DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, February 4, 2016 - Noon to 2:00pm

Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Approval of Prior Minutes
January 7, 2016, meeting minutes were unanimously approved as drafted.
CET regional expansion and the Commute Options Partner program, Kim Curley
Commute Options & Judy Watts COIC
Kim provided an overview of Commute Options service area and programs including Safe
Routes to School, Drive Less Connect, Drive Less Challenge, and Train the Coo rdinator.
Judy provided an overview of transit options in Redmond and Central Oregon and upcoming
changes including proposed central hub in Redmond, rural transit expansion, additional stops,
and additional hours of operation.
Discussion followed.
Overview on the Use of Kittelson Mapping for Trail Planning, Mike Caccavano, City of
Redmond
Mike provided an overview of Redmond “bike, walk, roll” webpage and work completed with
the University of Oregon Sustainable Cities Initiative.

Overview of Activitie s and Marketing, Scott Woodford, City of Redmond
Scott provided an overview of activities. Redmond BPAC work plan includes bike boulevard
demonstration project along Deschutes Avenue, downtown bike corrals, safe routes to schools
project, development of bike map, community biking events, increasing educational programs
for kids, and bike counts. He provided an overview of future marketing campaign to include
wayfinding, bike map, events, business partnerships, website, and work of Redmond BPAC
subcommittee.
Discussion followed.
BPAC Business
Committee Updates:
City of Bend “sounding board” committee provided a “bicycling design 101”
presentation. Work continues.
Oregon Bike Ped Plan Draft input:
Members of BPAC and others community members met to discuss input. Comments to
be finalized and submitted. Discussion followed.
Other:
BPAC annual report distributed. Complementary feedback was received from
Deschutes County Commissioners.
February Messaging:
Safe Sidewalk Nominations
Updates
Sisters: Development of City Transportation Systems Plan (TSP) update continues.
ODOT: Projects include sidewalk project near Habitat for Humanity ReStore in Bend, All
Roads Traffic Safety (ARTS) committee evaluation of improvements along 3rd Street and
Greenwood Avenue in Bend, and sidewalk extension in Prineville; Active Transportation
Liaison recruitment continues.
Commute Options: Bend Open Streets project scheduled for September 18, 2016, from 12:00-
4:00pm. Project details were discussed.
Bend Parks and Recreation District: Whitewater park work to be completed by end of
February. McKay Park reconstruction is to follow; District is working to amend Oregon
Revised Statute (ORS) to allow bridges over the Deschutes River in the southwest area of
Bend; Cycle Oregon route will cover Southern Oregon Coast; Riley Ranch Park has received
land use approval. Next steps include signage plan, trail building, and parking lot construction.

Open Floor
The committee discussed submitting letter to the editor of the Bend Bulletin supporting the
Bend gas tax measure. Cheryl to draft letter and distribute to committee for review.
