MINUTES
DESCHUTES COUNTY HISTORIC LANDMARKS COMMISSION
SISTERS CITY HALL

AUGUST 1, 2016 – 5:30 P.M.
I. CALL TO ORDER
Chris Horting-Jones called the meeting to order at 5:30 p.m. Historic Landmark
Commissioners (HLC) present were Sharon Leighty, Broc Stenman, Dennis Schmidling,
and Rachel Stemach (Ex-offico). Staff present were Matt Martin, Associate Planner; Peter
Gutowsky, Planning Manager; and Patrick Davenport, Sisters Community Development
Director.
Commissioner Leighty moved approval of the May 2, 2016, minutes with amendment to
Public Comments correcting typo “Gal 5” with “Goal 5.” Commissioner Schmidling
seconded the motion. The motion was approved unanimously.
II. PUBLIC COMMENTS
None.
III. PROGRAM UPDATES
Preservation Month Recap: Commissioner Stemach provide a recap of Preservation Month
activities from May.
Redmond and Bend CLG Projects: Matt Martin provided the following updates from
Redmond and Bend.
Redmond:
Recently approved another home to the local historic resource list.
Continuing work on updating the historic walking tour brochure.
Working with a consultant to complete historic resources multiple property
documentation form what will set the stage for future historic district and
individual nominations.

Bend:
Conducted a public hearing for a new home in the Old Town historic district in
July.
A public hearing for a major remodel review is scheduled for August.
CLG Grant Update: Matt Martin provided the following CLG updates.
Proposed cluster development near lower bridge withdrawn by the applicant.
Title 2 Rules Advisory Committee (RAC) approved the funding for the Paulina
Lake Odd Fellows cabins. Therefore, the immediate stabilization work is
moving forward.
The National Parks Service requires CLG program review every 4 years and
2016 is that year. State Historic Preservation Office (SHPO) staff is scheduled
to discuss and review the County’s program on September 13, 2016.
LCDC Rulemaking: Matt Martin provided an overview of the Land Conservation and
Development Commission’s initiation of amendments to Oregon Administrative Rule
(OAR) 660-023-0200, “Historic Resources.” The process will involve the formation of a
RAC to review and recommend proposed amendments to the OAR for LCDC to consider.
IV. DESCHUTES DIAL (ONLINE PROPERTY INFORMATION) PRESENTATION
Matt Martin provided a presentation of the Deschutes County DIAL Online Property
Information Program highlighting the available references to historic resources and related
documentation.
V. SISTERS UPDATE
Patrick Davenport provided an overview of a “Burn and Learn” project at 848 E Adams in
Sisters and the recent renovation of the Sisters Saloon (Sisters Hotel).
VI. COMMISSION COMMENTS
None.
VII. ADJOURN
There being no further business, the meeting adjourned. A field visit to the Sisters Saloon
followed.
