Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, April 4, 2019 – 12:00 pm to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Diamond and Crater Lake Conference Rooms, Bend Members Present: Dave Thomson, David Roth, Wendy Holzman, Christopher Cassard, Ann Marland, Sam Handleman, Morgan Crowell, and Katie Hammer. Agency/Organization: Zechariah Heck (Deschutes County – CDD), Dave Yeomans (Sunriver Chamber of Commerce and COTA-Sunriver Chapter). Call to Order Meeting was called to order at 12:02 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The March 7, 2019, minutes were approved. Tri-County Summit Planning – Dave Thomson, BPAC The Tri-County summit scheduled for Wednesday, May 22, in Bend. Dave explained the group has decided to rename the event “Central Oregon Bike and Pedestrian Summit.” The group has created a list of presenters and assigned members to reach out and see if they can attend. This year there will be a panel in hopes of engaging the public more. The group seeks a pedestrian specific presenter; any ideas are welcome. The topics of the summit will be focused on connections in communities and between communities. Safe Sidewalk Awards schedule Zechariah explained there were nine nominations submitted. Dave asked the group when would be a good time to present the awards. In the past, Safe Sidewalk Awards would coupled with the Big Chain Ring Awards during the annual report in front of the Board of County Commissioners. The committee decided to release a press release of the awardees and invite them to a fall meeting with the Board of County Commissioners. Page 2 Summer Schedule Dave asked the group to consider whether they want to meet as a committee over the summer, which has not historically occurred. Dave would like the committee to discuss further in May. Committee Updates Deschutes County TSAP - Dave Dave updated the group that Kittelson, the project consultant, has presented crash data for the county. Dave was surprised there was no data on distracted driving because officers typically do not have an ability to investigate. Tumalo: US 20 / Cooke Ave Advisory Group - Dave ODOT and the County are considering two alternatives: a full interchange and a roundabout. A ped/bike underpass would allow crossing of the highway. BPAC Goals and Objectives – Sam Handleman, BPAC Sam explained the committee needs to determine what goals shall be set for the end of calendar year 2020. This also includes objectives that are intended to be more specific. He also suggested there be at least four people that can establish a subcommittee to follow through on each goal/objective. The committee discussed each duty described in the BPAC charter and how the committee might go about achieving goals and objectives related to the duties. Chris encouraged the group to engage with the community so that the committee has a foundation of what goals should be prioritized. The committee agreed that it is important to gather stakeholders in order to create momentum for achievement of goals. Chris suggested the committee discuss further during the next meeting. The goal is to get the committee to a consensus on how to move forward regarding the goals and objectives. Open Floor Dave Yeomans with COTA mentioned a new mountain bike trail has been approved from FS 41 to Wanoga Snow Park. Also, a new chapter of COTA has been created in South County.
