HomeMy WebLinkAbout2016-05-02 - Historic Landmarks Commission Minutes DRAFT MINUTES DESCHUTES COUNTY HISTORIC LANDMARKS COMMISSION DESCHUTES SERVICES CENTER 1300 NW WALL STREET, BEND, OREGON, 97701 MAY 2, 2016 – 5:30 P.M. I. CALL TO ORDER Chris Horting-Jones called the meeting to order at 5:32 p.m. Historic Landmark Commissioners (HLC) present were Sharon Leighty, Broc Stenman, Bill Olsen, Dennis Schmidling, Kelly Madden (Ex-Officio), and Rachel Stemach (Ex-offico). Staff present were Matt Martin, Associate Planner, Peter Gutowsky, Planning Manager, and Nick Lelack, Community Development Director. Commissioner Leighty moved approval of the January 25, 2016, minutes with an amendment to Commissioners Comments indicating the Deschutes Historical Society Executive Director Kelly Cannon-Miller is meeting with the Sisters Historical Society to review and assess what they need to document their resources and then will come back to the HLC with a plan to work with their resources and recognizing this is an ongoing project. Commissioner Olsen seconded the motion. The motion was approved unanimously. II. PUBLIC COMMENTS Diane Lozito provided comments critiquing the lack of signage for rural historic resources. She noted her husband commissioned a sign installation at Santiam Wagon Trail at Lower Bridge. She referenced proposed residential development at nearby mining site where the Lynch and Roberts Sign, a local Goal 5 designated historic resource, is located. She referenced a proposed and conditioned 100-yard setback from the sign. She asked that the developer be reminded of this requirement. She also noted that the sign is identified incorrectly on tax lot 1501 instead of tax lot 1505 and requested this be corrected. She asked if the property owner receives a tax break for the historic resource located on the property. Peter Gutowsky indicated he was not aware of any related tax break. He added details on the review process of the proposed planned unit development, in particular that the written record has closed and the Board of County Commissioners (Board) is preparing for deliberations. He added that staff is addressing the issue regarding the sign. She also requested Board and Bat Park include more information regarding the Santiam Wagon Road. Commissioner Stenman asked about first contact on this issue. Commissioner Leighty asked about ownership of the park. Ms. Lozito indicated it is owned by Redmond Parks and Recreation District. Commissioner Madden asked about standards and process for signage. Commissioner Horting-Jones asked if the Santiam 2 Wagon Road is a local Goal 5 historic resource. Peter clarified it on the National Register of Historic Places. Commissioner Olsen requested the Nunzie Gould provided comments regarding the Lynch and Roberts Sign tax lot locational error previously noted. She also requests the HLC make a proclamation that Troy Field, located in the City of Bend, matters. Commissioner Madden questioned the HLC jurisdictional authority. Peter Gutowsky questioned the authority of the HLC, rather than the Board, to make the requested proclamation. He noted the proclamation prepared for the Board to observe National Historic Preservation Month. He noted the HLC could raise the issue and make a recommendation to the Board. Commissioner Olsen recommends staff be directed to raise the issue to the Board. Other commissioners agreed. Diane Lozito again raised the issue of the correcting the tax lot error related to the Lynch and Roberts Sign and added that the current owner made the mistake. Matt Martin offered to follow up to ensure the corrections are made. Commissioner Stenman requested an update on this issue. Commissioner Stenman followed up on the idea of a joint meeting with the City of Bend Historic Landmarks Commission. He thinks the HLC has an obligation raise the issue and believes Troy Field is an endangered place. Commissioner Olsen would like to move towards action on a proclamation. Peter Gutowsky clarified the interest in the HLC or Board issue a proclamation. Commissioner Madden clarified any decision on a proclamation would be subject to formal approval by the HLC. Commissioner Leighty raised concern recognizing one property in a proclamation rather than historic preservation in general as part preservation month. Commissioner Olsen agreed but acknowledged the urgency to address Troy Field given the sale and purchase of the property that is currently under consideration. Nick Lelack suggested holding a second meeting in May to more thoroughly discuss the issue with the Board and legal counsel given this issue has only been introduced at this meeting and this deserves more time to consider more thoroughly. Chair Horting-Jones expressed sensitively needed to be given to the City of Bend HLC. Nunzie stated the intent of the proclamation is to celebrate historic preservation. Commissioner Stenman acknowledged the value of Nick’s suggested follow up meeting. Other commissioners agreed. Matt Martin clarified the desired action is to confirm the jurisdiction of the HLC and report back. Peter Gutowsky identified a tentative meeting date of May 16th to be confirmed later. III. PROGRAM UPDATES  Commissioner Appointments Matt Martin confirmed the terms for commissioners Stenman, Stemach, Schmidling, Horting- Jones, and Madden terms were extended to March 21, 2020. Appointment of officers was considered. Commissioner Olsen moved to reappoint the current officers, Chair Horting-Jones, Vice Chair Leighty, and Secretary Schmidling, to a new term. Commissioiner Stenman seconded the motion. The motion was approved unanimously.  