Brief Announcements & Unfinished Business
-Legislative update
Jock Pribnow tracking:
A work session is being held today to discuss legislation around pharmacists becoming
authorized to issue oral contraceptives. A recent change was made that would require
anyone under 18 to have a written prescription. Pharmacists would have to perform
screenings. Uncertain of how they would address this specifically with smokers. There
is a known group of Pharmacists in support of this. Would need to have a women’s
health clinic visit within 3 years.
Tom Kuhn tracking:
HB 2546 – To prevent sale of e-cigarettes to minors. Passed today.
HB 3100 – Modernization of Public Health. Still with the committee & under review.
SB 663 – Requiring licensure of retailers of tobacco products be licensed by the State.
Still tracking
SB 415 – Ban of Flavored Tobacco products. Hearing being held today.
Mike Shirtcliff tracking:
Several dental bills. Expressed that in working with CCO’s, there is not much continuity
resulting in a plethora of CCO bills out there. i.e. – a complete denture that is not
starting within 6 months of last tooth extraction is not covered. Now they have
legislation in place for people to try to get more denture coverage.
Also tracking a 5-year care plan that involves only licensed care company. The state is
no longer issuing licenses and this bill is set to end in 2017 leaving concerns around
available licensed providers that would be licensed if this were renewed.

SB 648 – In the House now, but the House is heavily back-logged. This would extend
the authority of OHA. Believed to have just finished the state tour. Holly informed the
group that Lynn Saxton has sent out information to the community partners of plans to
sunset the community health staff for those who are out there doing assistance for the
application process. In reducing staff but continuing the grant work, there is a lot of
uncertainty around how the services will be able to continue under those
circumstances. Mike said that in Douglas County many are not going to the PH clinics
anymore but rather going to their PCP. Charla noted that they are finding that they
need to reassess the FTE allocation in response to these changes. Mike expressed that
this will require a great deal of compromise across the industry. Holly points out that
the system is set up for silos, yet the effort is to remove the silos.
-Membership Application review – James Powell, MD
Current membership count is down to 10. There is an applicant that Jock has previously
worked with. They had applied previously during a county wide recruitment. They were
interviewed and felt to be entirely appropriate; however, not selected due to our need for
diversity at the time.
Retired Anesthesiologist involved in disaster response, application & resume available upon
request.
Mike moves to submit the Board’s recommendation to the Board of Commissioners.
Holly seconds the motion. Accepted Unanimously.
2015 Health Heroes Individual Award presentation
Last month the group award was presented. This month Jock presented the individual award
to Mike Shirtcliff.
Mike expressed that he has felt honored to be a part of this Board. He stated that he has
learned a great deal from the other individuals within the Board and has enjoyed being a part
of the group. Jock spoke about how significant Mike’s involvement in Public Health is in
Central Oregon. This includes, but is not limited to, his practice, research, pro-bono and
efforts surrounding Oral Health programs made available to the community.
British study on tooth brushes
Sharity presented slides to the group providing an overview of the results from the British
study. Her presentation also provided details around a study here in Central Oregon including
survey data.
A sample kit was passed around for everyone to see. There was discussion around how our
community might be better aligned with dental recommendations (i.e. – how much toothpaste
is recommended).
Update on Legislation & Sugary Beverages
Video shown: the #1 cause of children admissions to hospitals in New Zealand is due to a
need for general anesthesia for tooth extractions often caused by sugary beverages. Mike
explained to the group that St. Charles Medical sees a large number of tooth extractions on
the days that the Pediatric Dentists are in.
