Box 6005, Bend, OR 97708-6005 (541) 388-6575 bpac@deschutes .org www.deschutes.org/bpac MEETING MINUTES DESCHUTES COUNTY BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE Thursday, June 6, 2019 – 12:00 pm to 1:30 pm ODOT, 63055 N Hwy 97, Building M, Diamond and Crater Lake Conference Rooms, Bend Members Present: Dave Thomson, Rick Root, David Roth, Wendy Holzman, Christopher Cassard, Ann Marland, Sam Handleman, Morgan Crowell, Scott Morgan and Katie Hammer. Agency/Organization: Zechariah Heck (Deschutes County – CDD), and Chris Cheng (ODOT). Call to Order Meeting was called to order at 12:00 p.m. Introductions Attendees of the meeting introduced themselves and, if applicable, identified the organization they represent. Approval of Prior Minutes The May 2, 2019 minutes were approved. General Comments  Dave announced BPAC will continue to meet through the summer. The meeting dates are July 11 and August 1.  Dave thanked everyone for the help organizing the BPAC Summit. The group agreed the panel discussion was successful. Sam suggested that next year the committee look at better advertising for the event as well as an event photographer.  The committee decided that Big Chain Ring Awards will announce a call for nominations following July 11 meeting, with a deadline by Mid-August. Selections of awardees will occur at the September meeting. BPAC’s annual report meeting with the Commissioners will occur in October. Committee Updates US-20 / Tumalo -- An open house was recently held and focused on two options: a roundabout and an underpass. The group acknowledged that a two-lane roundabout poses some challenges for bicycle. Other contentious points concerning the roundabout option include lighting and impact to freight traffic that will have to slow down to enter roundabout and accelerate to go up hill. Page 2 Region Updates South County – New chapter of COTA has been established. The new chapter is working on creating a vision. Transportation hub is proceeding in La Pine. Bend – Online survey for transportation impacts and associated fees. Chris asked if Open Streets will occur this year – It is unclear if there will be an event this year. Greenway projects are underway, including 13th Street. There is an issue of the Greenway going behind Newport Market along Milwaukie (concern of delivery trucks and small width road). Chris asked to see if Robin Lewis with the City could inform BPAC on what the issues are. Sisters – Lower Bridge Rd, part of scenic bikeway, has been damaged but recently repaired by County. Ann wanted to say thanks. Hwy 242 going up McKenzie Pass has had a lot of work. The Crest of the Cascades will occur on June 14; ODOT will open to cars afterward. Redmond – an Open Streets event will occur on June2. And the 2nd Bike Blvd will be signed this summer/fall. A new trail has opened on Canal St. The City has initiated a comprehensive plan process. Deschutes County – The County is applying this week for a TGM grant to update the County TSP to 2040 and bike/ped is one of the modes that will be analyzed and policies assessed for any updates or revisions. The County will use BPAC as one of the stakeholders during the update. Spring River Road Parking Improvements – constructing paved parallel parking, loading/unloading zones, bike lanes, and buffer zones on Spring River Road on the east side of the Deschutes River (Harper) Bridge. Work is underway and will be completed June 28th. Six Corners Intersection Improvement – reconfiguring the existing 6-leg intersection of SW Canal Blvd, SW 61st St, and SW Quarry Rd into a 4-leg intersection with other safety improvements. Work will begin at the end of June and continue through early fall. Media releases will be forthcoming. C Ave: 6th St to US 97 – constructing sidewalks, paved on-street parking, and storm sewers on C Ave adjacent to Terrebonne Community School. Work will begin at the end of June and continue through August. The project is funded in part by an Oregon Safe Routes to Schools grant. Paving of Knott Rd – paving of the County segments of Knott Rd (Rickard to 15th, China Hat to Baker Rd). Work will occur at night the week of June 23rd. ARTS – ODOT is currently installing new curve signage and roadside delineators on several County roads as part of the All Roads Transportation Safety (ARTS) program as countermeasures for roadway departure/fixed object collisions. The ARTS program is a statewide, jurisdictionally -blind program that provides federal highway safety funding for safety improvement projects based on crash history. The County roads include: Deschutes Market Rd; Alfalfa Market Rd; Lower Bridge Way; Fryrear Rd; S Century Dr. Page 3 Other County updates: US 20 at Tumalo – ODOT and County are still working through the public involvement process to refine the two identified alternatives (roundabout and single-point interchange) and select the preferred alternative. BPAC representatives are on the Project Advisory Committee. More info at www.US20atTumalo.com. Transportation Safety Action Plan (TSAP) – draft TSAP to be presented to Advisory Committee in early July. BPAC representatives are on the Advisory Committee. ODOT – Terrebonne refinement plan is in the process. FLAP applications have been returned and all projects have been approved (Bend to Lava Butte construction – FY 2023; Lava Butte to La Pine planning; McKenzie Pass pavement rebuild, rebuild shoulders and bikeways, removing boulders, accessible toilets at various locations, more bicycle parking, interpretive panels.) Research is also being done to install bike warning indicators on McKenzie Pass. US20/Empire project is in process as well but no details were available. BPAC Goals and Objectives – Sam Handleman, BPAC Sam and Chris explained the agenda topic focuses on what projects should BPAC focus on.  Sam recognized BPAC is an advisory committee to the County Commission, which is limited in bike/ped projects. (Katie and Rick agreed with this idea). He suggested BPAC focus on connections between communities in the county, specifically researching ROW opportunities.  Wendy shared an interest in working with BPRD to focus on utilizing park trails as travel corridors, not just recreation based. Another interest of hers is attending CET other transit meetings.  Dave would like to see BPAC build a relationship with federal land managers.  Ann stated she has a proposed map from Sisters to Bend trail. She suggested working on the off-highway trail. She would also like to see more focus on cities other than Bend.  Chris would like to work on effective community input for the group to consider, especially focused on pedestrian issues. Getting info out that BPAC is interested in hearing feedback.  David R. mentioned a desire to have a better connection with the transportation planners in the County to foster comments on projects. The goal is getting information before it occurs versus afterward.  Scott suggested the group focus on establishing a Sunriver to La Pine CET Route.  Sam wants to see a matrix of jurisdictional requirements related to bike/ped/transit.  BPAC interested in knowing what expectations are.
