DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, April 7, 2016 - Noon to 2:00pm

Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Approval of Prior Minutes
February 4, 2016, meeting minutes were unanimously approved as drafted.
Welcome from the City of Sisters
Wendy Holzman provided welcome on behalf of the City of Sisters, highlighted community
outreach efforts, and listed the “9 Rules of Civility.”
Projects Update:
City of Sisters Staff provided an overview of several current projects:
Highway 20/Barclay Rd. Roundabout - Design details were highlighted.
Transportation System Plan - Plan update projects include analysis of Creekside
Campground access.
Focus on east end of town: Locust/Hwy 20, Hwy 126/Hwy 20 truck scales,
Hwy 20 and Buckaroo Trail - Minor adjustments planned as an interim fix to improve
safety.
Upcoming TSP Update - Request for proposals for overall TSP update has been issued.

Recent Accomplishments - Improvements to 1,000 ft. of Barclay Drive near airport
completed that include full street section. Similar improvements in the area along Camp
Polk Road are planned; Village Green Park improvements have been completed that
include new restrooms with showers and bike lockers.
Future/potential projects:
ADA Transition Plan - City intends on preparing the plan to address all facilities.
Adams Ave Streetscape – This is the last section of downtown core streetscape
projects.
The city plans on working with the Sustainable Cities program of University of Oregon.
Grant submitted for Improvements at Creekside Campground including ba throom and
dish washing station.
Hood Street improvements underway including landscaping, bulb outs, and other
infrastructure. Included is development of an arts district.
Update from the Sisters Ranger District
Amy Racki provided an overview of several projects:
Metolius Loops Scenic Bikeway – Bikeway was designated in 2011. Review is required
every 5 years. Review has been completed and determined the wild and scenic river
and scenic bikeway designations do not complement one another. Therefore, the
bikeway committee will be recommending removal of scenic bikeway designation at a
meeting on 4/28/16. This does not mean the route is not open to cyclists.
Paved path to Black Butte Ranch - No further action until additional community
involvement is completed but there currently no timeframe for completion. Mark
provided an overview of the Lava Lands to Sunriver trail that is similar to this project.
Discussion followed.
New path to the Whychus Creek Overview - As part of a broader Whychus Creek
restoration project an overlook has been constructed. Trail to overlook is currently
under construction. Trail opening is planned for May. Future planned improvements
include trailhead amenities include parking and restroom.
Update from the Sisters Trails Alliance
Chuck Humphrey provided an overview of the following projects and reiterated the mission,
motto, and priorities of the Sisters Trails Alliance (STA):
Trail Adoption Program - 100 miles of trails broken out into 23 segments for trail
maintenance. A training program is provided that conforms to U.S. Forest Service
standards.

Collaborative Work with the Forest Service - STA is prepared to fund NEPA
assessment.
Public Outreach and Education (Bikes and Bridles Training/Speakers Series) - A
speakers series has been developed with regular presentations throughout the year.
New Trail Work (Paving the High School to Tollgate Trail) – Existing 3/4 mile trail is
currently gravel. Proposal is to pave the trail.
Tumalo Bike Aid Station, Mary Barron
Mary provided overview of preliminary plan for bike aid station at NW corner of 7th and Cook
Avenue in Tumalo as part of proposed food cart project. Work is ongoing to secure support
and funding. Cost is approximately $1,000 for installation. Discussion followed.
BPAC Business
Committee Updates:
MPO TAC meeting yesterday.
Bend Open Streets program scheduled in late September.
Safe Sidewalk Nominations: Two nominations received for Bi-Mart and Melvin’s First Street
Market in Sisters. Wendy, the nominator, provided details of nominations. The committee
unanimously agreed to award both nominees.
Vacant Seat/Sisters Seat: Wendy moved to vacant at-large position. Future recruitment of
Sisters representative is planned.
April Messaging: Irrigation system calibration & Big Chainring Nominations
Updates
South County: Request for bids issued for construction of final segments of Sunriver pathways.
La Pine: Bike routes in La Pine area being mapped that begin at community center where a
bike aid station is planned.
Redmond: Public meetings held regarding improvements to 15th Street between Highland and
Deschutes. Improvements are forthcoming.
Deschutes County: Powell Butte Highway roundabout at Neff Road is under construction. Be
aware of traffic control changes.
ODOT: Bend, Prineville, and Madras infill projects underway; Lava Land Regional Trails
conceptual plan map distributed. Improvements under consideration are near Highway 97 and
Forest Service Road 41.

Wendy recognized individuals in attendance who have worked on Bike and Walk Friendly
Communities designations for Sisters.
