Approval of Minutes from December meeting
Kim motioned to approve the minutes with a second by Katrina. Motion carried and the vote to
approve as submitted was unanimous.

Brief Announcements
Fluoridation Grand Rounds:
Jock watched the recent Grand Rounds video presentation on fluoridation and told the Board that
the program was quite informative. He mentioned that the CDC is in tune with the controversy
surrounding this issue and have recommended lowering the fluoridation levels in our drinking
water. In turn, their recommendation further maintains the negative public perception of
fluoridation use.
BOCC & Legislators Letter:
Jock and Susan drafted a letter to state legislative officials introducing PHAB and their availability
for consultation in regard to Deschutes County health issues. Kim suggested that the letter include
a summary of the Triple Aim. Tom will fine tune the letter and email to the Board for final
approval. Kim also mentioned that legislative session starts in a week so the letter needs to be
signed and mailed immediately. The Board approved the letter with Kim’s suggested revision.
Oral Health Coalition:
Jock announced the Coalition is quite active and seeking new members. This group meets on a
quarterly basis and he, Tom, Kate Moore and a few other DCHS staff members are involved. Holly
volunteered to attend meetings.
Kim passed out a bike reflector to each Board member as a symbol of the “Light Up the Night”
campaign. ODOT and the City of Bend are teaming up with Commute Options to hand out bike
reflectors to those who stop by the Deschutes County Public Library tonight between 4-6 p.m. Kim
will keep the Board posted on more events planned in the near future. The Board discussed the
rules of the road for bicyclists, particularly riding on sidewalks. Kim spoke about holding a bicycle
education class for anyone interested.

Public Health Advisory Board

Charla announced that a new Advantage Dental clinic just opened in La Pine. A referral system
between Advantage and the La Pine Community Health Clinic is already in place. Operating hours
for now are Monday through Thursday until another dentist can be hired.
Charla recently applied for a grant through the COIPA for a .25 FTE medical assistant to help in
conducting client health screenings including behavioral health evaluations. Clients who need
behavioral health services are then referred to the counselor.
Katrina informed the Board that the School to Farm program is now teaching kids to raise and
butcher hogs so as to incorporate more pork products into school lunches.

Mentors for at-risk children in South County
Maggi stated that Deschutes County is partnering with Advantage Dental for mentoring school
aged kids, specifically those located in South County. A public service announcement will air in
February seeking volunteers to mentor children of incarcerated parents. Maggi mentioned that the
biggest problem in recruiting these volunteers is driving distance and winter weather conditions.
Charla offered to speak with the La Pine Chamber to organize a local recruitment, while Keith said
he will touch base with the BBBS Director. Maggi said she knows of three families in south county
that are losing their homes due to economic hardship.

Marijuana Survey Results
Tom gave a PowerPoint presentation on the marijuana survey conducted of all three boards (PHAB,
BHAB and Addictions Committee) and explained the results. A discussion ensued of the health
ramifications associated with use and the scientific based evidence of its effects. Five marijuana
bills are set for legislative review this month. Kate stated that 1/3 of all the home health visits
conducted have someone living in the home who is a user, while Jenny mentioned that 50% of
kids in juvenile detention are users or are subjected to it due to use by relatives. Jessica Jacks will
be conducting a meeting at the Mike Meier Building at noon on January 29th to discuss marijuana
use with a main focus on youth access. Tom will ask Jessica for an agenda and forward to the
Board via email.

Health Services Director Recruitment update
Scott reported the timeline for hiring a new Health Services Director. NAACHO and national
recruitments were publicized resulting in an applicant pool of 44. A small team of staff are in the
process of reviewing resumes in order to start scheduling interviews on February 28th. Candidates
will attend a reception in the afternoon of the 27th for introductions. Comment cards will be
available for staff feedback. The new Director is expected to start in April with a few months of
training before Scott officially retires. In the meantime, Kate Moore is also retiring so a notice for
her position will soon be posted.

PHAB Health Topics Survey Results
Tom reviewed the top public health topics up for discussion in 2014:
1. Access to care (Cover Oregon/health reform).
2. Immunizations and related policies.
3. Oral Health.
4. Adolescent Health (screenings and abuse).
5. Obesity Prevention.
6. Non-emergency transport.
Other suggestions made are to review the public health policy, discuss issues in the Redmond
School District, new member recruitment from outlying areas and various meeting locations, and
early drug and alcohol use intervention. Tom will work with Jenny to secure a future meeting
location in Redmond and guest speakers. He asked the Board to email him with any topic ideas.
Two previous topics of discussion the Board will continue reviewing are suicide prevention and
senior health.

Health Services Priorities and Goals for 2014-15
Scott announced he must finalize the department goals and priorities as the fiscal year budget is
due on February 21st. He spoke of the need to expand services in order to support the increase in
OHP and Medicaid clients. DCHS is also looking to integrate services with rural clinics and
strengthen our partnership with primary care providers, make a smooth transition with new staff
hires and assess the overall health reform here in Central Oregon. All these items will be
submitted as part of the budget proposal for DCHS. Budget presentations to the BOCC will take
place on May 28th. DCHS typically receives approximately $3.6 million from the general fund. Kim
asked what DCHS does that is unique and different from a primary care provider. Scott said DCHS
engages in high risk, special needs and disparate populations that primary care providers don’t.
Tom recommended reading the hand out of a recently run Bulletin article about Deschutes County
health issues.
