MEETING MINUTES
DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
Thursday, January 3, 2019 - Noon to 1:30 pm

Members Present: Wendy Holzman, Christopher Cassard, Dave Roth, Dave Thomson, Sam
Handleman, and Scott Morgan.
Agency/Organization: Zechariah Heck (Deschutes County – CDD), Cassie Lacy (City of Bend
–Sustainability Coordinator), Ashley Hooper (CET), David Amiton (ODOT).
Call to Order
Meeting was called to order at 12:05 p.m.
Introductions
Attendees of the meeting introduced themselves and, if applicable, identified the
organization they represent.
Approval of Prior Minutes
The December 3, 2018, were not submitted to the group. Thus, they will be reviewed in
February.
BPAC Business
Dave T. explained the Oregon BPAC will be in the region in late May. To coordinate BPAC’s
Tri-County Summit with the Oregon BPAC, the summit has been scheduled for May 22. Dave
T. called for volunteers to help with planning the event as well as suggestions of where the
event should be hosted. Speaker and topic suggestions were also requested.
Sam H. provided an update on the goals and objectives subcommittee. The next meeting
will be January 8, 2019. The group has several questions for the County to answer. Zechariah
will attend the next meeting. Rick Root is waiting on the goals and objectives to be approved
so that he can begin working on the annual report.

Dave T. encouraged members to provide information to the group, whether it be media
articles or reports, but to send messages via bcc to prevent public meeting laws.
Bend Community Climate Action Plan – Cassie Lacy
Cassie explained in 2016 the Bend city council approved a community climate action plan
that set reductions greenhouse gas emissions. The action plan included two scopes: city
operations and community wide.
The City has hired Ameresco to identify energy saving opportunities. An audit has been
completed which proposed several projects to reduce energies. Optimizing building
efficiencies is an example of a proposed project.
The city defined the role of the local government to be a convener for the community
climate action plan. Sam encouraged the city to set a standard for desired commuting
statistics. The city decided not to fully fund the program, so grants were needed. A Climate
Action Steering Committee was established in April 2018.
Transportation is identified as contributing 33% of the community gas emissions. Chris
commented that the facilities based sectors (residential/commercial) contributed over 53%
of the total gas emissions. Cassie explained that the inventory had to set a boundary in
order to get the data, but it is not meant to provide a full picture.
Cassie has been working with the Transportation System Plan update process to see how
the different plans can inform each other. It will be up to city council to determine how
much the TSP will incorporate the Climate Action Plan.
Cassie would like to send an online survey to BPAC to receive input on the potential climate
options. One such option is to identify ways the city can encourage lower carbon mobility
options through infrastructure and urban form. Another option is to improve bike and
pedestrian infrastructure and electric vehicle infrastructure.

BEND MPO
Dave T. mentioned the CTAC’s reports and recommendations are progressive.
Deschutes County Transportation Safety Action Plan
Dave T. attended the first stakeholder meeting in December, which was focused on
an introduction the plan. Some data was shared but not analyzed yet. The number
of bike/pedestrian severe crashes is a “low absolute number”, i.e., a small data set.

Distracted driving and impaired driving are the most challenging problems because
they are safety issues that cannot be addressed by building different infrastructure.
Wendy mentioned the data provided was similar to what has been issued in the past.
Chris and Sam both commented on the number of accidents compared to the
number of severe injuries. There is a high number of accidents, but few severe
injuries. One possibility is that few people ride or walk during the winter. Third Street,
27th Street and Wall/Bond Streets in downtown are all identified as a dangerous
streets for bikes/pedestrians.
Tumalo US 20 / OB Riley Intersection
Sam expressed interest in participating.
David Roth expressed the roundabout idea looks okay for cars, but there is a
pedestrian/bike problem.
South County
Scott wants to focus on Huntington Road for bike/ped improvements. Scott will also sit on
a refinement plan process for Wickiup Junction. Scott asked how a community like La Pine
can find the money to construct sidewalks in areas that were developed per county codes
but are now part of the city. Several suggestions were to create a local improvement
districts.
Sisters
Annie was not present but sent a note to the group stating the local focus has been on the
Sisters Visioning Project.
ODOT
David Amiton mentioned a new project on the 24-step access. There were no updates on
the FLAP. Safe Routes to Schools grants will be announced later this month. The parkway
plan is in the alternative development phase. David can discuss more information during
the next BPAC meeting. The US 20 to Greenwood project is in the design phase. There are
challenging components to the project: ADA ramps, repaving in different locations, and
traffic analysis, where bike lanes will be provided.
CET
Ashley told the committee about CET's upcoming Regional Master Transit Plan process and
public input period. CET will be hosting community open houses across Central Oregon in
January to help shape the vision of future transit service for the next 25 years. There will be
an online survey component for the community to weigh in on public transportation
