The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Scott Morgan, Wendy Holzman, Mark Smith, Greg Svelund, Scott Ferguson Agency: Kim Curley, Commute Options; Matt Martin, Deschutes County; Dan Serpico, ODOT; Chris Cheng, ODOT; David Amiton, ODOT; Mike Caccavano, City of Redmond; Steve Jorgensen, Bend Parks and Recreation District; Mark Wolter, City of Bend; Casey Bergh, OSU-Cascades Business: Jessie Rykels-Wilson, HDR Call to Order Meeting was called to order at 12:00 p.m. Introductions Approval of Prior Minutes April 7, 2016, meeting minutes were unanimously approved as drafted. Bike More Challenge, Commute Options Kim provided introduction and overview of the Bike More Challenge in May. Participation can be as an individual or team. Kim also distributed a “Pass Safely” flier related to requirements for provided space for cyclists and circulated copies of the “Oregon Pedestri an, Bicycle, and Driver Rules.” Discussion followed. Degrading pedestrian facilities/Burlington Northern, Mark Wolter, City of Bend Mark provided an overview of potential improvements at Franklin Ave and 3rd Street railroad underpasses including lighting, pedestrian, cycling, accessibility, and aesthetic improvements. A packet of materials was distributed. Additional work is necessary to evaluate structural integrity of the facilities, estimate construction costs, and identify potential funding sources. Cheryl suggested this could be part of a regional project to consider similar improvements throughout the tri-county area and initiate a dialog with owner of facilities. Dialog followed. Kim Curley will reach out to Oregon Department of Transportation Rails Division. Cheryl will reach out to the regional communities to identify resources related to location of railroad crossings. 2 Lava Lands Trail System, Bike Lanes, David Amiton, ODOT David distributed a map and provided an update on the Lava Lands Regional Trails System Conceptual Plan. The goal is to provide a loop connecting Bend to Lava Lands Visitor Center area and Deschutes River Trail area. Recent changes to the plan include revision to routes in the vicinity of Bend. Mark Smith suggested inclusion of a cycling loop along Forest Service Road 41 to Mt. Bachelor. An application for Federal Lands Access Program grant funding is being prepared for some of the project elements. A meeting with the Forest Service is scheduled for May 13, 2016, to further refine project details. Steve Jorgensen provided additional details of pertaining trails master planning process, the Conceptual Arterial Trail Network, and other related projects under consideration by the Bend Parks and Recreation District. BPAC Business Committee Updates None Big Chainring Nominations Wendy motioned to approve nominations, Scott Morgan 2 nd. Motion passed unanimously. Bob Bryant will receive the award for lifetime achievement category and Therese Madrigal will receive the award for individual category. BPAC Committee Positions No terms ending. Wendy moving from Sisters position to at large position. May Messaging: Big Chainring Award Winners, BPAC Positions (west county) & Tri County Summit announcement (messaging postponed to September) Tri County Summit is on October 12th and planned to be held at a South County/La Pine area. Drive Less Challenge in October and can be integrated in the programing and funding. Updates South County: The Sunriver pathway system improvements will be completed this year. This is a year earlier than scheduled. La Pine: La Pine bike routes map completed and printed. Redmond: Redmond BPAC convened a mapping subcommittee ; The BPAC is also working on wayfinding measures; 15th Street project going out for bid today. Deschutes County: Powell Butte Highway roundabout at Neff Road to be completed late July 2016; ODOT: Safe Routes To School funding for non-infrastructure improvements is available. Commute Options: 25th Anniversary celebration planned for June 17, 2016. 3 Open Floor Casey Bergh introduced himself.
