The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Mark Smith, Bill Braly, Scott Ferguson, Christopher Cassard, Wendy Holzman Agency: Jeff Monson, Commute Options; Matt Martin, Deschutes County; David Amiton, ODOT; Ron Taylor, Bend PD; Mike Caccavano, City of Redmond; Scott Woodford, City of Redmond; Susanna Julber, City of Bend Guest: Dave Thomson Call to Order Meeting was called to order at 12:00 p.m. Introductions Approval of Prior Minutes June 2, 2016, meeting minutes were unanimously approved as drafted. September 1, 2016, meeting minutes were unanimously approved as drafted. Active Transportation Needs Inventory, David Amiton, Active Transportation Liaison David distributed a handout and provided an update on the project and next steps. Several potential stakeholders to contact were suggested by those in attendance. David requested feedback on factor weighting and proposed criteria. Discussion took place throughout. Agency Update, Jeff Monson, Commute Options Jeff provided an overview of current and future Commute Options programs. Notable highlights include: The rating of Bend for the Bicycle Friendly Community remains silver; Bend Open Streets was a great success; Commute Options has renewed participation in Safe Routes to Schools for 3 more years; Commute Options is working on Redmond based programs coming; Initiating bike share programs in other communities; Drive Less Challenge completed with 500 local new users, 5,000 new users statewide , for Drive Less Connect. Discussion took place throughout. BPAC Business South County Summit in October Cheryl provided a summary of the event. 2 Committee Updates None. Update: Goals Assessment and Review Subcommittee meeting will be scheduled. Develop calendar/messaging for 2017 To be developed and finalized via e -mail. BPAC Vacancies Subcommittee to be formed to evaluate/interview the applicants. Wendy to move from Sisters representative to at large position. Updates Bend: City Council having transportation meeting from 4:00-7:00pm on November 14th at Municipal Court Building. This discussion will “set the stage” for transportation funding moving forward. There was a brief discussion of recent pedestrian fatality. Redmond: Implementing work plan including development of bike network plan and bicycle and pedestrian map; Partnership with Commute Options on school oriented programs; Draft ADA Transition Plan in development and a community meeting for comments will be held on November 17th and action from City Council is expected in December; Wayfinding funding has been secured. ODOT: Research Division working on a proposal for a pilot project measuring miles travel by cyclists. Commute Options: Bend Open Streets project discussed. Open Floor Dave Olsen memorial discussed. Rick Root was the lead on the concept. Commute Options may be able to partner.
