(12:04) Approval of prior minutes (June) Defer to next meeting.
(12:05) Bend Open Streets, Brian Potwin- Occurring on September 18, Noon to 4pm,
Open Streets initiatives temporarily close streets to automobile traffic, so that
people may use them for walking, bicycling, dancing, playing, and socializing.
With more than 100 documented initiatives in North America, open streets are
increasingly common in cities seeking innovative ways to achieve environmental,
social, economic, and public health goals.
Bend Open Streets promotes healthy active living through opening the cities
largest public space – it’s streets – to walk, play, bike, roll, and shop locally in
Bend, Oregon. Connecting our community.

David Amiton asked if previously committed to volunteering, does he still need to

(12:30) BPAC Business:
COACT-Wendy updated on Joint Interim Committee on Transportation. She
attended the lunch on August 28, reminding the group of legislators about
bicycle and pedestrian needs in Central Oregon. There were many questions
from others about freight, aviation and added access, 1st and last mile, trials.
Kim and Joni added comments about the public hearing, which featured 30
testimonies. 75% of comments included support for more and expanded
public transit.
Election of Officers- Bill offered two options. One: appoint a nominating
committee. Two: re-elect the slate of current officers President, Cheryl. Bill
Vice President, Greg, Secretary. Moved to elect current slate-Mary. Second-
Wendy. All in favor. None opposed.
South County Summit in October (cancel and keep meeting in Bend as Tri
County Summit is the next week)-All agreed to cancel Oct 6 meeting. Will
conduct a short business only meeting on Oct 12, Tri-County Summit date in
La Pine.
Committee Updates—please add updates here.
Dave Olsen-Service was held Sep 3. Brian Potwin attended and extended
BPAC sympathy. Discussion of a thank you letter to survivors (not sure who
will write?) Maybe a project in Bend to dedicate? Rick Root will ask Robin
regarding city ROW and how/where to do such a thing. Dave designed the
breezeway in DT Bend. Perhaps here?
Form Ad Hoc Committee for Goals Assessment and Review. Voluntold-Chris,
Michelle and Wendy. October-December timeline.
Messaging:
No Parking in Bike Lanes/Watch for Kids-not discussed
How to Navigate roundabouts-not discussed
(12:45) Updates: South County, La Pine, Bend, Sisters, Redmond, Deschutes County
ODOT, Commute Options, COTA, COIC/CET
Open Floor: Comments & Announcements
Tumalo-Mary reports on “The Bite,” firepit, food truck lot and bike aid station! 3rd
in the county! At 7th and Cook in Tumalo. Grand Opening was 9/2 at 11am.
Redmond-Mike reported on a buffered bike lane on 19th street. Was restriped
with an overlay project. Seems like a good model moving forward. Scott chimed
in with measurements 5 ft bike lane, 2 ft buffer, 11 foot travel lane. Ped inventory
for ADA transition plan. Interns walked every sidewalk. Needing a better name
than “Complete Streets”-still working!
Bend-Big Jump (People for Bikes) application forthcoming from COB. Strategic
investments being considered. Aim is to double number of people riding bikes.
LOI submitted and app due in mid-late October.
Commute Options-BOSS and DLC big news. Other topic: Travel Oregon.
Concerned with traveler transportation options. They realize they are driving
visitors to CO-trying to develop messaging for those travelers without a car.
Focus group held-Kim attended. More to come. Also, discussion of bike racks on
the CO Breeze. Also, bike share at bus stations.
Bend PD-Officer Taylor shared that fatals are up. Lots of speeding. Stressed
education and outreach on “rules of the road” for all road users.
Sisters-TSP update happening. E part of town needs infrastructure. Paving
Sisters to the river on HWY 20. Dan asks if they want the red in the bikeway? Not
popular with ODOT, and would include a narrowed car travel lane.
Need Sisters BPAC seat filled, now that Wendy is moving to Bend.
ODOT-David reports that the AT inventory is done. Can show October or
November for all of R4.
