The purpose of this document is to outline topics of discussion and actions by the Committee. Members Present: Cheryl Howard, Greg Svelund, Mark Smith, Mary Baron, Rick Root, Wendy Holzman, Christopher Cassard, Elizabeth Oshel Agency: Kim Curley, Commute Options; Matt Martin, Deschutes County; David Amiton, ODOT; Joni Bramlett, ODOT; Theresa Conley, ODOT; Mike Caccavano, City of Redmond; Business: Erik Huffman, Becon Engineering; Alec Fransen, Century West Engineering Guests: David Thourson, Martha Meeker Call to Order Meeting was called to order at 12:00 p.m. Introductions Approval of Prior Minutes March 2, 2017, meeting minutes were unanimously approved as drafted. 2016 Federal Lands Access Program Debrief & Active Transportation Needs Inventory Update, David Amiton, Active Transportation Liaison, ODOT David provided a debrief including an overview of the Federal Lands Access Program (FLAP), a look back at the grant application process, and a look forward to project completion and the next grant cycle. Patrick Davenport mentioned coordination with COIC to explore a future FLAP grant to provide infrastructure to extend transit west of the City of Sisters alon g to destinations including Hoodoo, Suttle Lake, and Black Butte Ranch. This would require cross jurisdictional coordination with adjacent counties. Discussion followed. David also provided an update on the active transportation needs inventory including mapping of a variety of data sets. Sisters Presentations: Paul Bertagna, Public Works; Patrick Davenport CDD; and Eric Huffman Eric provided a Power Point presentation of recent projects including Hood Avenue revitalization, new Cascades East Transit bus stops, Clemens Park, Creekside Campground, 2 and Highway 20/Barclay Roundabout. The city is pursuing grant funding for projects including US 20 Multi-Use Path, Locust Diverse Use Path, and Creekside Park. A Transportation System Plan Refinement project is underway. Paul and Rick Allen provided additional general comments including need to address future traffic along Cascade Avenue. BPAC Business Committee Updates:  Bend MPO: ODOT is beginning to evaluating the future of the Bend Parkway and how to address bicycle facilities. Discussion on the topic followed.  South Bend to Lava Butte Pathway Project: Three project alternatives have been identified. Construction may be near a 5 year horizon.  Move Bend: Cheryl attended stakeholder meeting to provide feedback from comments made at March BPAC meeting. She noted that the non-driving community was not represented. Elizabeth will represent BPAC with this group going forward.  Three Sisters Scenic Bikeway: The Bite food cart pod in Tumalo has applied for a bike friendly business designation. A walking tour of Tumalo was suggested. BPAC West County Vacancy: Cheryl noted the application period is open. The nomination of the representative will be considered at May BPAC meeting. Messaging: Messaging for April to include irrigation system calibration and Big Chainring Nominations. Updates La Pine: ODOT is working on refining the planning/public outreach process for transit hub. Bend: The City of Bend, G5, Deschutes Brewery, and OSU-Cascades are discussing a bike share program for downtown Bend area. Sisters Trail Alliance: Working to expand trail system and build new trailhead at Elm Street to accommodate need for user amenities. They are looking into funding options. Redmond: ADA transition plan approved by city council including additional funding for improvements; The bike network plan is going to city council on April 18th for review; Mike noted success of highway bypass in Redmond and positive impact it has had on downtown Redmond. Deschutes County: Deschutes County received FLAP grant to study cascade lakes highway. Commute Options: Attending transit advocacy day at state capital to promote safe routes to school. 3 Open Floor Chris asked if anyone attended the Crook County Scenic Bikeway meeting.
