MEMORANDUM DATE: January 29, 2018 TO: Deschutes County Historic Landmarks Commission FROM: Zechariah Heck, Associate Planner RE: Overview of the February 5, 2018, Historic Landmarks Commission Meeting The purpose of this memorandum is to provide an overview of the upcoming Deschutes County Historic Landmarks Commission (HLC) meeting on February 5, 2018. I. SISTERS COUNTRY HISTORIC RESOURCES INVENTORY Deschutes County has contracted with Diana Painter, PhD, Owner and Principal Architectural Historian at Painter Preservation to perform a Reconnaissance Level Survey (RLS) of potential historic resources within the Sisters School District #6. The goal of the RLS is to survey buildings in the city of Sisters and rural Deschutes County encompassing the Sisters School District that are over 45 years old for their historic potential. For context, in 2003, the Oregon State Historic Preservation Office (SHPO) helped the City of Sisters conduct an inventory of historic structures within city limits and as a result, produced an extensive document that supported implementing the City’s Comprehensive Plan - Goal 5: Historic Resources Chapter. Likewise, Deschutes County has not revisited its historic inventory since the completion of periodic review in 2003. With Ms. Painter’s assistance, both jurisdictions are revisiting non-surveyed buildings that may have historic characteristics. Inventorying non-surveyed buildings over 45 years old enables the City of Sisters and Deschutes County to: Document buildings and sites that may contribute to the region’s history; •Engage property owners about the historic significance of their properties; •Identify those buildings and sites that may be worthy of local, state, and possibly national recognition; and, •Develop a template for evaluating other regions of rural Deschutes County not recently documented for their historic potential. At the February 5th HLC meeting, Ms. Painter will discuss her approach toward completing the project. Ms. Painter’s initial proposal is attached to this memo (Attachment 1). Staff encourages Commissioners to review the proposal and be ready to provide feedback and suggestions as well as ask questions for Ms. Painter. -2- The project will conclude in July 2018. Ms. Painter will present her final project to the HLC at an appropriate time. The goals for the project are to create a final report that:  Highlights the benefits of city and county surveys;  Identifies areas in Sisters, that have unique historic characteristics warranting historic district designation;  Provides suggestions to the city and county on policies and instruments that can retain these historic buildings and cultural landscapes.  Identifies data gaps or opportunities in Sisters and the rural county that should be addressed with a RLS or Intensive Level Survey (ILS). II. CLINE FALLS POWER PLANT REMOVAL – KIOSK UPDATE In 2016, the HLC approved a request to demolish historic structures at the former power plant (file no. 247-16- 000664-HS). As part of the approval, two conditions of approval were required: 1. A historic plaque, interpretative kiosk, or other type of recognition marker shall be placed on the site explaining the former hydroelectric facility’s historic significance on the growth and development of Deschutes County. 2. The applicant shall provide the Historic Landmarks Commission with regular updates of the demolition plan and status of the project. Representatives from Central Oregon Irrigation District will provide an update to the HLC on their plans to install an interpretative kiosk at the site. III. RECENT ALTERATIONS TO AGNES MAE ALLEN SOTTONG AND HENRY J. SOTTONG HOUSE AND BARN Staff has approved two minor alterations to the Agnes Mae Allen Sottong and Henry J. Sottong House since the HLC last convened in October. The minor alterations were reviewed administratively by staff, at the direction of Chair Horting-Jones. Several photos of the alteration work are attached to this memo (Attachment 2). Staff sent a copy of the findings and decision to the HLC for each decision. At this meeting, staff will provide an overview of the alterations and answer any questions from the HLC. IV. 2018 OREGON HERITAGE CONFERENCE DISCUSSION & HISTORIC PRESERVATION MONTH PLANNING The Oregon Heritage Conference will be in Bend April 11 – 13, 2018. Staff will discuss with the HLC who is interested in going and if there is any interest in presenting during the conference. From the Oregon Parks and Recreation Department’s website: “This conference brings together people who love and work with Oregon's heritage. Designed to be interdisciplinary, the conference focuses on all sectors of cultural heritage, such as historic preservation, museums, archives, libraries, historic cemeteries, main street organizations, and local and state government. The conference home base will be the Deschutes Historical Museum but will be incorporating conference sessions and events in locations throughout Downtown Bend. The Oregon Heritage Excellence Awards Banquet will be held in the historic Great Hall at Sunriver Resort. A reception will be at the High Desert Museum before the banquet.” -3- Another planning topic is May National Historic Preservation month. At this meeting, the Commission and staff will have an opportunity to discuss plans for the May event. As a reminder, May Historic Preservation Month is designed to promote historic places for the purpose of instilling national and community pride, promoting heritage tourism, and showing the social and economic benefits of historic preservation. In past years, a variety of historic-related events were organized thanks to the efforts of the preservation month planning group and the support of the Deschutes County Historical Society, Deschutes County Historic Landmarks Commission, City of Bend Landmarks Commission, City of Redmond Landmarks Commission, the Deschutes Land Trust and volunteers. V. OTHER ITEMS  CLG Workshop: Chair Horting-Jones and Zechariah Heck, Associate Planner, attended the CLG workshop on October 17, 2017, in Canby. An update will be provided.  CLG Grant Update: Staff will provide a general update on projects associated with the CLG Grant. Attachments: 1. Painter Preservation proposal for the Sisters Historic Resources Inventory/RLS. 2. Sottong House alteration photos. Agnes Mae Allen Sottong and Henry J. Sottong House 60550 Tekampe Road, Bend, Oregon Staff has approved two minor alterations to the Sottong House. The alterations involve an expansion to the 2005 addition and restoration of the original chimney and several windows.
