The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Scott Morgan, Wendy Holzman, Greg Svelund, Mark Smith, Michelle DeSilva, Mary Barron, Rick Root, David Olsen, Christopher Cassard Agency: Matt Martin, Deschutes County; Holly Wenzel, Crook County Guests: Rondo; Scott Beaird, Kittelson & Assoc.; Ryan McFadden, Kittelson & Assoc.; Rory Rowan, City of Bend Call to Order Meeting was called to order at 12:07 p.m. Introductions Approval of Prior Minutes October 1, 2015, meeting minutes were unanimously approved as drafted. BPAC Business Calendar: 2015 calendar distributed. Review of current schedule and edits discussed. Committee agreed to amend the issuance of the Snow Removal media release to “pending” subject to presence of snow/ice in the forecast. Calendar adopted with noted revision. Committee Vacancy: Matt Olsen has resigned. Committee agreed to assess availability/interest from previous candidates and identify areas of need to be determined upon goals review. ODOT Funding Cycle: Funding cycle and project applications discussed. Mary motioned, Rick 2nd, and committee unanimously approved submitting letter of support for the Madras project and related request for funding. Other:  Discussion of support for City of Redmond projects including the Homestead Canal Project and Maple Street Bridge staircase. The committee unanimously agreed to submit letters of support for these projects and related requests for funding.  Discussion of Bend Parks and Recreation District proposal to amend State Scenic 2 Waterways standards with the intent of establishing a non-motorized bridge in the southwestern portion of Bend. Chris motioned, Mary 2nd, and committee unanimously approved submitting a letter of support for proposal.  Committee members also expressed interest in a presentation from a representative requesting support for a project. Bend Safety Implementation Project update, Rory Rowan Rory provided background and update on the project and planned improvements. Discussion followed including project details and how to engage in the public process. Updates Sisters: City Council working to develop a “speak your peace” to encourage involvemen t; Village Green bathroom and cyclist amenity improvements underway. Additional grant application submittals for improvements are being prepared; ADA improvements on Hood Avenue to be constructed in the spring 2016. Rick noted Cascade Avenue improvements commending the City on the improvements and asked about public opinion. Wendy indicated feedback has been positive; Roundabout in final phases of development with construction late 2016/early 2017. Deschutes County: Sisters to Black Butte Ranch trail project update. Redmond: Starting design on new alignment of Veterans Avenue to 9th. COIC: Preliminary planning for regional expansion is underway; New bike racks being installed at stops. Open Floor: Holly Wenzel provide update on projects in Crook County. Adjournment at 1:30pm
