PUBLIC HEALTH AND BEHAVIORAL HEALTH COMBINED ADVISORY BOARD

Call to Order and Introductions
Jerry and Jock called the meeting to order at 3:00 p.m.
Review and Approval of Minutes
Jerry advised that the minutes had been emailed. No one had any changes. The minutes were
approved unanimously.
PHAB did not have a quorum of committee members to approve minutes.
Director Report
Scott announced that the Health Director had been selected from the interviews held last month, and
her name is Jane Smiley. He sent out the following email today: “Jane comes to us from Helena,
Montana. She has served as the Administrator for the Public Health and Safety Division of the
Montana Department of Public Health and Human Services for the past nine years. She manages an
agency with over 50 programs, 195 employees and an annual budget of $65 million.
Jane has 25 years of experience with increasing responsibilities over that time for a wide range of
health positions and program areas within the State of Montana. She has a Master’s degree in Public
Health with an emphasis on Health Services Administration from the University of Washington as well
as a Bachelor’s degree in Anthropology and Geography from Southern Illinois University.
Her professional accomplishments include helping Montana provide evidence-based programs and
update its public health laws, developing a performance management system, promoting staff
development and leadership opportunities, investing state resources in community-based programs,
developing strong working relationship with counties, promoting public health accreditation,

representing public health with the State legislature and integrating behavioral health staff into
preparedness work.
I will be back in touch as Jane’s start date approaches. We’ll be sure to introduce her at team
meetings and to community partners in May and early June. I spoke with Jane this week and can tell
you she is very excited to take this position and to move to Central Oregon with her husband.
I also want to offer a personal thanks to Tom Anderson as our County Administrator and to the Board
of Commissioners for the care and focus they put into this process and for their commitment to the
Department, our communities and the work you do every day. I am very confident we have a
wonderful leader going forward.”
Announcements
1. Tom reported the Accreditation Process has been completed on site. The visit with the
Accreditation Team went well and we are awaiting results of the panel review which are
expected in September.
2. Medical Marijuana Dispensaries in our community; Jessica Jacks and several members of the
Public Health Advisory Board had a meeting with County Commissioners to establish no
medical marijuana distributors in the unincorporated areas. There are no restrictions within
Bend City Limits.
3. There was discussion about the combined meeting being eliminated and having the
committee’s leadership meet quarterly. It was recommended that this discussion be continued
with Jane Smiley and consider options like HS Advisory Board.
Behavioral Health Medical Team
Dr. Hal Sexton, the new Behavioral Health Director gave a presentation on the new medical team.
He noted that Opal K. is our new child medication tele-consultant through OHSU for rural
communities needing additional child Psychiatry medication advisement.
Staffing currently includes:
2 Prescribing Nurse Practitioners, (one Children Services)
.5 Medical Director (no direct services)
2.5 Nurses (one Assertive Community Treatment)
1 Nursing Supervisor
The plan is for reciprocal care in a collaborative way for moving clients to Primary Care Physicians
and then to re-open at DCBH if client presented instability behaviors/relationships, much the same as
specialists are used through most insurance programs. This process will establish continuity of care
and make the transition to a more integrated care model.
Crisis Plan
Holly McCown is the new Mobile Community Assessment Team (MCAT) Supervisor. The Mobile Crisis
Team added three clinicians so that two staff are on at all times, and hired a fourth member for Crisis
Services at main clinic. There is an additional case manager to help decrease law enforcement
contacts and hospitalizations. The case manager can help with people in acute distress where they
are evicted and at risk of losing children or with CPS involvement.

Tri County Crisis Team Grant Update
DeAnn Carr stated that historically, Deschutes has provided Crisis Services in Crook County. But with
increased calls coming in, the response time was varied. Crook County will develop new Countywide
MCAT Services. Jefferson County is adding a Recovery Mentor. The Counties are still awaiting the
grant award letter and dollars, and then contracts will be finalized.
Health Heroes
Tom Kuhn is looking for nominations for Health Heroes and so far has two individual nominees. He
will send out another request with the form to the Public Health Advisory Board. He would
appreciate nominations by Friday, March 21st.
Dental Metrics
“Keep doing what you’re doing and expect different results. Current dentistry philosophy is a drill
looking for a hole”. The dental services need to change philosophy to fix problems and address a
prevention philosophy. There needs to be a dental paradigm shift toward prevention. Preventable
disease and focus needs to change to infectious disease management. Dentists are the key players
in determining cancers of the mouth.
Bend Treatment Center
This new program in Bend is seeking the LADPC endorsement to provide medically assisted treatment
for opiate addiction at 155 NE Revere, Bend OR 97701. Currently, there is no other local provider in
the area and patients may currently seek help in other communities like Portland, Salem or Eugene.
For $80 a week clients addicted to opiates (e.g. heroin) can begin a slow steady dose of Methadone.
The dosage is then titrated to symptomology. At the end stage they are medication free and
maintenance medication can take up to three years of ongoing services. Dr. John McIlveen was in
attendance from Oregon Health Authority Additions and Mental Health and offered his endorsement
of this center being developed to serve unmet needs in the region.
