Introductions & Approval of March meeting minutes
The Board went around the room and introduced themselves. Jock moved to approve the minutes as
submitted with a second from Mike. Unanimously approved.
Brief Announcements & Unfinished Business
Tom announced that Jane will be leaving effective July 1st and that the recruitment process for her
position will be under way in a few weeks. The target interview dates will be at the end of June.
DCHS is sending out a nationwide recruitment in order to attract a wide range of candidates. Tom also
announced that the agency will be recruiting two new Deputy Directors from within, one for Public
Health and one for Operations. There is already a Deputy Director representing Behavioral Health
(DeAnn Carr). This will simplify the process of checking in with the Director with only 3 staff reporting
to Jane instead of 14 Program Managers. The recruitment for the Deputy Directors will take place in 4
to 6 weeks and the plan is to have all hired by July 1st.
Tom reminded the Board of the upcoming May 25th combination meeting. The meeting is scheduled
for 12 to 2 p.m. and we will be discussing the updated Strategic Plan with BHAB and the IDD Boards.
Tom will send out a draft of the plan a week in advance so members can review beforehand.
Tom also spoke about the need to recruit more board members as we are now down to 10. Katrina
sent in her official resignation in March. Tom attempted contacting Jeff Absalon at St. Charles and
Kim’s co-worker from Commute Options to see if there are any interested parties in their organizations
who would like to join the PHAB Board. So far, Tom hasn’t heard anything. Some of the Board
members said they could reach out to some business associates they know that may be interested.
Health Heroes Awards Presentation
Charla DeHate nominated Susan Keys for the individual award. Since she was unable to attend the
meeting, Tom presented the Health Hero plaque to Susan. Susan nominated COVR for the group
award and presented their plaque to Alison Perry, Founder of COVR. Alison gave an overview of what
COVR does for our Central Oregon veterans.

DCHS Epidemiologist, Jenny Faith, PhD, RD
Jenny gave a PowerPoint presentation on her role as the new County Epidemiologist. She is an OSU
graduate who previously worked as a Clinician for the VA and is the only Epidemiologist east of the
Cascades. Jenny was hired in February 2016 to provide research and data to DCHS staff and continue
work on public health accreditation standards and the Strategic Plan goals. She will also be working
with staff on the SPP core activities for the first year identifying gaps in performance and providing
outreach, education and tri-county surveillance in order to update data for the RHA. Jenny will also
train to provide more data posted to the County website. On a broader scale, her duties will include
researching and providing data on health promotion, CD outbreaks, prevention and analysis of
geographic/demographic and disparate populations in the tri-county region. She will be examining our
own client pool creating profiles to collect data on client age, types of services sought and diagnoses.
Jenny provided some sample charts and graphs for the Board’s review.
Susan asked the Board to report to Tom on any data sets they may want to see like senior and oral
health.
By-Laws review
A revised copy of the by-laws was made available for final review by the Board. After some minor
amendments were made, Susan asked for a motion to approve the by-laws as revised. Jock motioned
to approve with a second from Keith. Unanimously approved.
There was talk about meeting with the BOCC at a work session to discuss our purpose and ask if they
would like to attend PHAB meetings on occasion. The Board also spoke about identifying and
becoming more knowledgeable on important issues in Deschutes County to take to the BOCC and ask
for feedback. Tom and Susan asked the Board to think about three ideas for further exploration at the
June meeting.
After talking to Alison, Tom asked the Board about meeting in June at COVR. He will email the Board
with details at a later time.
