our community.” 7 Accreditation update Tom reported on the success of the accreditation process with the Public Health Accreditation Board. DCHS met 95% of the required standards and only 5% were either slightly demonstrated or not met due mostly to lack of documenting procedures during operations. A list of the areas where we excel and need improvement was made available for review. The Public Health Accreditation Board will make their decision in late June, and if needed, give us a timeframe to make any improvements in order to become an accredited health facility. 8 Immunization and Communicable Disease update Heather updated the Board on the latest immunization and CD statistics. She also recently gave a presentation to the Head Start Health Board and parents of Mountain Star Nursery students about the importance of vaccinating their children. There have been 26 lab confirmed cases of Pertussis in Central Oregon with most of the cases falling between the ages of 1 to 5 and 21 and older. DCHS’s primary focus at this point is on investigating and protecting infants, fragile children and moms-to-be while providing education, communicating with local health care providers and conducting walk-in TDAP clinics, specifically for those uninsured or on Medicaid. The new non- medical exemption law began March 1st of this year. In order to opt out, parents must either watch an on-line educational video for each disease they don’t want their children vaccinated for, or they must obtain a signature from their health care provider explaining why they should be exempt. Kindergarten and first grade religious exemptions jumped from .4% in years 2000-2001 in Deschutes County to 8.1% in 2012-2013, higher than the state average of 6.4%. Heather gave a summary of some recent measles cases reported around the world. British Columbia reported 375 cases as of April 1st, while the WHO reported an alarming 6,500 cases across Europe impacting 33 countries between the months of January and March of this year. France alone leads the pack in Europe with just under 5,000 of those reported cases during this same timeframe with one reported death.
