CALL TO ORDER & INTRODUCTIONS: Vice Chair Tom Anderson called the meeting to order at 3:33pm at which time introductions were made. 2. APPROVE PSCC MEETING MINUTES: Motion made and supported for approval of April 2, 2019 meeting minutes. Motion Carried. Minutes of PSCC Meeting Tuesday, May 7, 2019 Page 1 of 3 3. PUBLIC COMMENT: None. 4. JRI VICTIM SERVICE GRANT APPLICATION: Trevor Stephens presented a powerpoint, Attachment 2, overviewing applications received for the JRI Victim Service Grant. He explained work done by the grant review committee in scoring the applications and the recommendation for awarding of grant funds. Mr. Hales moved to approve, Ms. Crosswhite seconded. Ms. Smith and Mr. Brenneman, as Board members of Saving Grace, abstained from the vote. Motion carried. 5. BIENNIAL JUVENILE CRIME PREVENTION PLAN: Sonya Littledeer-Evans overviewed Attachment 3, summarizing work done during last biennium and the plan for biennium 2019-2021, asking for committee approval. Moving forward, the plan will be to continue mainly with Functional Family Therapy, to move away from Girl's Circle and more toward early identification and intervention, as well as the Restorative Justice Pilot. Dr. Conway asked why Girl's Circle will not continue, and Ms. Littledeer-Evans replied there are challenges keeping contractors staffed that are trained in facilitation, for this small amount of time and money. The department determined the money could be leveraged further by partnering with a different, already existing program. She continued explaining the attachment, including the appendix which displays what the department and partners see happening within the community. Vice Chair Anderson inquired about trends seen in terms of juvenile referrals, and Ms. Littledeer-Evans replied they are seeing decrease in referrals, which is happening both locally and nationwide. Mr. Hales added they are seeing a disproportionate number of juveniles, over half, coming out of Redmond. Mr. Hales moved to adopt the recommendation, Mr. Brenneman seconded. Sheriff Nelson requested a copy of the 2019-2021 biennium plan prior to voting, and Mr. Hales confirmed that can be sent to all committee members. He clarified that the form provided in today's meeting materials is the required format that was provided to the department for their submittal. The committee agreed to read the plan and consider it at next month's meeting. Mr. Hales withdrew his motion to adopt the recommendation, and Mr. Brenneman supported the withdrawal. 6. FAMILY DRUG COURT SUPPORT LETTER: Mr. Hall explained that the grant application, released earlier this week, is different from applications in previous years. He is awaiting clarification on several items, so he will have more information soon. In the event that the application requires more of this committee, he may return to the June meeting with an additional request. Sheriff Nelson added that he absolutely supports this program and will continue to support it. He proposed to change the beginning date of drug court to the 1990's as Senior Judge Brady had previously referenced, rather than the 2006 date currently in the letter. Sheriff Nelson moved to approve the letter as amended, Justin Livingston seconded. Motion carried. Minutes of PSCC Meeting Tuesday, May 7, 2019 Page 2 of 3 Mr. Brenneman added that on behalf of himself and other defense attorneys, Family Drug Court is an amazing resource and all are supportive of the program. He noted the support of Deschutes Family Recovery, as well. It is rewarding to see what the program is able to do for the community and for reuniting families. 7. OTHER BUSINESS: None.
