DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, June 2, 2016 - Noon to 1:30pm

Call to Order
Meeting was called to order at 12:00 p.m.
Introductions
Approval of Prior Minutes
May 5, 2016, meeting minutes were unanimously approved as drafted.
Bend Count Program, Jovi Anderson, Bend MPO
Jovi provided an update on the program and changes. Program will include permanent,
annual tube counters, and volunteer counters. Installation of perm anent counters by end of
Summer 2016. Discussion followed.
Protected Bike Lane Demonstration, Robin Lewis, City Of Bend
Rory first highlighted Bend Livability Conference scheduled for this weekend. Kim provided
details regarding the related Bend Open Streets program scheduled in September.
America Walks Walking College Fellowship, Chris Cheng, Transportation Safety, ODOT
Region 4

Chris provided an overview of the program. One of the major components is identification and
implementation of a project. He requested potential project ideas. There is no limit on the
scope and is not limited to ODOT facilities. Cheryl and Judy noted possible sidewalk
improvement projects near transit facilities. Timeline of fellowship is June through September.
Lava Lands Regional Trail System FLAP application and the Active Transportation
Needs Inventory, David Amiton, Active Transportation Liaison, ODOT Region 4
David provided an overview and update on the Lava Lands Regional Trails System projec t.
Federal Lands Access Program (FLAP) funding was targeted for portions of the project with
the scope refined to eliminate features on federal land. Construction and planning funding
request is approximately $800,000. FLAP application is due at the end of June.
David also provided an overview of the Active Transportation Needs Inventory. An intern will
present to findings at the Bend MPO TAC meeting in July. If available, she will present to
BPAC in September.
Upcoming Chip Seal Projects, Tom Shamberger, Operations Manager, Deschutes
County and Chuck Swann and Paul Neiswonger, City of Bend Streets Division
Cheryl introduced the topic. Tom made a power point presentation on road maintenance
programing and techniques. A list of chip seal projects was distributed. Samples of chip seal
rock used for motor vehicle travel lane (3/8”-#8) and bike lane/shoulder (1/4”-#10). Discussion
followed.
Paul led a similar presentation for the City of Bend with comments from Chuck and Paul.

BPAC Business
Committee Updates
State Scenic Bikeway Committee-Scott commented and encouraged participation.
Updates
Sisters: Hood Avenue improvements completed; the recruitment for City Administrator
currently underway.
Bend: League of American Bicyclists representative will be in region at the end of June and a
meeting on June 24th in Bend.
Redmond: Redmond BPAC convened a mapping subcommittee ; The BPAC is also working
on wayfinding measures; 15th Street project going out for bid today.
Commute Options: 25th Anniversary celebration is on June 17, 2016; A letters of support for
Safe Routes to School funding was requested.
Bike aid station in Tumalo is under construction.
Crook County/Prineville: Prineville School District received Jump Start grant.