Pilot Butte Canal District National Register of Historic Places Approved Matt Martin updated the HLC on the listing of the district by the National Park Service. Matt acknowledged that Oregon statute requires the same protections for properties on 3 the National Register as those listed locally and any development within the district will be subject to the review by the HLC when applicable. Matt also provided an overview of the district and noted that a letter was mailed to property owners within the district that are under county jurisdiction informing them of the protections and responsibilities associated with the district. Commissioner Madden asked about a planned tour for preservation month. Commissioner Stemach indicated the tour has been postponed. Chair Horting-Jones asked if National Register listings are included on the County’s historic resource story map. Matt indicated sites are, but there is a challenge to include multiple property districts but acknowledged this is an important update to pursue.  Redmond and Bend CLG Projects Matt Martin provided the following updates from Redmond and Bend. Redmond: Several activities planned for historic preservation month. Matt provided an overview the activities; Updating historic walking tour brochures; Work plan approved; Completing historic preservation plan; Exploring extension of the downtown historic; Review of development proposals associated with designation historic resources. Bend: Development proposal continue to received and reviewed; Demolished Brook Scanlon Crane Shed structure has been removed from the local Goal 5 historic resource list and has been replaced with a historic site designation.  Historic Preservation Month Activities Matt Martin introduced the topic and Commissioner Stemach provided and overview of the planning efforts and scheduled activities. Commissioner Madden noted that the local general theme will be focusing on children. Peter Gutowsky will look into adding joint meeting with the Bend HLC to follow up on the Troy Field discussion. Matt Martin announced that the Board is schedule to make a proclamation acknowledging historic preservation month and the Deschutes County centennial on May 4th. IV. PRESERVING HISTORY AND ENDANGERED PLACES INTERACTIVE EXERCISE Matt Martin introduced the exercise to provide an opportunity for members of the community to indicate what preservation means to them and what should be preserved. This can provide feedback that can influence future work plan items. The exercise will be made available at multiple locations throughout the month of May. V. PLANNING DIVISION FY 2016-2017 DRAFT WORK PLAN Peter Gutowsky provided a Power Point presentation and overview of the Planning Division FY 2016-2017 draft work plan. Discussion followed with emphases on need for additional staffing resources and interest in updating the local Goal 5 historic resource list. VI. COMMISSION COMMENTS Commissioner Madden discussed planning for various HLC field trips. The list will be distributed via e-mail for feedback from the commissioners. Commissioner Olsen discussed the activities associated with preservation of Troy Field. Bend HLC submitted a letter supporting efforts to preserve the field in public ownership. Commissioner Leighty asked about the status of Sisters Historical Society archives. Commissioner Stemach indicated Kelly Cannon-Miller, Deschutes County Historical 4 Society Executive Director, had met to review the information and found the Society already had records of most of the information. Nick Lelack indicated that the 2016-17 Planning Division Work Plan will be discussed at the May HLC meeting. Nick also noted that the County Community Development Department office in Redmond will be relocated to the Evergreen School upon completion of the renovations. Nick announced Zech Heck, an intern who worked on the on-line historic map, has been hired as full time assistant planner. Nick also encouraged commissioners to attend Deschutes County Centennial Night at the June 4th Bend Elks game and offered commissioners complimentary tickets. Commissioner Leighty asked that a joint meeting with the Redmond HLC be explored. VI. ADJOURN There being no further business, the meeting adjourned.
