MINUTES
DESCHUTES COUNTY HISTORIC LANDMARKS COMMISSION
DESCHUTES SERVICES CENTER
1300 NW WALL STREET, BEND, OREGON, 97701
JANUARY 7, 2019 – 5:30 P.M.
I. CALL TO ORDER
Commissioner Stemach called the meeting to order at 5:45 p.m. Historic Landmark
Commissioners present were Rachel Stemach, Dennis Schmidlng, Bill Olsen, and Kelly
Madden. Staff present were Nick Lelack, CDD Director, Peter Gutowsky, Planning
Manager, and Zechariah Heck, Associate Planner.
II. PAST MEETING MINUTES
The November 5, 2018 meeting minutes were approved as drafted.
III. CLG GRANT DISCUSSION
Staff explained the 2019/2020 Certified Local Government (CLG) grant applications are
forthcoming. In previous years, staff explained CLG grants awarded $12,500 that required
a 1:1 match, i.e., total grant funding equals $25,000. Excerpts from the Deschutes County
2015-2020 Historic Preservation Strategic Plan were provided for the commission’s
consideration.
The HLC discussed potential projects to include in an application:
- All commissioners wanted a portion of the CLG funds to fund May Preservation
Month. Reaching out to a well-known presenter on historic preservation was
discussed and generally supported to expend CLG funds on.
- Staff relayed a message from Chair Horting-Jones: the Tetherow House is in need of
repair and funding. The commissioners were supportive of funding the restoration of
the site. Staff explained that since the site is not on the National Register of Historic
Places (NRHP), CLG funds are precluded from actual restoration work. Nonetheless,
CLG funds can support a historic preservation plan, structural studies, design
specifications.
- The commission generally supported updating the historic property inventory and
mentioned that resources like the Sisters Historical Society and living relatives should
be utilized.
- An Intensive Level Survey (ILS) following through on the recent Sisters Reconnaissance
Level Survey (RLS) was supported only as an alternate project. Staff relayed a message

from Patrick Davenport, Sisters CDD Director: city staff may or may not have the
resources to work on an ILS; Davenport will know more in 2020.
- Staff mentioned the idea of a historic places calendar. The commission was not
supportive of the idea of developing a new calendar, but did support an online
calendar with Redmond and Bend.
- Staff suggested incorporating Mt. Bachelor into the May Preservation Month
celebrations because the resort is celebrating its 60th season in operation. The
commission was supportive of the idea.
- The commission was supportive of providing funds to the restoration of the Paulina
Lake IOOF Cabins.
- The commission also acknowledged necessary funding for: workshop/conference
costs, NRHP nomination review, and grant administration.
Commissioner Madden mentioned that she would be able to help vet the application
once staff has a draft completed. The deadline for the CLG application is February 22,
2019.
IV. COMMISSIONER AND STAFF COMMENTS
Commissioner Stemach informed the group that she will send out a meeting invitation to
begin planning for May Preservation Month.
Commissioner Madden stated she would be willing to lead a focus on cemeteries during
May Preservation Month.
Staff informed the group of the following:
- Election of HLC officers, e.g., chair, vice-chair, etc., will take place during the next
meeting.
- Central Oregon Irrigation District has applied for a sign permit to install a historical
marker at the Cline Falls Power Plant site. The sign will fulfill a conditions of approval
agreement from a HLC decision that allowed the demolition of the Goal 5 historic site.
- Oregon Heritage Conference will take place in April and held in Medford, OR.
Currently, there is no funding to send commissioners to the conference.
The next regularly scheduled HLC meeting will be on April 1, 2019.
V. ADJOURN
There being no further business, the meeting adjourned at 7:30 p.m.
